Tally is a 3-cost Sniper who specializes in multi-hit attacks. Her damage output is actually decent for her cost, but the issue is that she brings no utility to the table - which means it's hard to justify using her over similarly costed Snipers that bring either debuffs or buffs.
Furthermore, Tally is very squishy and dies from most AoE attacks - which is a big issue as her animations bring her into the frontline often. Overall, while her kit on paper looked like tailored to counter Tyrant Gigas due to her being squishy and bringing not utility, she is rarely used there.
