Fione is a Defender who is rarely used in that role. Her stats are pretty low and her kit is more support-oriented, which makes her great as a secondary Defender. The problem is, you rarely use two Defenders in a team and there's a ton of Striker employees that not only provide similar support as Fione but also do way more damage.
In PVP she's pretty useless, and in PVE she's a good Defender for new players and is commonly used against Tyrant bosses in Danger Close.
