Review
Liberalio is an excellent B3. Not the best, but she holds up very well in the current meta. As a Wind DPS, she obviously excels against Wind-weak enemies, but she shines best at Bossing. This is because she can constantly utilize her massive ATK DMG and buffs SBS. She is even better if the boss has a core. At mobbing, Liberalio is controversial because she doesn't have continuous AoE. However, she withholds one of the strongest nukes in the game. Her Burst is a delayed wipe, which means it benefits from Full Burst multiplier and all "Upon entering Full Burst" buffs. This makes it devastating, especially if you can shoot the Stage Target (boss of a mob stage or any bosses) first for that juicy 231% ATK DMG.
Liberalio is also a support and benefits one of the best DPS in the game, who is coincidentally also Wind. Her name is Scarlet: Black Shadow. SBS relies a lot on Charge Speed to deal as much damage as possible during Burst, and the only units that have been used constantly for this are Alice & Mana. Now, Liberalio is her new partner. And her buff is even stronger than the old sidekicks'. Not only that, Liberalio can also partner with Alice (to enable her without Charge Speed OL), but they have no competitive usage together unless in edge cases or if you don't have better combinations.
While Liberalio is not a game-changer in her entirety, she holds a lot of promise. She only shakes the meta slightly, but does throw some units off the board. The usage of Alice, for one, will drop drastically. She will be relevant for Fire-weak and likely Campaign only, since Liberalio + SBS is just a better neutral bosser than SBS + Alice. In PvP, her nuke is stronger than many others. Her feed is low, and her burst gen is pretty good, comparable to Emilia! She raises the standards for everything, and we reckon that's pretty good.
Liberalio is a good mobber, especially thanks to her gigantic nuke. She will be relevant for Wind-weak Campaign/Tower/Pilgrim Tower and potentially off-element. However, her operation is slightly complicated. She is reliant on obtaining her 231% ATK DMG through Full-Charging the stage target first before nuking and also Crit buffs like MastM’s (and thence critfishing for guaranteed oneshots). She is definitely not for the casual (requires some intensive manual and retries at >40% Deficits), but Low Deficit players can use her just fine, especially with SBS. Guess what? Both Liberalio and SBS exist in Pilgrim Tower!
Liberalio is also good at Bossing, although you should also see her as an SBS-enabler rather than a solo DPS. Her damage is not the most impressive when compared to the top performers. She lags behind Raven, Rapi: Red Hood, and Mihara: BC in most cases, but she competes with a buffed SBS pretty well. That said, if the boss is Wind-weak, Elemental will make her better than the other options. Now, that's still discounting her buffing SBS—inarguably the best part of her kit. We know that SBS was the king of Neutral and is still the king of Wind-weak. Liberalio will only highlight those strengths even more, since now the liability known as “Alice” is overthrown. It makes them OP for Wind-weak and may make them relevant for Neutral.
In PvP, Liberalio is fine. She may not shift the meta because she is just a nuker. In fact, it has a major problem—a long 1.1s delay, which makes it blockable even though her team is faster. Her nuke will also lose damage if she gets killed before it hits. Even so, unlike other nukers, her nuke is actually quite strong solo, and she doesn't feed. She also has amazing burst gen, comparable to Emilia. We shall see how she develops in Arena because she has a lot of strengths and weaknesses. It's too early to decide for now.
On the Surface, Liberalio is a great character. She holds one of the highest Damage Taken from the Combat class, sitting at 40%. You can slot her in any of your squads to apply the best Damage Taken that buffs all your squads attacking the debuffed target. Just remember that only one Damage Taken from the same class can exist on an enemy at a time.
Like other Pilgrims, the default answer is YES because getting them outside rate-up will be a nightmare. And, on the plus side, Liberalio is really good and useful for every game mode! So there is no reason not to pull. If you have SBS, you can now enable her without Alice (who might be uninvested if you are new). If you don't have SBS but have uninvested Alice, good, now you can have 100% CS Alice before you unlock OL (and if you pair them with Crown + another Reload Speed buffer, that’s like peak Alice already). Hence, Liberalio is helpful to both late-game players and beginners.
Yes. In fact, the recommended way of acquisition is through mileage because of her low 1% appearance rate. Only after you run out of mileage should you use gems.
As for dupes, as always, dupes are not necessary to make a character work in NIKKE. They boost stat and CP, which can help in various content and stages, especially if you are super competitive. However, for most players, you don't need dupes. In fact, even if you are competitive, I don't think Liberalio dupes are that important, unless or until you decide to go for the top level in Wind Solo Raids. After all, she will be relevant in Wind-weak SR, UR, and Bossing. And don’t forget, her MLB lobby screen is so damn pretty!
At the start of Full Bursts, Liberalio briefly enhances herself, gaining +160% ATK for 3 seconds. This:
Affects her nuke damage, which is delayed (additional DMG instead of regular DMG).
Makes her nuke a bit resistant to CP deficit and the resulting stat penalty.
Affects the first 1~3 Full Charge shots after Full Burst begins, but this is minimal.
Helps (does not guarantee) prevent Liberalio from obtaining her own Charge Speed buff, which will otherwise be rendered useless by her own immunity.
Dilutes other ATK▲ buffs temporarily, such as the one from Liter's. They can work together, but the effectiveness will be reduced—an opportunity cost in multi-team content. Ask yourself: can Liter be used in other teams?
Liberalio also grants the B3 with the lowest final ATK a Charge Speed buff (Charge Time reduction) equal to 12.74% of the caster's Charge Time (~0.191s). This:
Significantly boosts Scarlet: Black Shadow's damage. Liberalio is her new best pair.
Allows 1+/x/10 Alice to reach 100% Charge Speed without OL.
Slightly uplifts the damage of other units that rely on continuous Full Charge(s).
Does not work on Red Hood because she is not considered a B3.
Can be stolen by Rapi: Red Hood, even in B1, because she is considered a B3.
Crown and Ada Wong are two notable units that can mess with this targeting.
Cinderella, a highly stacked 2B, and bursting Doropity, XMaiden, and BMilk can avoid this buff due to their inherently high ATK buff, but they don’t get used with Liberalio.

