We recently reworked the ratings for most characters and the reviews aren't updated yet. We are working on bringing them in-line with the new ratings.
At a glance, as a unit that can taunt an enemy indefinitely, this mobile radar girl is like a weaker version of Ludmilla. Both of them have a screen wipe and a skill that reduces the amount of damage taken.
However, unlike Ludmilla's attack/defense reduction and strong tanking potential, Anchor is used more offensively to clear projectiles thanks to her Skill 2. She is not meant to tank (although she technically can), especially if you run her without Biscuit. The way you play her is that you want to taunt the enemy so that all the projectiles are directed at Anchor, away from your core units. This way, it is easier for your team to destroy them or to evade them using cover strategy (refer to Noise).

Single-target Taunt,
Can reduce own damage taken (via DEF stacking),
Deals really well with projectiles thanks to the passive.
Low rarity so her potential is limited by her stats,
A single target Taunter is useless in the Story,
There are already a lot of great higher rarity Taunters that are commonly used on Bosses, so she has a lot of competition there.
