Analysis
Review
Kestrel Xiao Lin is a similar but better employee compared to her base version. She has excellent range and more damage than base Xiao Lin, and a stray car can't kill her as easily anymore due to her increased stats. Apart from that, her skill now stuns enemies as well, including mechs, making her provide some CC along with her damage. She is one of, if not the strongest, damage dealers in the game as long as she stays alive - so strong that it's hard to find a reason to not use her in PVE unless the enemy is a Defender or has a gimmick against her.
As for PVP, she's almost like what Awakened Na Yubin is to Towers, but for Strikers instead: she does so much damage to them that almost all striker frontliners are deemed unviable when she isn't banned (Rearmed Esterosa is a major exception).
I guess the only major flaw in her kit is that she can't hit air units despite literally being named after a bird.

Gear Recommendation
PVE gear
Set: CRIT DMG / ATK + ATK / ATK + Spectral
Try to use Sc. gear for CRIT DMG and ATK sets with Ground DMG substats. Britra relics with Ranged DMG latents are top tier for her, but are heavy investments. For Spectrals, use any 2 piece Spectral, because you have to use a normal ATK set pair for Exclusive Equipment. Always use her EE and max it, even with broken set.
PVP gear
