Review

Tingtang Hong Lu is an ID that wants to roll heads and only heads. All of his skills consist of doing really good bonus damage if they hit heads and a really big cutdown on enemies that are at low health. His Uptie 4 only makes him scale with bleed on target, which might turn him into a pretty insane DPS on a bleed team if it becomes a good choice to run.
