The characters are sorted by released date in the KR region. Currently SEA is following the KR release region schedule, so this ordering makes the most sense. Also, Guilty Gear collab has basically zero chance of appearing in other regions due to contractual issues, so the characters were removed from the list.

Lelouch is the free character that everyone in the KR and JPN regions could obtain for free during the Code Geass collab. And honestly, he is an enigma. For a 3 cost supporter, he is actually equipped to do a lot of things though he tend to do it worst than dedicated characters, for example his skill haste buff, barriers, and executes.
His leader skill actually provides a rare Skill/Ult Damage AMP, but it is rarely worth leading him in PVP, and currently raid contents do not allow for a leader passive.
In PVP, he can be used to win the Skill Haste game by providing allies with Skill haste buff while also sealing the skills of all enemies when deployed. On top of that he can also provide allies with barriers.

Review
Kallen Kōzuki is an Awakened Striker obtainable during the Code Geass collab. She is focused on dealing a lot damage and applying debuffs related to it while also having decent survivability.
For 5 deployment resource, Her debuffs can be really useful in harder PVE contents like Dimension Trimming thanks to the HP Burn, Damage AMP, and Healing reduction. She also deals a lot of damage herself with the Special skill buff granting her barrier, 30% ATK, ASPD buffs, while also having an okay survivability.
In PVP, she can be used as a Tank/DPS thanks to the Perfect Eva and lots of barrier. Although she heavily suffers from all the Mech hate.

C.C. is another character that came with the Code Geass collab and from the whole bunch, she's the most underwhelming one.
For 4 cost, her stats are nothing special and she doesn't seem to have any effect at all in any of her skills.

- Low base stats.
Review
Agnes is a great sniper who does good damage, has self ASPD and CDMG buffs, and can permanently decrease enemy DEF by 20%. She can be used to great effect in PVE as both a debuffer and a dps. She's also a Fury type unit, which means her skills do not have a cooldown and instead are available after a specific amount of basic attacks.
Still, while Agnes is great in PVE, in PVP she struggles as it takes some time to ramp up her damage with all the ASPD passives she has.

- Good damage with tons of self buffs
- decreases DEF of enemies permanently with her Basic Attack in PVE.

Rearmed Chulsoo has a pretty interesting kit with the Rage mechanic, but his issue is that due to him being SR rarity he lacks MDL and valid hit absorption. This means that in PVP while he can survive, units near him might take full damage from AoE attacks. His 50% Debuff RES can be pretty useful against healing block/reflux since he can reduce both the duration and the block/reflux amount, while also reducing HP burn debuffs, and his ultimate knockback during rage mode can push all the enemies back to their ship.

- tanky, thanks to his high stats and DMG RDC,
- pretty decent damage for a Defender.
- Strong knockback with Sure Fire on Ultimate.
- Debuff RES allows him to deal with healing block/reflux

Review
Mirine is a Striker who uses multiple elements and can transform her weapon on the fly. With each transformation, she will inflict a different status on the enemy (or herself), making her a pretty versatile character. Still, Mirine's biggest issue is that it takes her a lot of time to 'power up' her element to release it, and when she does it, the effect lasts for a very short time - the range of the skill is also very short.
Honestly, she has a very interesting kit, but she's in a dire need of a number buff or some tweaks to make her viable.

Awakened Chifuyu at her initial release was pretty buggy, which caused her to skip phases, and due to the unfortunate meta-release timing, the devs determined that she was weak and in need of a buff.
Now in PVP, Awakened Chifuyu's damage output is stupidly high and she can directly attack the backline with her Special and Ultimate. If she lives long enough to use her skills she will deal with the enemy backline by herself - and keeping her alive till then is actually easy to do as on top of all the damage, she's also very hard to kill due to the Immortality when she reaches 1 HP. It's honestly really hard to counter her as she gains immunity to skill seal when her HP falls low enough, so the usual counters to high-damage skill characters won't work on her - your only option is to redirect it with frontlines so she Ults away from your team.
Overall, she works very well in a forward deploy rush team with her ability to solo frontline and destroy backlines before she goes down.
As for PVE, she doesn't offer much outside of her Ultimate for 6 cost, although can be used as a pure dps with backline access.

Chinatsu's rearm took her base kit and added a whole new mechanic, which allows her to heal so much that she became the best healer in the game. Although, she needs to score a kill or use her Ultimate to reach that.
Her healing output is so strong that it's comparable to using 2 healers, since her moonlight flowers can stack healing up 10% HP per sec with 4 bloomed flowers. On top of that, she can buff the DEF and ATK of all allies and also give them DMG RDC, making them even stronger. But wait, that's not all! When you use her as your Leader, she will also shred the DEF of enemies near the flowers she creates.
She performs very well both in PVE and PVP, making her pretty universal in any content and the first healer you usually add to your team.

Awakened Rosaria is a 6-cost Sniper who can deal a lot of damage, though mostly single-target, while also occasionally nullifying enemies' buffs. She can be used in PVE, especially in Raids and Coop battle where her absurd single-target damage justifies her cost.
Her air priority is especially scary in PVP since she can outrange most air units, allowing her to snipe units like A.LSY or Evelyn. She also has a broken survivability passive that will prevent any assassins from one-shotting her since she becomes invincible until her animation has finished.

Review
Awakened Ray is a defender focused on countering attacks to keep his team alive. Currently, all of his counterattacks are buggy and do not prevent attacks correctly - he seems to block the attack for 1 backline unit only, while others will still take damage. As a 6-cost frontliner his stats and defensive capabilities are rather weak - to make things worse he cannot solo tank as his kit only blocks 1 attack. His inability to detect units behind may also cause more harm than good. In the case of unlucky knockbacks/pulls, he will just walk past the enemy frontlines - except he cannot do anything in the backline.
Lastly, the ultimate is currently a joke. He is barely able to advance anywhere due to the slow movement speed and the low knockback distance.

Hero Blossom Kaci release changed the hierarchy of Defenders, both in PVE and PVP.
When it comes to PVE, she is the best Defender you can use in any mode - including Dive 50 and Relics. Her low cost combined with her ability to not only stack buffs but also heal herself makes her super hard to kill. On top of that, she has a form of cheat death. Whenever she falls below 30% HP, she gains damage immunity for 2 seconds, which is often enough to recover - as she will both heal herself with enhanced attack and also give some time for her allies to save her.
She also has some additional utility in the form of Stealth Detection and buff removal which is useful in some PVE content. Now instead of bringing someone just for that, Kaci will handle it alone.
Honestly, she's simply too good in PVE.
As for PVP, you may think that a PVE character won't really shine in PVP, but Kaci is actually a beast there. She stormed the Global PVP Arena and those who didn't have enough materials saved to rearm her, suffered greatly as she is so flexible. You can use her as Leader in any meta comp AND she will actually improve it (yes, this is true even for Mechs and Soldiers). Just keep in mind that in the Korean region, she's not as good as in Global - they have more characters available there that make Rearm Kaci not as oppressive as she is in Global, but still a really good character.