[Ensure that the unit you want the Charge Speed to be given to has the lowest final ATK. Team composition is the main determinant here, especially Supporters and B3 choices. Then, OLs/Dupes will play.]
Liberalio additionally gains ~20% ATK DMG for 60s upon hitting a core. This is:
Not that significant against bosses with core because she gets +231% ATK DMG from S2 anyway, but it still boosts her damage.
Does not work against the most recent bosses because they don't have a core.
However, since the duration lasts 60s, as long as a boss has a core that spawns every 60s, she can make use of this buff (she must hit it, though, before it's gone; manual may be required).
Works against Queen 001, the Wind-weak Ch. 41 Boss, which will be featured in the next Solo Raid.
Very useful for mobbing because she can't enjoy the +231% ATK DMG, except for her nuke (if you can hit the Stage Target first).
Whenever Liberalio performs a Full Charge, the targeted enemy will take 40% of the final ATK as damage 5 times.
These 5 attacks come in the span of ~0.5s seconds after the Full Charge.
Each extra attack generates burst gen equal to a non-charged shot (2.8%; 16.8% total for PvP).
Makes Liberalio's damage and burst gen not reliant on quickscoping like other SRs/RLs.
Liberalio switches between 2 modes depending on whether her last Full Charge attack hits a stage target or a mob:
Raging Current: Liberalio permanently gains +231% ATK DMG.
Activates when her last Full Charge hits the boss of a mob stage or any boss.
It should be her primary mode; always try to be in this mode whenever possible.
Buffs nuke (important for mobbing).
Charge Speed OL is useful in this mode.
Gentle Current: Liberalio's Charge Speed is fixed to 1s.
Activates when her last Full Charge hits a mob.
She can spam more shots in quick succession, good for taking down smaller mobs and providing burst gen support.
However, the absent ATK DMG comes at a huge damage cost.
Charge Speed OL is useless in this mode.
[💡Tip]
Liberalio maintains her last mode if she never Full Charge(s) or performs a Full Charge on anything but a mob or a stage target. This means, in a boss fight or after the boss spawns in a mob stage, you can Full Charge the boss once and avoid landing a Full Charge on a mob to avoid switching to the "weaker" mode.
Liberalio's S2 also stipulates that she cannot receive Charge Speed buff/debuff by any means, but Charge Speed from these sources is not affected:

