Julia is a Burst III attacker who wields an assault rifle and is built around increasing her Critical Rate and Critical Damage to maximize her damage.
With Skill 1 giving a decent amount of Critical Rate and her Skill 2 increasing her Critical damage with each stack, Julia can deal good amounts of damage. Which can be further increased when she uses her Burst skill when at max stack count. Still, to unlock her full potential, you need to pair her with Privaty as you really need to stack the Last Bullet part of her skill.
The issue with Julia is that critical damage-based characters are inferior to the ATK-based ones with the way the damage formula works in the game. All the Crit buffs she gains don't really improve her damage by much, compared to someone like Harran, Epinel, or Rupee who can stack ATK on themselves and massively increase their damage output.

Critical Damage buffs are inferior to ATK buffs
Crescendo must be stacked to do full Burst Damage
