Velvet is an average support unit, but average in our dictionary is good, not bad. She is a niche meta—an important unit, but if you miss her as a beginner, it's fine. She's incredibly important for late game, though. A good equivalent would be SHelm or SElegg. Velvet can be used in two ways: as a support and as a DPS. As a support, she must be off-burst (you need another B2). As a DPS, she must be in-burst. There is a drawback to this, however; it's that her Burst Skill doesn't directly buff allies. No ATK, no ATK DMG. However, it dramatically increases her "ammo consumption", which makes units who scale off ammo consumption shine, such as Siren. Since Siren is the only ammo consumption unit now, we can say Velvet is Siren's Treasure.
Velvet is a key unit in Wind-weak Bossing with potential as an off-burst buffer in Neutral. For content where only a singular team is needed (incl. UR), Velvet is best used as an off-burst support (Siren Nayuta SBS Lib Velvet). She raises the maximum Wind-weak damage ceiling, so if you care about UR, she is important. In Raid content where you need multiple Wind teams, you can use Velvet as a support, but using her as a DPS is better. To avoid damage loss from her lack of B2 buffs, we use supportive B3 instead like HelmTr & XLud. This way, we can run MirandaTr + Nayuta + XDiesel + Maxwell hypercarry, SBS + Lib + Maids, and Siren + Velvet + HelmTr + B3 + Crown or something similar. Maybe PrivatyTr will do something?
In Neutral, since Velvet & Siren won't enjoy elemental buffs, Velvet can be used as an off-burst buffer similar to Maxwell. The difference is that her buff is weaker (except if the ally scales off Charge Damage) but applies to all allies. Units like RH & Alice, for example, scale better with Velvet than Maxwell and potentially Ada.
This also explains why Velvet is relevant in Tetra Tower; the off-burst slot is still vacant. Usually, we use Ludmilla: Winter Owner, but unbuffed, she is not that good against mobs other than Glasses (hitcount mobs). Her damage pales in comparison to Alice's and BMilk's (especially outside Water-weak), and her Damage Taken requires time to apply (that if the mob hasn't already died). To solve this issue, we alternatively use Noir, who is nifty for beginners because her ATK buff is permanent and her Ammo buff is cherished by both DPS. You no longer rely on ephemeral debuffs. Now, Noir faces a new competitor, Velvet. Velvet is an ATK-and-Charge-Damage-buffer, which makes her a good pair for Alice and Auto BMilk. Her ATK buff is stronger than Noir's despite her class, and she is technically Tetra's best Wind DPS. If you don't have Max Ammo lines on either DPS, Noir can be better.
In PvP, Velvet can be used as an off-burst buffer (for Siren for an AoE or RLs because of Charge Damage▲), and her instant self-ATK buff may help redirect Rosanna's dispel or skills that target units with the highest (final) ATK. Her Ammo Reduction that triggers 1x pre-FB (bugged in PvP; the “start of battle” one doesn’t activate) can theoretically come handy against certain enemies without Max Ammo OL, but we discovered that it doesn’t affect SRs and RLs because it calculates against base ammo (6). It could have forced someone to reload sooner, delayed some Burst Skills' attacks (or reduced attack frequency), made some units unable to keep shooting throughout Full Burst, made someone lose the Indomitability War, and many more. However, it doesn’t really work.
Yes, if you have Siren and care about Wind-weak Bossing (Raid, Non-Raid). Velvet raises the damage ceiling for Singular Team Wind-Weak Bossing (incl. UR) and, as a DPS, significantly boosts your 5-team damage output in Wind-weak SR. If these apply to you, consider getting her but don't use mileage. You (and everyone else not applicable) can skip in favor of the upcoming collab (likely LycoReco), but remember to include her in your Tetra Wishlist if possible.
Two things:
Velvet's practicability in Tetra Tower is not enough for pulling consideration if it's your only reason.
Velvet's usage may rise if we get units who scale off Charge Damage well.
You can get Velvet now and build her once a Wind-weak SR is confirmed.
As a support, Velvet has caster's ATK buff, so dupes are valuable if you care about Wind-weak Bossing, but we do not recommend getting them through her banner unless you're a big spender. Wait through Wishlist instead.
As a DPS, Velvet has zero self buffs, so she is more dependent on teammates' buffs than herself (unless she has ATK OL). Because of that, dupes are slightly less valuable but still help. Nevertheless, if you use her as a DPS, you are very likely to use her as a support too, so win-win.

