Shi Section Don is a high-risk, mid-reward Identity. In theory, she should get stronger when she's on lower HP, but the issue is that even if you somehow manage to keep her there, she still will perform in an underwhelming way. That's because, on top of her requiring to be below 50% HP, she needs 10+ speed for her Skill 3, Overbreath, to get its effect.
Unlike base Don, this ID can stack and reach 10 Haste on herself which in turn empowers her Skill 3 but sadly the damage numbers on her skills are pretty low, so even if you fulfill the criteria, her damage will be average at best.
Overall, She Section Don is held back by the stay-on-low-hp requirement and speed requirement. With Sanity changes, she can clash really great but the damage won’t be that good.
