Review
Sakura is made for 2 reasons: Provide some extra CDR as off burst and counter Wind ele enemy one time. She had her time, but as Shift up keeps releasing good CDR units and Wind enemies are no longer issue, Sakura falls off hard. She’s outclassed in every mode and shouldn’t be invested by any means, except emotionally.
Counters Wind very hard, suitable to deal with Modernia early on, or countering Scarlet: Black Shadow in PVP when you haven’t had Biscuit yet.
Provides some CDR, which can help when you pair her with a CDR ramp-up like Liter, Volume or Helm Summer version.
Completely falls off meta. So many units can replace her. Do not invest your precious resources in her by any means.
Investment Tips
Max Ammo Rolls can help with Burst Generation in Raids, but not recommended to reroll this character.

Usable alternative B1; must be paired with another B1 (20s or 40s CD). Useful in Campaign against Wind mobs and can be useful against Wind bosses situationally. Good instant CDR.

Mainly used to tank against Wind DPS (niche offensive usage). Damage Reduction is necessary if you don't want to max her Burst.

Either increasing Sakura's Mag Size or increasing her Reload Speed is the way to go for her - you really want to stack the S1 buff as fast as possible.
