When ShiftUp said Treasure is supposed to make Nikke branch out of their niche, we didn’t expect it to be this relevant. Given the right team, Rosanna team will actually deal more than even Neon: Vision Eye team, which is pretty mind-blowing. Sadly, her Treasure doesn’t gain much power in PvP (and there is a mistranslation in the EN version; intern strikes again).
Well, technically, you are spending a lot of resources for an okay-tier Electric DPS that can be Team 3 or 4 in SR/UR only. In PvP, her Treasure doesn’t help her much. Sure if you want to kiss that ring, but in terms of priority, we don’t think you should chase this Treasure, at least not before getting the meta ones from Tove, Flora, Helm, Privaty, Moran, etc…
This Phase doesn’t require any material besides leveling SR Doll to Lv. 15 and finishing some seggs missions (tee-hee).
Whenever an ally dies (not when any Nikke dies; this is a mistranslation), Rosanna now deals extra 400% ATK as damage to an enemy, prioritizing Attacker. Wow, sounds like a good snowball tool, except it only triggers when an ALLY is incapacitated.
In PvE, this change is useless because you will retry whenever a Nikke dies.
In PvP, it only triggers in a proper sacrifice team (low-level; no gear, or ELE-countered Nikke is put in P1 or P2, so Rosanna can trigger S2). Overall, this change is whatever and won’t benefit the PvP’s power of Rosanna much.
Rosanna can now also stack her S2’s ATK buff by firing 500 shots at the stage target, up to 10 stacks.
This change makes her relevant in PvE. Since you want to kill mobbing stage targets ASAP, this is only relevant for Bossing.
Let’s math! 500 shots mean she will gain 1 stack every 8.33s (assuming she doesn’t reload). To reach 10 stacks, Rosanna needs at least 83.33s without any reloading. Even if we assume she has 1300 ammo, she will still take at least 4 reloads (and wind-up) to reach 10 stacks, which is roughly 90s give-or-take (half of the fight, oh no!).
This is why you should ideally pair her with Reload Speed buffers, such as Crown or Anis: Sparkling Soda. Arm her with 2 lines of Max Ammo OL (for around 600-700 ammo) + Resilience cube.
Her value will increase tremendously when we have a better stack-refresher Nikke. Flora is a great one, but putting both B1 and B2 40s CD in the same team will break the Burst Chain harmony. Pepper and XMica are decent, but they’re outdated.
This Phase requires 50 materials (around 17 days of Dispatch). Sadly, it doesn’t change her Burst into 20s CD like Moran (she would be so insane that way).
Rosanna now debuffs Water Stage Targets (NOT mobs) with 29% Damage Taken▲ for 30s.
This change is huge because 30s means it will last forever with a proper CDR. Let’s say:
10s Full Burst with Rosanna
5s charging another Burst (which is too slow, nowadays this number is around 2.5–3s)
10s Full Burst with another B1
All of these only take 25s => which means Rosanna will be able to apply this debuff again on her next rotation.

This doesn’t mean Rosanna outdamages Neon. We;re only saying that, with proper setup (in this case, we have 2 average Electric DPS + Rosanna herself to make it 3 average Elec DPS), it’s better running Rosanna than throwing a selfish DPS like Neon.
To sum it up, Neon + Anis + Maiden damage will be lower than or roughly the same as 1.29 x (Rosanna + Anis + Maiden). Kinda mind-blowing, isn’t it?
This Phase also doesn’t change her PvP at all because it only affects Stage Target, not Nikke.
This Phase costs the most — 110 materials (around 37 days of Dispatch), and the return is not that impressive.
Rosanna now gains 20% ELE DMG on S1
Yeah, that’s all. Just 20% ELE DMG, which is definitely not that impressive at all. Let’s say, you have 80% ELE on Rosanna from OL. With 10% base and 19% from Cube Lv. 15, Phase 3 will give her less than 10% gain. It’s not bad, but you can work on other Treasures first before finishing her final Phase.
Summary: You should finish Phase 2 as soon as possible, but leave Phase 3 last until you have nothing else to finish.
Since Rosanna is now an Electric DPS, she will need at least
Primary Goal: 4× ELE, 2× Max Ammo
End Goal: 4× ELE, 2× Max Ammo, 2-4× ATK, 2-4× Crit Rate
This is the balance setup between PvP and PvE. In PvE, after she is fully stacked, Rosanna has TOO MUCH ATK, which makes ATK OL less relevant. Still, in the first 90s she will have to ramp up her ATK buff, which makes ATK somehow not that bad.
4x Crit Rate is actually not her greatest setup. Rosanna has an innate 15% Crit Rate (all Nikkes start with 15%). 19% on S1 means 1× Crit Rate and 3× Crit Damage actually provide the most damage. However, we have to think about PvP too. In PvP, if Rosanna’s Burst crits, she will delete 2 Attackers immediately (Supporters and Defenders will require higher values of 2x ATK lines).
But, what if she doesn’t crit? Then, she’s useless. Therefore, chasing 4× Crit Rate is only an end goal; they’re not essential. You can get away just fine with 4× ELE and 2× Max Ammo, then move on to the next Nikke to improve.
There’s no half-hearted Rosanna in PvP. You must fully build her or you don’t even use her. On the other hand, in PvE, there is more forgiveness.
Skill 1: 4~10
This skill in PvE only provides ELE DMG, which is not that impressive. Lv. 7 is a must in PvP to strip off max. 5 buffs from key targets.
Skill 2: 10
In PvE, it’s the most important skill because it boosts her DPS significantly.
In PvP, since Rosanna is often used as a battery from sacrifices, and since the ATK buff can actually make a difference, 10 is a given.
Burst: 10
10 is mandatory for both PvE and PvP because Damage Taken is what makes her good and the higher damage is needed to ensure PvP wipes.
In PvP, you can slap whatever Cube on her for stat sticks or Vigor cube to prevent being targeted by Blanc, for example.
In PvE, if she is paired with Reload Speed buffers, she needs Resilience like any MG DPS. Otherwise, use Bastion.
Maybe R Doll is fine… Duh, this is Treasure Rosanna. Of course, you need to level her doll to SR Lv. 15.
A good Electric Hybrid DPS/Support that makes other average Electric DPS become good too.
That makes her relevant for Electric-weak SR (and UR if the boss has core)! Not anywhere else, though.
Huge amount of self ATK buff.
Damage Taken debuff lasts forever on Boss.
In PvP, she can snipe Attackers, especially Water ones, a little better. Great for Attacking!
Her Treasure stories are he he he…
ATK▲ takes forever to ramp up, seriously.
Treasure doesn’t improve her PvP much.
She seems expensive for an Electric-weak Boss only.
Damage drops if the enemy doesn’t have core.
In PvP, due to Doll and Tempering Cube, her Burst is no longer reliable at sniping non-Water enemies.
