Most likely how MARela was thought about. Her whole kit is based around gaining bonus damage and defense pen based off the enemy's defense she's attacking. This makes her a very good tank and healer killer, and especially a very good Jessie killer. She's also one of the first characters to gain a new-ish mechanic, Core Break, on S3. It's similar to Lalith's Prohibited Returnal buff in that that character can't be revived, but instead of needing to worry about a buff you just have to kill the enemy.

With the release of her UE she isn't broken but it's still sizable nonetheless. From the help of the bonus % attack and the pen buff this can make her first 2 skills deal even more damage. Now combine that with the extra out of turn damage and the S1>S2 followup can be really nasty. Lastly the bonus AoE damage from killing a target on S3 is great, but it can't crit. So instead of amazing it's just great to have.

CN Update December 6th, 2022: They buffed MA Rela to simplify her scaling and added additional attacks using her S2. These seemingly simple changes have turned her into the monster anti-puppet sniper she was meant to be. This also increases her potential in PVP.

Spreadsheet maker here, initially had her as Hound Rela although now with other prototype AGs having their own playable versions it's technically not fully accurate. If you wish to still use Hound Rela, by all means.