This means Liberalio cannot benefit from S1’s buff, should it target her, but she can profit from Charge Speed OL lines. In fact, in PvE, Charge Speed is her best FLEX line after ELE & ATK (& 1 Max Ammo) since Charge Speed just boosts her fire rate. However, Crit DMG is also not a bad option, especially for mobbing and Raids, since she is reliant on critfishing (with MastM, not MirandaTr) to deal as much damage as possible via Burst. In PvP, Charge Speed is always the best FLEX line because it helps line up with her unorthodox 1.5s burst gen timings with regular 1.3s SR/RLs.
[💡Tip]
Liberalio’s weapon operates like Red Hood’s Burst, where shots are automatically released upon reaching Full Charge. This means she does not suffer from cover animation in both PvE and PvP.
Liberalio enhances herself, gaining 50%▲ ATK DMG for 10s. After that, she launches a screen-wide nuke, dealing 925% of final ATK as additional damage. Additional damage means it is delayed and benefits from Full Burst multiplier (+0.5x) and other Full Burst buffs, including her S1 (and S2).
There is a ~1.1s delay before her nuke hits. You must maintain buff during this period to avoid losing damage (e.g. don’t lose Raging Current during mobbing).
Base Liberalio deals 925% × 1.5 × 2.6 × 4.018 damage = 14496% ATK damage to all enemies, if she is in Raging Current. This is slightly stronger than SW’s base nuke damage. However, Liberalio’s damage comes from overloading buffs, whereas SW’s comes from a high multiplier. This makes Liberalio’s Burst scale poorly on external buffs. However, Damage Taken and Crit are still extremely effective for it.
If Liberalio dies before the nuke lands in PvP, her nuke will hit, but with Liberalio’s base ATK only (zero buffs are taken into account).
In Raging Current, you can one-shot a lot of mob bosses (stage targets) off element, except the tanky ones like Jellyfish. Can one-shot all of them on element (at reasonable Deficits and with critfishing).
MirandaTr can guarantee Burst critting, which can be useful if used strategically for mobbing scenarios, if you just care about nuking. Her 86.22% Critical DMG is extremely valuable.
Liberalio is good for two things in Campaign: nuking & buffing SBS. Let’s discuss them individually:
Nuking: Liberalio has one of the strongest nukes in the game, as we covered above. Because of that, she allows for quick mob clearing but also boss one-shotting (like SW & Maxwell). There is one advantage that she has over those two—Liberalio is better at pre-Boss wave clearing. With a well-timed early nuke, even though it’s weak, and with aid from your other B3, you can safely reach the stalling point to prepare for her atomic bomb. Start the boss wave with MastM’s Burst at 3 stacks and Crown’s S2 almost fully stacked, then Full-Charge the boss to gain +231% ATK DMG. Without full-charging anything but the boss, trigger her Burst, and see everyone perish. This should work for all bosses on Element at reasonable Deficits if you crit and have good ELE investments. It should also work off elements at lower Deficits, but some bosses are just too tanky like Jellyfish. No MastM? Feel free to use anything else that buffs her damage. You might need to critfish a little harder, though. Note that this does not work on Defense Stages! She can be used on Defense Stages, but there is no +231% ATK DMG.
Buffing: Liberalio can buff one of the best DPS in Campaign—Scarlet: Black Shadow. Together, they can pew-pew and kill everyone. Works best against Wind-weak. Besides that, Liberalio can also buff another notable unit. Now, this is the fun part. For veterans, this is completely useless. For new players, though, it's a saving grace. Remember how Alice needs a rigorous OL configuration to work? Now, you can use her without OL! At least… for the Charge Speed part. What about Ammo? Crown or other Reload Speed buffers can handle that—not Privaty, though, because she will steal Liberalio’s Charge Speed buff.
Due to her stage type limitations and also team building restrictions, if you use her for enabling SBS or Alice (using most B3 will make them steal the Charge Speed buff), as well as the occasional requirement of critfishing, we cannot rank her above SS in High Deficit. However, if you know what you’re doing, she can carry out certain tasks better than SSS units.
