Black Tail's biggest issue is his terrible damage. This combined with his cost makes him totally useless in both PVP and PVE.
Still, sometimes there are event stages where his kit allows you to cheese it, but you can always overpower those stages with Awakened employees, so it's not really worth raising and gearing him just for that.
