Mehira marks a target area with her kiss, striking all enemies within 2 tiles 6 times, with each strike dealing 50% + 5% damage. After a short delay, she unleashes a powerful blast in the same area, dealing 170% + 25% damage. Enemies hit by the powerful blast become charmed for 3s.
Unlocks at level 51: Increases the powerful blast damage to 190% + 25%.
Unlocks at level 111: Increases the powerful blast damage to 210% + 25%.

Mehira lashes her whip at all units, friend or foe, in a 3-tile frontal arc 5 times. Each hit causes a unit to lose 20% + 2% HP. If an allied unit is hit, they gain 25 Haste for 8s, and their HP loss from this skill is reduced by 90%. Mehira always targets the direction that hits the most enemies.

Mehira summons an illusion of herself on the tile closest to the enemy lineup, bewitching all enemies and making them rush mindlessly toward the illusion for 2.2 + 0.1s. At the start of battle, she summons such an illusion on a symmetrical tile across from where she stands.

When a battle starts, Mehira summons 3 familiars around her. Each familiar attacks enemies every 1.5s, dealing 30% damage. If Mehira takes a hit that would reduce her HP below 10%, she sacrifices a familiar to block that damage. She then becomes untargetable for 2.5s and instantly recovers 10% of her max HP.
Unlocks at Ex. Weapon +5: Increases the damage dealt by each familiar attack to 35%.
Unlocks at Ex. Weapon +10: Increases the damage dealt by each familiar attack to 40%.
Unlocks at Ex. Weapon +15: Mehira stores any excess healing she receives. Each time the stored amount reaches 50% of her initial max HP, she summons one extra familiar, up to 3 per battle.

Review
Mehira is an S-Level Hypogean Mage with a highly nefarious reputation for charming anyone who crosses her path.
At battle start, Mehira casts “Alluring Mirage,” summoning an illusion that bewitches all enemies for 2.5 seconds. Bewitched enemies will rush mindlessly toward the illusion, and are only immune to this initial control if they are granted Unaffected as the battle begins. This skill has a 15-second cooldown, and when recast, Mehira will summon her illusion on the tile closest to the enemy lineup.
Mehira deals AoE damage when casting her Ultimate, “Euphoric Rush.” She marks a target area with her kiss, striking all enemies within 2 tiles multiple times. After the final hit, she unleashes a blast that damages and charms enemies within range for 3 seconds.
When Mehira casts “Blissful Whip,” she lashes her whip 5 times at all units on the battlefield, allies included, within a 3-tile frontal arc. Each hit causes a percentage of HP loss, but if the target is an ally, they gain an 8s Haste increase and receive 90% less HP loss than that which an enemy target receives.
Mehira’s Hero Focus increases her Life Drain by up to 12 and increases her own ATK based on the amount of HP restoration she receives from any source during battle.
At Mythic+, Mehira unlocks “Total Devotion.” This Exclusive Skill enables Mehira to summon 3 familiars around her at battle start, each of which deals damage to enemies every 1.5 seconds. Mehira then sacrifices a familiar to block any damage that would drop her HP below 10% and becomes untargetable for 2.5 seconds, instantly recovering 10% of her max HP. At EX+15, Mehira stores all excess healing and summons up to 3 extra familiars per battle for each time the excess healing reaches half of her initial max HP. At Supreme+, Mehira increases the damage taken by charmed or bewitched enemies by 15%.
Story/AFK Stages - Mehira is phenomenal in high deficit stages, making it easier than ever to completely shut down all enemy synergy at the start of battle. When paired with the hard-hitting burst meta, she sets your team up for an immediate bulldozing of enemy frontlines. When paired with the slow and sinister stall meta, she provides excellent support for perma-crowd controlling the enemy while your DOT damage dealers drain their health; this flexibility of her utility makes her extremely effective for stage pushing.
Dream Realm - Mehira does not seem to have much utility in a 1v5 PVE setting, mainly due to boss mechanics. It will be difficult to potentiate her skills when there is only 1 target, especially when bosses are generally immune to effects that are key to her kit, such as Blinding, Charming or Bewitching.
PVP = Mehira offers a highly competitive edge to any Arena team, particularly due to her utility and synergy with the current top meta assassins. When set up correctly, she can be even more difficult to deal with than Dunlingr due to her bewitchment of enemies at battle start. Mehira’s disruption of the arena’s initial setup time could derail a number of the current PVP meta builds, as many melee, burst, and even DOT specialists depend on that initial time frame to set the stage for the most crucial components of their strategy. However, Mehira still leaves something to be desired in the seconds that follow; she is squishy, does not have fatal blow immunity, and takes a very long time to build up enough energy for any additional crowd control skills. In the current melee burst meta, this could be detrimental to her utility, as she could easily be outclassed by faster, sturdier options.
Mehira has the potential to be a terrifying thing to see on the enemy side of the battlefield, specializing in PVP synergy more than boss battles. However, her lack of survivability can highly reduce her value for anything beyond the first few seconds of battle. Her skills are capable of disrupting enemy teams as effectively as Dunlingr, a unit that is notorious for shutting down the arena at the moment you enter the field. On the contrary, her skills beyond the initial crowd control are essentially useless if she can’t survive long enough to use them.
Mehira may require a lot of cushion, synergizing with heroes such as Ravion, who provides fatal blow immunity - and who is also her greatest counter. As with almost all Celestial/Hypogean heroes, Mehira will require a minimum Supreme+ EX15 investment to maximize her potential, but due to the mechanics of her bewitchment and charming skills that are cast at battle start, she could very well be useful at low ascension if for nothing more than disrupting burst DPS builds that depend on those first two seconds of battle to nuke the opponent.

Has utility in both PVP and Stages.
Similar to Hodgkin, her Blissful Whip can hit allies in addition to enemies.
Can be countered with Unaffected, making enemies immune to her charm/bewitchment
Blissful Whip does not stack on herself, making it likely that she will be far too slow in practice.