❗ ❗ With her review, we have also lowered BMilk’s rating to S in High Deficit. Her unwieldy gameplay makes using her obnoxious that it impacts her performance. Naga has been lowered to SS in Low Deficit too as more and more Nikkes that rely on Skill Damage become meta. Naga only benefits Basic Attack Nikke.
As we have mentioned previously, Liberalio’s power level stands just below the top DPS. She deals SBS-level damage against solo targets, but the key factor that pushes her to be better than most units is the fact that she also gives the caster’s Charge Speed buff, which directly affects SBS. This practically makes her better than Alice, especially since she matches SBS’s element (and her damage is higher, more consistent, and more reliable). She does not need pierce parts or core to deal damage. Liberalio’s nuke can also help against Bosses with additional small Raptures. Watch out where the Charge Speed goes to, though, by opening the pause screen!
As far as usage is concerned, both SBS & Liberalio are a great neutral FLEX duo for new and old players in all Raids (and in any element). They will be a much safer choice to build for new players, especially since they utilize generic supports (unlike the SG team), and are also usable across all game modes. In Wind-weak bossing content, they will now be considered the best team to use. This also means that Liberalio has cemented her spot in Wind-weak SRs for a long time to come. She can be considered as the 3rd actual DPS since release for Wind-Weak bossing, after SBS and Asuka: WILLE.
If players do not have SBS to pair her with, do not forget that her Charge Speed buff is not for the swordswoman only. Liberalio’s Charge Speed buff can completely cover for Alice’s Charge Speed OL requirement. She can assist an un-OLed 1+/x/10 Alice, provided that you have a 10/x/x Liberalio. This makes building Alice for the early game much easier! Since you can get Alice for free early on through challenges, this can help new players a lot.
Overall, to us, Liberalio seems like a solid addition to our bossing options, since she fills multiple roles (DPS + Buffer + Mob Clearer). Her buffing one of the best DPS in the game is a huge plus, and so is a new option for faster daily Kraken clearing!
❗ ❗To reflect her strength better, we have lowered Alice’s rating to S because Liberalio is now the new SBS’s partner. Alice will likely only be used by endgame players against Fire-weak.
Liberalio has three strengths & three weaknesses:
Strength 1: Her nuke is powerful. She can obliterate the entire battlefield without buffs (even more with buffs). This makes her independent and allows her to fit in many teams that require in-place units.
Strength 2: Liberalio has amazing burst gen (and does not feed) despite her weird 1.5s burst gen timings (can be calibrated via Charge Speed). For every Full Charge landed, she generates 2.8% energy immediately + 14% after 0.5s. It also scales with Charge Speed.
Strength 3: Liberalio has good auto-attack damage even when she is not Bursting, pressuring P1/P5.
Weakness 1: Liberalio’s nuke is delayed for ~1.1s, which means it is easily blocked by Noah (or Blanc) even if her team is faster.
Weakness 2: Liberalio’s nuke will lose buffs if she dies before it lands, making it tickle. Hence, survival till it lands is mandatory, and most of the time, you will be forced to pair her with Noah, Blanc, or other “sustainers”.
Weakness 3: Liberalio is Wind, so she takes extra damage from Fire enemies. This makes her easily killable by TVesti if she is positioned in P1, P2, or P3. If you are using her on Defense or CA, you will, nolens volens, place her in P4 for safety. She is also counterable by Sakura’s Burst.
Liberalio wants 2 lines foremost: ELE & ATK. Unlike with other units, ATK is particularly quite important for Liberalio because her only ATK buff is within the first 3s of every Full Burst. While this is where most of her damage lies (nuke), having a widespread ATK buff is essential for maximizing damage. She also wants 1 Max Ammo for smoother transitions between Full Bursts and burst gen. For the last 3 slots (if you want; skippable), you can aim for either Charge Speed (better PvE consistency & PvP potency) or Critical Damage (mobbing potential + Raid critfishing tactic). We recommend Charge Speed for most players.

