Increase damage dealt to bleeding enemies by 10%/13%/16%/20%.
Inflict [Bleed] on the enemy after using Active attack. If the target already has [Bleed] immediately trigger it and deal damage equal to 40% of PATK.
[Bleed]: At the end of the turn, receive damage equal to 40% of the caster's PATK.
Increase the PATK, MATK, PDEF, and MDEF of all allies by 10%.
Allies deal 10% increased damage when using single-target skills.
We are currently re-translating all the skills and also working on creating a new design to showcase them - to make it more in-line with the in-game tree with 3 paths.
Deal 1.5x PATK damage to a single enemy and, if the target is Bleeding, recover HP equal to 1.5x PATK after the battle.
Deal 0.6x PATK damage to enemies in range and apply the [Armor Shred] debuff for 2 turns.

After dealing damage with an Active Attack grant [Encourage] for 2 turns to self and all allies within 2 tiles. This effect has 1 turn cooldown.

[God's Protection]: +30% Damage Reduction. Effect removed after a battle.
Deal 14x PATK damage to a single target, push him 2 tiles back, and inflict [Slow] on him for 2 turns.
[Slow]: -1 Mobility and can't use Escort skills.
Deal 1.6x PATK damage to a single target, ignoring 30% of his PDEF. Skill has a 20% increased Critical Chance and Critical Damage if the target is Bleeding.
[Deadly Skill]: Consume 3 Anger to use the skill (gain 1 Anger after you deal damage to a target).

Increase PATK and Physical damage reduction by 3%.
If an enemy within 7 tiles is Bleeding, gain [Hunter] for 2 turns.
[Hunter]: +1 Mobility
Ibn Attar is a Water Assassin who can jump into the fray, ignoring the frontline and quickly dealing with the squishy backline. Overall, his kit is more that of a Warrior than Assassin, as besides the one skill that allows him to jump a few tiles forward, the rest of his skills purely focus on dealing damage - both upfront and damage over time.
Ibn Attar's passive is a pretty interesting one as it allows him to immediately trigger a Bleeding on an enemy with the debuff. This combined with his other skills that inflict Bleed on enemies allows him to deal pretty significant burst damage.
His biggest issue is a lack of survivability and mobility skills - if you use the catch an enemy, you won't be able to use it again to escape. Compared to other Assassins, he doesn't have a passive that gives him additional mobility after killing an enemy, so he's a sitting duck if you use his jump skill and you don't kill who you wanted.
Also, since he shares element with Charlotte, who is the best Water damage dealer, it's hard to justify using him in your team - unless you don't have her that is.

shines in bleed comps as he can trigger the bleeds with his Active Attack.
low mobility and survival skills,
has issues fighting against enemies with a lot of Priests that can remove his bleed,
competes with Charlotte for the Water damage dealer spot.
Scourge Jump + Relentless Blade + Emperor's Prerogative
This combination gives you good mobility (Scourge Jump) that allows just get in the right position while at the same time gaining a damage reduction buff. Then you can focus on your main target with Relentless Blade - or you can use Active Attack first, to put a Bleed on the targets, so Relentless Blade will heal you. The passive also helps you survive longer against Bleeding enemies.
