Princess' Rally

Passive. When a battle starts, Peggy summons 2 royal guards to join the fray. The royal guards inherit 120% + 16% of Peggy's HP and 50% + 7% of her ATK. If Peggy is defeated, all royal guards immediately leave the battlefield.
Active. Peggy blows her horn, instantly healing all remaining royal guards for an amount equal to their max HP. If there are fewer than 2 guards remaining, she summons a new royal guard to the battlefield. Peggy then orders these royal guards to protect all allies for 12s. During this time, 70% of the damage taken by all allies is shared evenly among the guards, while the guards' own HP loss is reduced by 75%.
Unlocks at level 51: The royal guards inherit 130% + 16% of Peggy's HP and 55% + 7% of her ATK.
Unlocks at level 111: The royal guards inherit 140% + 16% of Peggy's HP and 60% + 7% of her ATK.

The marksman inherits 100% of Peggy's ATK and fires 3 volleys of armor-piercing arrows, dealing 200% + 20% damage to 2 frontmost enemies. Enemies hit by the armor-piercing arrows take 22% + 3% more ranged damage for the next 5s. During this time, allied summons' ranged damage against the affected enemies is increased by an extra 14% + 2%.
Unlocks at level 91: The extra ranged damage dealt to enemies hit by armor-piercing arrows is increased to 23% + 3%. For allied summons, their additional ranged damage against these enemies is increased to 16% + 2%.
Unlocks at level 151: The extra ranged damage dealt to enemies hit by armor-piercing arrows is increased to 24% + 3%. For allied summons, their additional ranged damage against these enemies is increased to 18% + 2%.
Unlocks at level 211: The extra ranged damage dealt to enemies hit by armor-piercing arrows is increased to 25% + 3%. For allied summons, their additional ranged damage against these enemies is increased to 20% + 2%.

The royal guards can alternate between normal attacks and royal sword moves while Princess' Rally is active, dealing 200% damage to all enemies within 1 tiles and gaining a permanent shield equal to 80% of the actual damage dealt.
Unlocks at Ex. Weapon +5: Increases the damage dealt by royal sword moves to 240%.
Unlocks at Ex. Weapon +10: The royal guards gain a 1-tile glory aura. All other allies within the aura deal 30% more melee damage; this melee damage bonus is increased by an extra 25% for allied summons.
Unlocks at Ex. Weapon +15: Increases the damage dealt by royal sword moves to 280%.
Unlocks at Ex. Weapon Refine 2: In Rivalry Mode, the first ally to drop below 40% HP is healed for 160% HP and granted a shield equal to 160%.
Unlocks at Ex. Weapon Refine 4: In Rivalry Mode, increases 10 Healing, 10 Haste.

Review
Peggy is an S-level Lightbearer Support hero whose kit revolves around summon mechanics, team-wide damage mitigation, and ranged-damage amplifying debuffs. If she can ramp up and cast her Ultimate, she provides powerful protection and localized melee buffs. Significant parts of her endgame kit are aggressively tuned toward dedicated summoner archetypes rather than pure defensive scaling, making her less useful outside of that archetype.
Peggy’s entire utility kit runs through her passive/active Ultimate, Princess' Rally. At the start of combat, she automatically summons two Royal Guards onto the field. When she activates her Ultimate, she fully heals her guards if they are both alive, or resummons a guard if one or more are missing. She then commands the guards to protect the team for 12s. During this window, 70% of all incoming damage taken by all allies is redirected to the guards, and the guards receive a massive 75% damage reduction.
Her first skill, Royal Scroll, is a low-cooldown ability that provides healing over time to her guards and the two weakest allies on the field. Her second skill, Royal Barrage, summons a temporary backline marksman to fire armor-piercing arrows. In addition to dealing damage, the marksman debuffs the enemies it hits, making them take 25% increased damage from all ranged allies, while offering an additional 20% damage multiplier exclusively for allied summons.
Her EX Skill, Royal Protection, allows her guards to use a sweep attack that grants them a permanent shield based on damage dealt. At +10, they project an aura that boosts nearby allies' melee damage by 30%, and an extra 25% if the ally is a summon.
At Supreme+, as long as three or more allied summons from different heroes are active on the field, all summons receive a flat stat boost equal to 30% of Peggy's initial ATK and 40% of her initial DEF.
Legendary+: Increases her Haste in combat, scaling further when both guards are active.
Mythic+ (EX Weapon): Royal Guards alternate between normal attacks and sweep attacks during her Ultimate, dealing area damage and gaining a permanent shield equal to 80% of damage dealt.
EX+5: Increases the guards' royal sweep attacks damage by 40%.
EX+10: Guards project a 1-tile aura boosting nearby allies' melee damage by 30% (and an extra 25% for allied summons).
EX+15: Increases the guards' royal sweep attacks damage by 40%.
EX+20: In Rivalry Mode, the first ally to fall below 40% HP instantly receives a massive heal and a matching shield.
Supreme+: Grants all allied summons 30% of Peggy’s ATK and 40% of her DEF, if there are 3+ active summons originating from different allied heroes.
AFK Stages: If Peggy can successfully cast her Ultimate, her 70% damage redirection acts as a massive defensive boost to the team. However, her heavy reliance on charging her initial ultimate means she is highly susceptible to fast disruption or burst damage at high deficit stages that destroy her guards before she can cast.
PvP: She can act as a strong asset in specialized ranged-burst offensive compositions, where her marksman's 25% ranged damage vulnerability debuff can create high burst windows. When protected by defensive toolkits like the Ironwall Spell, she can provide pretty strong healing. Unfortunately, she is very Ultimate dependent, so mechanics like Energy Drain or Silence can completely shut down her impact.
Dream Realm: If there is a summoner-based boss in rotation, she is a premier support choice. Outside of that niche, she lacks general viability.
Peggy is a solid, well-designed support option. However, while her damage redirection and ranged-amplifying debuffs perform well, she fits a gameplay niche (summoner) that the average player won't utilize often.
Fantastic damage mitigation and healing while providing extra bodies to the battlefield.
Strong damage amplification synergy for top-tier ranged carries.
Great synergy with other summoners.
Gets shut down by early crowd control, energy drains, or her guards being defeated before she can cast her ultimate.
Her high-investment milestones (EX+10 and Supreme+) focus on melee and summoning buffs rather than scaling her core defensive or survival utilities.
