Administration Shieldman is one of the best 2 cost tanks in the game. The fact that there are two of them makes them great for soaking multiple hits, and since they only cost 2 they can be spammed over and over in content where that's needed. Their only weakness is their lack of MDL, which is less concerning than other tanks due to their cheap cost.
This makes them a solid pick for some PVE content and even PVP when a cheap tank is needed for the team.