The ammo steal doesn't do anything to Raptures. In PvP, Velvet can force enemies to reload earlier, but it won’t affect RL and SR because it calculates against base ammo (6).
The ammo steal at the start of battle is bugged in PvP and doesn’t work. The start of B2 one works.
The storing in ammo pouch gimmick is pointless. As long as you continuously rotate, it is refilled to 6,000 automatically at the start of B2.
■ Activates when attacking with Full Charge while not in Full Burst. Affects self.
Function: Strengthens self by expending ammo from the ammo pouch.
Effect 1: Expends ammo from the ammo pouch. Amount: 100 round(s).

You will be in Full Burst most of the time, so this skill has low uptime.
Buffs last 3s, so they don't even last throughout Full Burst.
Disincentivizes quick-shooting with her between Full Burst for burst gen.
As a DPS, her damage is noticeably affected if you don't heed this "disincentive".
Instant and pre-FB activation makes her easier to receive skills that target the highest ATK, from both allies (MirandaTr, Maxwell) and enemies (Rosanna, HelmTr, etc).

ATK buff is weaker than Ada's and Maxwell's but applies to the whole team. Good if your team has multiple DPS.
Charge Damage▲ affects basic attack/direct damage but not Skill Damage from landing Charged Attacks. For example, XMaiden's Full Charge's additional damage doesn't get buffed.
In light of this, some fitting units include: Alice, RH, Auto BMilk, Maxwell, Nayuta, HelmTr, SW, SBS, and Liberalio. The effectiveness for every unit differs.
Charge Damage is additive, so 100% on 250% makes it 350% (40% increase), whereas 100% on 350% makes it 450% (~28% increase).
You can pre-charge before FB and release it after.

Velvet gains a massive personal ATK DMG buff, then switches her weapon into MG, gaining fake infinite ammo.
Deals 7% damage per shot and fires 60/s. A total of 420% × 10 = <4200% basic attack damage can be delivered, which can core-hit.
Shoots <600 times, triggering S2's second component by 11 times (3,300 ammo expended), not 12 times!
A 10s Burst spends 3,900 ammo. Use this info to your advantage.
Affected by FPS because it’s MG.
This is fake infinite ammo, so no MirandaTr guaranteed crit strat.
Velvet can be in support or DPS mode. In support mode, she must not be Bursting (only off-burst). In DPS mode, she must Burst. In DPS mode, due to Velvet's kit having zero personal ATK▲ buff, she scales better with external ATK▲ buffs, but it is minimal.
Velvet's ammo consumption from pouch (via Skills) counts toward Siren's skill requirement. This allows Velvet to constantly trigger her effects, immensely improving her damage.
In Wind-weak Raid, Siren's damage will stand out. Therefore, there is a high likelihood that Siren and Velvet go together. Example team: Siren Velvet HelmTr XLud Crown. Nayuta will not be with them because Nayuta has her own team, with MirandaTr.
Yes, we know Velvet being a Bursting B2 doesn't give offensive buffs to allies, but it increases her ammo consumption from 3.5~5MG to 6.5MG equivalent, which means it actually buffs Siren! To work around her lack of buffs, just use support B3 to buff her and Siren's damage instead, creating a hypercarry comp!
Do note, when using her as DPS, do not spam shots with her between Full Bursts, so you get her brief personal ATK/ATK DMG buffs! They may look trivial, but they contribute. Then, how would you compensate for the lack of burst gen from Velvet’s consumption lowering to 100 ammo/shot outside FB? You pair them with another battery like HelmTr or spammable Snipers/RLs!
Outside Raids, Velvet also increases the damage ceiling of Wind-weak Bossing. Previously, Siren Nayuta SBS Lib MastM/Crown held the throne. Now, Siren Nayuta SBS Lib Velvet reign supreme.
As a support, Velvet’s performance increases with Manual because you can skip animation between shots. Auto is fine but not recommended.
You don't normally use Velvet in Campaign, but that doesn't mean she is unusable. As an off-burst buffer, Velvet can give a small but influential ATK buff helpful for combating deficit. Her Charge Damage also makes some units shine brighter, although the selections are small in 2026. Only Alice, RH, Auto BMilk, and to some extent Nayuta, Maxwell, Lib, and SBS considerably benefit from this. Some of them aren't top of the line anymore, like Alice, but they have their chance from time to time.
Velvet's drawback in Campaign is that she requires to be off-burst to buff. That means, like with DeltaNT, you are forced to use 2 B2. Either your B1 or B2 must be a CDR. This usually doesn't bode well with veterans because FLEX units should have either overpowered buffs or CDR. Velvet's buff is little compared to Ada & MastM if the Charge Damage isn't applicable, and even if it does, MastM provides more ATK (especially @ 3 stacks), so she is more preferable in general.
In Tetra Tower specifically, since we don’t have HelmTr, Maxwell, Ada, or MastM, Velvet is the best off-burst buffer. You have Alice & BMilk, who are good Charge Damage abusers. She has competitions, though. Firstly, XLud with Damage Taken (only reliable on bosses), can probably beat in Water-weak and Iron-weak (BMilk loves Damage Taken more than Velvet’s buffs if manual). Noir can also beat if Alice, BMilk, or XLud (if used as a primary B3) doesn’t have enough ammo.
Interestingly, Velvet is more beginner-friendly than many other units. Even though she has no offensive Burst buffs, she becomes an infinite MG—which is a boon to new players because its incredible range helps clean far enemies. Other units, such as, RRH are better for this, of course, but the lack of Max Ammo OL make them less dependable at the beginning. Velvet (esp. in Tetra Tower) also helps with breaking hitcount shields and projectiles. XLud can do this alone, but two is better than one.
Velvet is a great Bossing unit. By realistic use case, she is as niche & meta as SElegg but, instead of Iron, she excels at Wind. If we want to nitpick, however, she is actually more versatile than SElegg because she also covers Neutral. If your DPS is Charge Damage-reliant, Velvet can beat Ada & Maxwell as an off-burst buffer.
Velvet's presence is in SR & UR. In SR, she works better as a DPS, although you can also use her as a support. Forming a Siren hypercarry comp will allow us to Burst with Velvet and maximize both their damage. Dissuaded by Velvet's Burst not giving offensive buffs? Don't worry—Velvet still buffs Siren through Burst's increased ammo consumption. Indeed, the rest won't get buffed, but that's why you should use supportive units instead like HelmTr, XLud, Crown, Label, and RH B1. Note that, if you use Label, you must Burst with her. Siren's Burst's buff is weak, so you can sacrifice hers.

