A follow-up attack buffer, Brimley allows a chosen teammate to cast their own incantations as follow-up attacks under certain conditions. He prefers having teammates who perform follow-up attacks regularly, but he also doesn't benefit from too many because his passives are capped at once per turn. His Insight I also allows him to cleanse debuffs.

Brimley’s kit revolves around his unique buff [Riding Double]. Here’s a quick rundown on how it works:
When other allies perform extra actions or Brimley casts his attack skill [Keep Up the Pace!], Brimley gains [Horsemanship].
If he has 3 or more [Horsemanship] when he casts [Keep Up the Pace!], he consumes all [Horsemanship] stacks to make the ally with the [Riding Double] status cast their Skill 2 at incantation rank 1 as an extra action.
When he casts his ultimate [Giddy Up, Mate!], the ally with the [Riding Double] status casts their Skill 1 at incantation rank 1 as an extra action.
His Insight I allows [Hop On!] (the buff card that applies [Riding Double]) to cleanse 2 random [Stats Down], [Neg Status], and [Control] from the target, much like how 6’s does. It’s single-target and [Let’s Ride] lasts 2 rounds, so you might still need to bring an AoE cleanser in status-heavy stages (like Gold in the Cave).
As mentioned above, his Insight III gives him [Horsemanship] when allies perform extra actions. It also gives him +1 Moxie when the ally under [Riding Double] performs 3 actions in a round.
His Skill 1 [Keep Up the Pace!] does OK damage but mostly exists to proc the extra action. Keep in mind that he will use all stacks of [Horsemanship], so plan to use his attack when his [Horsemanship] is at 2 stacks.
His Skill 2 [Hop On!] grants [Riding Double] to one ally; at higher ranks it also grants [Horsemanship]. Note that only one [Riding Double] effect may exist at one time. In addition to granting extra actions, [Riding Double] also increases the target’s ATK by 5% of Brimley’s ATK when they perform an extra action.
His Ultimate [Giddy Up, Mate!] deals decent Mental DMG to all enemies and reduces Reality DEF by 20% for 3 turns. To trigger both the Moxie and [Horsemanship] Insight III passives, you’ll want your DPS under [Riding Double] to cast 2 incantations and 1 FUA per turn.
A fun, unique kit that enables other characters to do extra actions
Buffs ATK and reduces Reality DEF
Synergizes very well with a wide variety of FUA characters
AP-positive even with 100% uptime
Uses all [Horsemanship] when he attacks, so he can’t make use of overcapping
Mental DMG dealer who buffs Reality DMG; synergizes poorly with Reality or Mental mass buffers
Needs some planning to time Skill 1 & Skill 2 FUA well
His Moxie gain and [Horsemanship] gain from his Insight passives only activate once per turn

Overall
Stats and Build
Prioritizes ATK. Brimley's [Riding Double] buff scales off of his own base ATK, so Hyper maximizes his supportive capabilities.
If you don’t have Resonance Patterns unlocked, try this build with Placidity:

The 10% ATK gets from Her Second Life makes his [Riding Double] buff stronger since its scales off his ATK stat. The healing is a nice bonus.
In the Shadow also provides 10% ATK along with 8%–12% DMG reduction and 15% Incantation Might, though the ATK needs to stack up by casting his buff 3 times.
Long Night Talk is good for a damage-oriented build. At max, it grants 12.5% ATK and 18% Incantation Might. Brimley needs help getting the 2 [Pos Status] needed for the 8% DMG Bonus, though.
Brave New World is a great general use psychube that makes his Ultimate stronger.
Dawn is Coming turns Brimley into a pseudo-healer if you want some extra sustain.