Liberalio is a DPS unit that can clear mobs as well as deal single-target damage. She can also buff units thanks to the Charge Speed buff that affects another B3 ally. Each skill is for a specific purpose, but all of them improve her damage dealt for bossing.
Skill 1 - Buffs Galore, Even for Allies! [10]
The most important out of the three if it concerns enabling SBS or un-OLed Alice, but all skills are equally important.
To add to the point above, if S1 is not maxed, Liberalio might steal her own Charge Speed buff.
Brief gigantic ATK buff to buff her nuke’s damage.
Permanent ATK DMG buff to boost her overall DPS (if the enemy has core).
Increments additional damage value for each Full Charge. Improves auto-attack damage.
Skill 2 - The Biggest Attack Damage Buff In-Game! [10]
Insanely high permanent Attack Damage buff after hitting the stage target (boss of a mobbing stage or any boss).
This is the only thing that upgrades when upgrading this skill. Due to its high value and scaling (it practically doubles from Lv. 1), we recommend maxing out this skill ASAP.
Useless in PvP. Upgrade for CP padding only.
Burst Skill - Jellyfish Bomb [10]
Decent ATK DMG every time she bursts, but its value is diminished against bosses.
Increases the damage percentage of her delayed nuke, which is a huge part of her total damage. This makes her Burst imperative to max out. Make sure to upgrade the Full Burst buffs from other units as well.
Most of Liberalio’s damage is skill damage. Use your highest-level cube for ELE buff if applicable. Otherwise, Resilience is preferred for better synergy with Crown + MastM, Nayuta + MastM, MastM + AnchorM, which don’t give “perfect reload speed” yet. Adjutant could be better if Reload Speed is maxed, ELE is not required, and the level is high enough compared to your Resilience/Bastion, but it’s not recommended to level & use for PvE.
In PvP, use Tempering mainly or Vigor for increased survivability pre-Burst and post-Burst. If survivability is not a concern, use your highest-level cube.

