When there are multiple damage reduction effects, the highest one will take effect. Additional penetration gained through various effects and buffs will not cause skills without innate penetration to be counted as a penetration attack.

Deal 84.8% damage to all enemy targets and have a 40% chance to cause Stun for 1 round. If you have been hit by an attack that has penetration, damage is increased based on 12.7% own max health and the Stun chance is increased by 40%.
