All Skill Values are shown at Level 10 for Characters as the majority of the players will be using their characters with said levels. Said values do not include additional bonuses from outside sources such as Mental Images. Also, characters do not have 1 More, Basic Attack and Gun skills listed as the latter two are barely used, and 1 More is a generic follow-up primarily used to down enemies weak to certain elements.

Fleuret is a Single Target Wind DPS that is pretty easy to use as most of his damage comes from his Skill 3, which you’ll be using far more often than his Skill 1 and 2. He’s also straightforward to build as ascending gives him Critical Hit Rate and his kit gives you even more Critical Hit Rate with every Right to Strike stack he has. This makes him a solid DPS despite being a 4 star and while he is not comparable to most 5 star DPS characters, he can still put out respectable damage.
His only real problem is that he can’t reliably inflict Windswept himself, which is important because enemies affected by Windswept take an extra hit from his Skill 3, increasing its damage significantly.
His Skill 1 has a chance to inflict Windswept but is inconsistent and considered a damage loss compared to just using Skill 3. As a result, he needs to depend on another character to inflict Windswept for him.
Mona: There’s not much to say here. Mona can inflict Windswept to make Fleuret’s S3 deal more damage. Outside of that, nothing else other than healing.
Wind (Vast) (CN Only): She has everything that Fleuret wants: Critical Hit Rate, Critical Damage, and the ability to inflict Windswept.
Awareness 1: Increases Fleuret’s Critical Hit Rate for every stack, making his Critical Hits more consistent.
Awareness 6: If Fleuret has max stacks of Right to Strike, his Skill 3 deals an additional hit.
Weapon: His 5 Star Weapon is worth getting as it increases Fleuret’s Critical Hit Rate and increases his damage based on the number of Right to Strike stacks he has.
Fairly easy to use.
Easy to build as he gets more Critical Hit Rate from ascension.
Relies on another character to inflict Windswept on enemies for him to reach full potential.
Doesn’t have damage comparable to 5 star DPS characters.

Power: Increase DMG Bonus by 10% for all allies with the same element, can't be triggered again.
Truth: Increase all allies' Nuke DMG by 5% for 2 turns when inflicting Elemental Ailments, each stack is counted independently.
2 set effect: Wind damage increased by 10%.
4 set effect: Each attack has a 25% fixed probability of causing additional damage equal to 20% of your own attack.
