Sugar oh Sugar, how long we have wished for this upgrade! Let’s get straight to the point.
SugarTr, with her new upgraded skills, might be impossible to replace in her newfound place in the meta because, not only does she provide undiluted meta buffs, but she has also improved her own DPS along the way.
She is now a meta unit for Iron-Weak and Water-Weak Solo Raids thanks to her ability to deal advantageous elemental damage for both Electric and Fire elements (only the second unit after Rapi: Red Hood to gain this ability — big leagues). She also provides up to 100.03% Elemental Damage▲ to Iron SGs like Bunny Soda and Water SGs like Dorothy: Serendipity and Soline: Frost Ticket, who are part of the meta teams for their respective elemental SG team compositions. Elemental Damage▲ is considered one of the best buffs, if not the best, that a Nikke can provide to her allies.
In fact, the Water SG team is now strong enough to be considered for Water-Weak bosses in UR, even at the highest level! SugarTr is therefore the better option to pick from the latest set of treasure units for players who wish to be more competitive in these elements and are aiming for higher ranks.
If you are a fan of Water-Weak and Iron-Weak Solo Raids, absolutely YES. There is no question about it. If you plan to be a competitive well-rounded player across elements for UR? YES. If you want an alternate team for water-weak for UR without losing much damage to improve your score on other elements? Also a resounding YES. Is she your waifu? Are her main partners your waifu? The answer becomes YES one final time!
These 4-5 questions are the main reasons anyone should be building SugarTr. With that said, if you are not one of these people, she is otherwise a lower priority unit than others, especially when compared to FloraTr, PrivatyTr, or MoranTr for example.
While DrakeTr works for all elements, SugarTr pulls ahead in two. Not only that, her DPS actually makes a difference. Phase 3 is where we think she sits in a comfortable spot, and it's only after Phase 3 should one start optimizing her OL gear in our opinion. Be patient; you never know when SU releases a powercreep for a powercreep.

There are 3 new and unique improvements in Skill 1, which unlocks instantly when you SR15 her doll:
Cover healing whenever the cover is attacked: one of the least common defensive attributes a unit can have. It helps to maintain her cover health so that she can maintain her new Attack Damage buff;
An Attack Damage buff: applies to herself continuously, as long as the Cover is not destroyed.
Finally, the mega tuned conversion to a double Element unit. An Iron unit that can also deal extra damage to Water-Weak (Fire) units, as well as the obvious Iron-Weak (Electric) units.
This skill is relatively a lower priority upgrade compared to Phase 2 and Phase 3, which are Skill 2 and Burst Skill respectively. Hence, upgrade this skill to 10 last.

After collecting 50 of Commemorative Keychain’s (Sugar’s Favourite Item), Phase 2 unlocks an ATK buff for Sugar which activates every Full burst.
The more interesting part of the upgrade is the massive Elemental Advantage Attack Damage▲, which is not only a massive self buff to Sugar’s damage, but also a solid damage multiplier for any Iron or Water SG that is paired with her! This buff exists throughout full burst, even if paired with Bunny Soda. It can bleed to the next burst for a permanent uptime otherwise if paired with a normal CDR like xSoline.
Summer Dorothy and Soline: Frost Ticket from Water Code, and Soda: Twinkling Bunny from Iron code will be the main benefactors of this buff.
This skill is a relatively higher priority upgrade compared to Skill 1, since it buffs Sugar’s own damage as well as her ally’s damage.

