Review
Milk in PVE content is terrible. She’s a 40s CD B1, which means you need to put another B1 in the team. Her burst isn’t worth that hassle since it provides pseudo-heal (lifesteal). Her ATK buff is interesting, but it takes time to land.
On the contrary, Milk was interesting in PVP, back when nuke meta was falling off a bit. Her lifesteal made the team become pretty tanky because once you survived the initial nuke, your Nikkes would heal back in no time. The problem is that in this current PVP meta, lifesteal can’t outheal the damage, either because of invulnerability (lifesteal can’t trigger on invulnerability) or because the damage received is too high (thanks to Neon, Snow White).
Her heal as B1 is interesting in some PVP matches, especially when you are in a not-too-developed bracket.

She hides her assets well; you will see it once you roll Bunny Milk.
Her kit is not suitable for the current meta.
Can’t stress enough that her treasure version is indeed wtf?
