Summary
Since the balance patch notes contain gifs and images that demonstrate what exactly changed, we suggest to checking them on the official website (linked above). Instead, here we will only post the summary of the changes and explain how they will affect the characters.
Max HP issue
The issue where the Max HP buff increased both the Max HP and the Current HP has been finally addressed! We think the proposed solution for the issue will make both Noise fans and her haters happy.
What's the change?
After the adjustment, when a character obtains a Max HP buff, the Current HP will only be increased when Max HP increases. This means that the Max HP buff must fall off before you will be able to get the benefit of the increased Current HP. If the buff is active, gaining it again, will refresh the duration, and keep the increased Max HP, but Current HP won't be affected.
The fix will have the biggest impact on Noise - the PVP arena monster - especially with the second change affecting her in the patch notes.
Noise’s Skill2 [Sing Together]: Max HP increase rate increased from 15.16% to 24.86%. Duration time decreased from 5 sec to 1.8 sec. We hope this adjustment can improve the instant defense capability and constant defense capability.
Considering that Noise needs 1s to fully charge her shot when you play her on auto, you will still have a 100% uptime on the Max HP buff, but that's actually a bad thing because considering the change from above you want the buff to fall off - so you could gain the benefit from Current HP healing on top of the Max HP increase. In manual gameplay, you can wait for a split second and then Fully Charge again to heal.
This means that in PVP Noise would become a bit weaker, but she could become much stronger in PVE. Still, that's just a theory, because we will have to test how it actually works - patch notes are one thing, and reality is another.
Characters affected by the change:
Noise - her case was described above,
Rapunzel - her S2 Max HP buff duration was adjusted to match the cooldown of the skill (15 seconds), so nothing will really change for her,
Soldier FA - currently the Max HP buff doesn't affect the Current HP, but after the patch it will,
Folkwang - currently the Max HP buff doesn't affect the Current HP, but after the patch it will,
Frima - currently the Max HP buff doesn't affect the Current HP, but after the patch it will,
Other changes
A few character's skills have been adjusted:
Noise
Noise’s Skill 2 [Sing Together]: Max HP increase rate increased from 15.16% to 24.86%. Duration decreased from 5 sec to 1.8 sec. We hope this adjustment can improve the instant defense capability and constant defense capability.
Diesel
Diesel’s Skill 1 [Strawberry Field]: Defense increase rate increased from 22.04% to 25.92%. Recovery rate of caster’s Max HP increased from 11.02% to 12.96%.
Noah
Noah’s Skill 2 [Cruisin' for a Bruisin']: Attack Reduction rate increased from 7.82% to 13.25%.
Noah’s Burst Skill [U Mad Bro?]: Defense Increase rate increased from 99% to 133%.
List of other fixes:
Fixed a loophole where the Charge Speed of Maxwell’s Skill 1 [Straight Shot] 6 does not take effect when she uses Burst Skill [Pierce Shot].
Fixed a loophole where Snow White’s Full Charge Damage does not take effect when she uses Burst Skill [Seven Dwarves: I].
Fixe a UI issue where the Full Charge Damage rate is incorrectly displayed as 100% when the Charge Time reduction rate of Alice and Uni is 100%. The skill properties remain the same since the actual damage rate is normal.
Improved Uni’s Skill 1 [DMNS] so that the Charge Time reduction effect is calculated based on the Charge Time of the characters present instead of Uni’s own Charge Time.
Fixed an issue where the laser light does not shoot in the correct direction when Laplace uses Burst Skill in the Arena. The skill properties remain the same since the actual damage rate is normal.
Fixed an issue where the damage reduction does not take effect properly when the character takes an attack with damage increase effect and ignore defense effect. Characters with damage reduction effect are Ether, Ludmilla, Noah, Noise, Admi.
Fixed an issue where Novel’s and Isabel’s damage increase Debuff does not cause actual damage increase effect.
Fixed an issue where Privaty’s Max Ammunition Capacity is displayed incorrectly. The properties remain the same since there is no issue with the effect itself.
