Review
The Secretary to the King, Chime, is a loyal attendant who lives a scavenger lifestyle. She aids Crown both canonically and in gameplay. In gameplay, Chime serves as a Re-enter B2 whose kit revolves around buffing Crown and only Crown. She buffs her Normal Attack Damage Multiplier, ATK, and ATK DMG—that's a lot to ask. Let's be honest, the teamwide Max Ammunition Capacity▲ is probably inconsequential. This means Chime is useless without Crown, but when they are used together, Crown becomes a somewhat usable DPS.
Under normal circumstances, using Chime + Crown together is a waste because Chime only buffs Crown, but not the entire team. Other buffers, while they can't make Crown a DPS, can strengthen everyone's damage, which in turn results in a stronger team output. That said, it doesn't mean Chime cannot be used. If you want to chase the memes, Chime + Crown is actually usable in Iron-weak environments. Give Crown a prolific amount of Elemental DMG OL, and she will inflict pretty serious damage, especially if the enemy has a core. Will that make Chime better than other units? No, but she is usable. We think she might be usable in Iron-weak Raid if you absolutely don't have anything else—I'm talking about units like Privaty or Naga, who give great team buffs. Oh, wait, but Privaty is given for free! Well, that's not our problem.
Anyway, Chime + Crown is not something you'd use in endgame or even in the early game (unless you have Crown and you absolutely don't have anything else better). If you see a veteran running them, it's only for the memes—don't get baited. Not only that, if you want to make good use out of Chime, you have to hyper-invest in Crown's OL, which is not recommended. Arguably, there might be a very specific endgame use case for them in Iron-weak Raid, but it's rather unlikely.
For a Freebie 3rd Anniversary SSR unit, she is all right. These kinds of units are usually made not to be meta but to help new players break the 160 wall. You get a free MLB if you get Chime from the 3* Selectors. If you lack copies because you picked something else or joined late, get them from Mileage Shop.

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.
For OL targets and order of acquisition, we decided to divide the target effects into several categories.
Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.
Additional tips:
While there is no OL recommendation, upgrading her Helmet, Gloves, and lastly Vest (if you insist on using her with Crown) has merit as they increase her base ATK stat and in turn Crown s.
