All Skill Values are shown at Level 10 for Characters as the majority of the players will be using their characters with said levels. Said values do not include additional bonuses from outside sources such as Mental Images. Also, characters do not have 1 More, Basic Attack and Gun skills listed as the latter two are barely used, and 1 More is a generic follow-up primarily used to down enemies weak to certain elements.

Noir is a Psychokinesis Sweeper that takes time to build up her powerful Ranged Attack.
She works very well in fights where you are dealing with multiple strong bosses, as speed is not king there, but damage is.
Since Noir plays a 3-turn cycle, she works very well with Oracle as you can easily line up her burst turns with Oracle Skill 3.
Noir is one of the trickiest characters to build, as she wants to hit at least 150 Ailment Accuracy in battle. Without her weapon, this would take a bit more work.
Overall, Noir is great for multiple tanky bosses takedown.
Seaside Moko: As Noir gains more stats from having higher Ailment Accuracy, Seaside Moko, being the strongest Ailment Accuracy buffer, can greatly increase Noir’s stats. Both of them, being Psychokinesis characters, can also help with Attribute Harmony and Highlight Energy gain.
Ange (CN only): Noir works very well with Ange as she can rewind Noir's spent stacks from her Ranged Attack, removing Noir's weakness of slow stacks built up.
Important Awareness / Weapon Values
Awareness 1: This makes Noir very strong in fights with respawning or many new foes, as she will automatically use her Skill 1 every turn, allowing you to use her Ranged Attack every 2 turns in those fights.
Awareness 6: Severely increases Ranged Attack damage and gives it bonus buffs and debuffs.
Weapon: This gives Ailment Accuracy as the main stat, which can help with reaching her Ailment Accuracy threshold.
Deals heavy damage and rewards slower setup teams.
Takes 3 turns to deal most of her damage.

Instead of bringing Seaside Moko, Leon can also fulfill the role of stats buffing. At the end of the day, the Ailment Accuracy conversion for Noir is just Ailment Accuracy into Attack and Critical Damage, both of which Leon can provide plenty of.
