All Skill Values are shown at Level 10 for Characters as the majority of the players will be using their characters with said levels. Said values do not include additional bonuses from outside sources such as Mental Images. Also, characters do not have 1 More, Basic Attack and Gun skills listed as the latter two are barely used, and 1 More is a generic follow-up primarily used to down enemies weak to certain elements.

Review
Cattle is a Fire Healer that gives his allies Attack buffs in the form of Starfire. He is the first healer you will get in this game and is a decent one at that.
Being a Fire character, he can fit well to Panther teams for Attack Buff, Healing, and if you have his Awareness up, he can also increase Fire damage. His weakness is that his only form of sustain is just HP healing, meaning your characters are susceptible to one-shot.
Panther: Her Awareness 0 Passive needs instances of Fire damage being dealt to enemies which Cattle can provide by either using Skill 1 and inflicting Burn to enemies. If his Awareness is leveled, he can also boost her Fire damage.
Awareness 1: Apart from inflicting Burn to enemies at the start of battle, it can also increase Elemental Ailment accuracy of allies with Starfire, making inflicting Burn more consistent.
Awareness 6: Cattle’s Attack buff now lasts for 3 turns and it provides increased Fire damage at the 3rd turn.
Weapon: Both his 4 and 5 star weapons do similar effects, with the 5 star providing more Attack to allies. However, this is not much of a reason to go for his 5 star weapon, as his 4 star weapon is good enough for the healing effect.

Power: At the start of battle, increase other allies' Attack by 10%. This effect won't activate if stacked.
Prosperity: After using a skill on an ally, increase party's damage by 8% for 2 turns.

2 set effect: Decrease damage taken by 8%.
4 set effect: At the start of battle, fill the Highlight gauge by 25%. This effect won't activate if stacked.