Liberalio has a huge amount of ATK at the start of Full Burst, which affects her nuke damage. She is also an important Wind-weak Raid unit (and you might also use her in Campaign/Pilgrim Tower, especially with SBS). Both SBS & Liberalio (or un-OLed 1+/x/10 Alice + 10/x/x Liberalio if no SBS) are good neutral FLEX duos for new players in all Raids (and in any element). CP padding is welcome.

High-value self buffs that diminish her scalability with buffs other than Damage Taken and Crit.
The great burst gen earlier can’t utilize terrain because it requires a valid target.
Mobbing nuke damage starts low (still strong compared to other nukes) because she needs to Full Charge the stage target before getting +231% ATK DMG. This also makes it weaker for Defense Stages.
PvP nuke is problematic due to its long delay and non-shapshot buffs (if she is killed, her nuke will deal significantly less damage).
Optimal gameplay in Campaign or Raids may require critfishing (i.e. retrying the run over and over until all her Bursts crit). The only meta B2 that can partially alleviate this agony is MastM due to her Crit Rate buff. MirandaTr can be used, but they are unlikely to go together.
ShiftUp needs to hire a scientist who can guide them about Elements and their themes because Jellyfish and Mermaids should probably be Water instead of Wind.

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.

Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.

Otherwise, Resilience is preferred for better synergy with Crown + MastM, Nayuta + MastM, MastM + AnchorM, which don’t give “perfect reload speed” yet. Adjutant could be better if Reload Speed is maxed, ELE is not required, and the level is high enough compared to your Resilience/Bastion, but it’s not recommended to level & use for PvE.
In PvP, use Tempering mainly or Vigor for increased survivability pre-Burst and post-Burst. If survivability is not a concern, use your highest-level cube.
Teams
Sword, Jellyfish, Octopus
Mode: Anomaly - Kraken || Element: Wind
Liberalio takes over the spot of Asuka: WILLE. The new and fastest team to clear Kraken (or stage 7 Kraken) (and at least till 3rd Anniversary) involves the Jellyfish buffing SBS and both of them dealing devestating damage to Kraken!
Nayuta can be replaced by Crown. MastM can be replaced by Crown (recommended) or Helm Treasure (less recommended).
Windy Raid ft. 4 DPS
Mode: Union / Solo Raids || Element: Wind
For Bossing, especially Solo and Union Raids, it is ideal to pair Scarlet: Black Shadow with Maid Mast. However, in this team, we also have 3 other DPS units that ShiftUp released just for dealing damage to Wind-weak enemies. Siren, Nayuta, and Liberalio all pair up with SBS smoothly and can end up dealing insane damage so much so that it becomes worth it to move Crown to another team! Saving Crown for another team = stonks!

It's Quite Windy Today
Mode: Union / Solo Raids || Element: Wind
For Solo Raids, it is looking very plausible that the Maid Duo will babysit the Liberalio + SBS. This is because SBS simply enjoys their Distributed Damage buffs a lot, and Liberalio would enjoy their ATK, Crit, and Reload Speed buffs. Volume is used for Crit synergy and for freeing other B1, but other B1 (except Rapi: Red Hood) also work. Overall, it is a very strong contender for Wind-weak Solo Raids (and Neutral).

Campaign Hurricane

These 2 DPS units, SBS and Liberalio, together provide solid performance on not just bossing, but also Campaign. Liberalio's nuke clears small mobs and paves the path for SBS to deal devestating damage to the remaining mobs. The more Liberalio kills, the more easily SBS can take down the remaining enemies. Together, they create a formidable team on any element, but will mostly be best for Wind-weak. This team may require critfishing on Liberalio's nuke to oneshot bosses (using MastM's 3-stack Burst in tandem with it is most advisable).

2 RL Cinderella Nuke without Helm Treasure. Holy cow (or jellyfish)! Except you will need 4 Quantum Cube Lv. 7 on Rumani, Liberalio, Noah, and Centi.
Changing Centi into Anis will allow you to skip putting Cube on Anis, reducing the requirement from 4 to 3 Quantum.
Wind Blows Fire Burns

Is That... Is That Uninvested Alice?
Mode: Bossing || Element: All
Guess what... Now, you can use Alice without too many investments thanks to Liberalio. Usually, Alice needs 10/x/10 and 2 Charge Speed OL to be usable, but Liberalio cuts this cost down to just... Burst Lv. 10 (if Liberalio's S1 is 10). This is a boon to new players. That said, we don't really recommend this team for late-game content, especially since SBS exists and invested Alice is still a recommendation.
Crown/MastM can be replaced by Anchor: Innocent Maid. Other Reload Speed buffers also work, but do not use another B3 that might steal Liberalio's Charge Speed, including RRH B1.
