All Character information about Skills, Passives, Dupes etc. has been translated from Chinese to English by us. We will update them with Official Translation as soon as it's available.
All Skill Values are shown at Level 10 for Characters as the majority of the players will be using their characters with said levels. Said values do not include additional bonuses from outside sources such as Mental Images. Also, characters do not have 1 More, Basic Attack and Gun skills listed as the latter two are barely used, and 1 More is a generic follow-up primarily used to down enemies weak to certain elements.

After an ally uses a skill, Futaba gains 5% to her Analysis Progress. Also when an ally deals weakness damage with a skill, Resonance or Highlight, Futaba gains 20% more to her Analysis Progress. When Data Storm is active, increase the party's damage by 10%/15%/20% based on Futaba's level (effect increases at Lv. 1/50/70, respectively); if dealing weakness damage, double this damage increase.

When Futaba uses Data Link Established!, target all allies, and also inflict Virus on all foes corresponding to an ally's attribute (Viruses of the same attribute do not stack). Increase the duration of Data Storm to 3 turns, and increase allies' weakness damage by 10%, and damage dealt by 25%.
Review
Oracle is an Elucidator that can downgrade Resistances.
After using her Skill 3, for 1 turn, Null, Repel, and Drain become Resist; Resist becomes Normal; Normal becomes Weak. Weak attributes take 25% more Weakness damage.
On paper, this would allow you to run any DPS into any fight as Oracle can turn Resist into Normal, but this has some major issues. One, Oracle needs to get to 100 Analysis Progress first and use her Skill 1/Skill 2 to unlock her Skill 3. If the party can’t deal Weakness damage, they can’t get the bonus 20 Analysis Progress when dealing Weakness damage. They would only get 5 Analysis Progress after dealing damage with a Skill/Follow Up/HIGHLIGHT (5 Analysis Progress x 12 Actions is only 60 Analysis Progress). Two, Oracle Skill 1 debuffs will be worse, as that would double when the foe takes Weakness damage.
In reality, you mainly bring Oracle when you can already cover the foe’s Weakness, and use her to improve the Weakness damage multiplier (from 1.2x to 1.45x).
Oracle has strong AoE Defense Down debuffs, allowing you to start fully decreasing foes’ Defense in fights. She can also bring some survivability. Her being an Elucidator means you can run her in any team.
Oracle being debuff-focused makes her worse in fights with new waves and summons, and her hardlocked skill rotation that demands the DPS to work with it in mind is restrictive.
Overall, Oracle is a great Elucidator that plays with one of the game's core mechanics.
Joker: Joker being able to act twice in one turn means he can deal more hits of damage when Oracle Skill 3 is active.
Berry (CN): Between Berry’s Damage Over Time not accounting for pierce rate and her Damage Over Time having a debuff snapshot mechanic, Oracle’s ability to inflict Defense down can greatly increase Berry’s Damage Over Time damage, as well as allow Berry to essentially take advantage of Oracle Skill 3 for multiple turns.
Awareness 1: This gives the party 12% Crit Rate, almost all DPS can't get to 100% Crit Rate without this. Very nice Quality of Life Awareness, as you will use Oracle in many teams.
Awareness 2: Oracle can now prevent 1 ally from KO once per battle. This allows you to play more recklessly with more buffs and less sustain, and is irreplaceable in very hard fights as the only KO prevention that keeps your buffs, a good quality of life effect to have, but expensive.
Awareness 6: Oracle Skill 3 is now AoE, as she will increase the party's Weakness damage if any character's attribute is what the foe is weak to. You can easily get this effect by putting Wonder first and bringing a Persona that has the same affinity as the foe’s Weakness, making her a super cheese unit for changing resistances.
Weapon: This weapon helps with capping her debuffs and has rare Crit Damage Taken effect. Very nice weapon to have, given how common she’s used.
Can downgrade foes’ Resistances.
Brings rare AoE Defense Down debuff.
High Awareness growth, as many of them provide good effects.
Can provide decent sustain.
Takes time to use her strongest skill.
Demands the DPS to warp their skill rotation for her, even if they are not the most compatible.
Does not like fights with new waves or summons, as those foes will not have her debuffs.
Skill will decrease in potency when allies cannot deal Weakness damage.

Prudence: At the start of battle, if the user is the 3rd/4th ally in the turn order, increase Attack by 24%/30%.
Virtue: During battle, when user's HP reaches 6000/9000/12000, increase damage by 10%/20%/30%.
Labor: When equipped by an Elucidator Phantom Thief: After using a skill to inflict a debuff on a foe, decrease target's Defense by 10% for 2 turns.

2 set effect: Increase max HP by 12%.
4 set effect: When equipped by an Elucidator Phantom Thief: During battle, increase party's max HP, Attack, and Defense by 8%.

Ruin: After using a Theurgy, increase party's damage by 10% for 3 turns.
Pleasure: During battle, increase damage by 80% of user's healing effect (max 30% increase).
Labor: When equipped by an Elucidator Phantom Thief: At the start of battle, for each ally with a matching main attribute, increase party's max HP, Attack, and Defense by 2% more.

2 set effect: Increase max HP by 12%.
4 set effect: When equipped by an Elucidator Phantom Thief: During battle, increase party's max HP, Attack, and Defense by 8%.