To finish it off after a grind for 110 further Favourite Items, Sugar can now finally be used at her max potential. With a brand new selfish ATK buff, and an altruistic 60.01% Elemental Attack Damage buff, Sugar is now ready to take the front seat in meta teams.
Her damage should now be competitive enough to be a solid upgrade over others that is worth your resources, and her buffs should now help improve ally damage more than Drake’s buffs.
However, do note that since more than half of her damage buff to allies come from her bursting, which means Sugar cannot be used as an off-burst unit, which is a considered possibility in the Iron SG team. If it so happens that a new Iron SG is released, Bunny Soda would probably be the one to go off-burst.
Sugar does not improve much in Campaign as a DPS. However, even with the lack of ATK▲ buffs that are necessary for higher deficits, her ability to provide Elemental Damage▲ might prove to be useful in rare scenarios in lower deficits. The downside, however, is that only Shotgun units can benefit from this buff. There are very rare cases where a unit like Dorothy: Serendipity or Bunny Soda would be relevant, especially since she only works for 2 elements out of 5.
In Simulation: Overclock, she may be paired with Bunny Soda for an SG-locked roster, but she cannot be paired with S.Dorothy because of the base element code difference, which is a similar problem as to how RapiRH cannot be used for Iron-Weak OC when aiming for a ratio 50/ratio infinite.
Goes without saying, if a Campaign-relevant Iron or Water code SG Nikke ever releases, Sugar might rise to the occasion thanks to her huge Damage buffs, assuming the unit is able to deal massive damage during Sugar's Burst as well.
While SugarTr may not be as important for Iron-weak in Union Raids, she might be an absolute necessity for Solo Raid of this element, especially when there is lack of pierce. She jumps in importance especially when there is a lack of core. Do note that you still need the core units of the Iron SG team alongside her, which consist of ToveTr and Bunny Soda. One of DrakeTr or Summer Dorothy, and Arcana: Fortune Mate are also considered important units for this team to be complete for now but might be replaceable in the future.
For Water-weak UR, SugarTr paired with S.Dorothy can allow players to save units like Anis:Star or Siren in the B1 category or Crown or Nayuta in the B2 category for another team, which are primarily used for Water-weak in URs as ToveTr and ArcanaFM replace them. They can also provide one of the strongest double hit teams, since — ToveTr ArcanaFM SDorothy SugarTr xSoline — provides extremely competitive damage.
Goes without saying, SugarTr is a necessity to be competitive in Water-weak Solo Raids. You are simply making it a difficult challenge for yourself to compete for the top ranks without her.
Sugar does gain something in PvP but not enough to increase her tier. She can still be used as a:
Medium Battery: Clip SGs have high burst gen, although they feed to Scarlet and Jackal.
However, since she now has 2 elements, she can therefore be:
Dual Element Early Pressurer: Sugar can quickly dismantle unprotected Fire and Electric enemies in P1 and in P5 on Defense, as long as they are not an invested Moran (because she protects herself).
However, these improvements are not enough to warrant a tier change. She is simply a better option compared to her base version due to more damage to one more element and some extra buffs if her team reaches full burst.
SugarTr aims for a basic DPS build, and is a lower priority build compared to Summer Dorothy. She wants Elemental DMG and ATK as a given, and since she is a SG unit, she also wants ammo.
However, thanks to her self buffs from skills giving Ammo, as well as a pairing with ToveTr and Bastion Cube in the mix, she only wants 1 high value, or 2 low value ammo lines. The ideal ammo to aim for is 31 ammo during Burst with a Lv. 7 Bastion cube and Tove’s Max Ammo buff stacked to full.
There is not much to discuss here, since each Skill gives some added bonus to either her own damage or buff’s her allies:

Elemental Attack DMG▲ for all Iron and Water Code SG units in the team.
Higher Priority than Skill 1, but lower than Burst Skill.

The most important skill to upgrade for SugarTr. It defines her DPS.

Huge Elemental DMG▲ for Water and Iron SGs.
Bastion: Bastion is the ideal cube for SG teams, since the composition usually does not have any reload speed, unless players run Privaty as off-burst or wish to have Crown as their Burst 2 unit due to a lack of Arcana: Fortune Mate.
Resilience: In Reload Speed comps, Resilience’s exponential scaling makes it the best.
For PvP:
Tempering & Vigor: If you want her to survive longer.
Bastion & Resilience: To allow her to shoot for longer, or reload faster if her ammo count finishes.
You have to ensure Sugar has an SR15 doll, since it is a prerequisite to unlocking any treasure. Make sure she has at least 2 limit breaks (2 stars); otherwise, you will NOT get her treasure.
PvE Notes: You need her if you run SG comps in Water-Weak or Iron-Weak raids. Her Treasure is a significant upgrade.
PvP Notes: One of the finer options from the Clip SG selection due to high self DMG and elemental buffs, but low snipe potential.
The second ever unit to have advantage over 2 elements: Water and Iron.
This treasure has successfully converted Sugar into a DPS/buffer hybrid.
Provides a massive Elemental Damage▲ buff, which should make her relevant for a long while to come.
Elemental Damage buff can be provided to both Iron and Water allies.
Gains some extra ATK and Attack DMG buff from her new skills.
Less reliant on Max Ammo from OL since she buffs her own through skills.

Elemental Damage▲ only applies to SGs, limiting her pairings even further than the pre-existing elemental buff to 2 elements does.
Cannot be paired with S.Dorothy in OverClock Simulation due to difference in element.
Has to Burst to provide more than half of her Elemental Damage buff to allies, and hence cannot be used as an off-burst unit.
Strictly providing Elemental buffs to allies also means that in neutral conditions, she is unable to provide any buffs to her allies.
Restricted to SG teams and their limitations, they may not be relevant for every boss, especially versus some Iron-Weak bosses.
You need to build the SG team to make use of her, she is not good enough as a stand-alone unit.