In UR (and in other Wind-weak Bossing content where you only need 1 team) and in SR if you don't want to go DPS, Velvet works as a support. Pair her with units such as Siren, Nayuta, SBS, and Liberalio to witness a modest but noteworthy boost in damage! They make the best singular Wind-weak comp at the moment, without both Crown and MMast! Wow! That being said, Velvet is only worth using as a support if you have Siren because her ability is specialized for her. It's also only worth it if the Wind carries are built.
In non-Wind-weak content where an off-burst buffer is desirable, Velvet can be a strong contender. Her off-burst buffs are obviously not the best; her ATK buff has a lower ceiling despite applying to the whole team, and Charge Damage cannot benefit the majority. However, when that Charge Damage actually contributes, she actually edges out Ada Wong, Maxwell, and naturally HelmTr. As a teamwide ATK buffer without limitation (Ada can only affect B3, Maxwell can only affect two), she competes with Privaty and Noir.

Velvet's use in PvP is niche, and the situation where her quirky kit would be useful is hard to come by. Treat her as a Maxwell instead, an off-burst who can strengthen the team. Whereas Maxwell has a higher ATK buff for your DPS, Velvet has a teamwide ATK buff and Charge Damage boost. This Charge Damage boost can matter in PvP even if basic attacks aren't your main source of damage. Small damage accumulated = big.
Velvet also has a latent synergy with Siren. Now, we usually only use Siren as a disruptor in PvP, but who says we can't use her as a DPS? The time to realize that has come! Though, we don't recommend doing that, really. It's more of a meme team than any.
Velvet's oldfangled ammo steal doesn’t work because it calculates against base ammo. Thus, RLs and SRs will not lose ammo at all. And, since most Arena units are SRs/RLs, what can it do? It could have done a lot, but it doesn’t work.
Line rerolling is only advisable if you use Velvet as a DPS. As a support, focus on leveling gear only. Gear level is needed because Velvet offers caster's ATK buff. You may need to OL and upgrade Helmet, Gloves, and Vest, but not Boots. As a reminder, ATK OL does not affect caster's ATK buff.
While we discourage rerolling, it doesn't mean Velvet can't benefit from it—if you want to optimize her supportive performance, aim for 2× Max Ammo + 4× Charge Speed to make her expend ammo faster and trigger Siren's S2 more. This also allows her to be quick-shotted for burst gen between Full Bursts (remember, this is not recommended as a DPS), but use other units if possible. If you are investing in CS/Max Ammo, might as well Manual support Velvet to skip animation for faster shots.
You don’t need Max Ammo if you pair her with units that buff Reload Speed (and can reach a high enough value that it becomes trivial).
As a DPS, Velvet wants ELE & ATK first and foremost. You don't need Max Ammo because she gets infinite ammo during Burst. Priority: [ELE > ATK > Crit DMG/Crit Rate].
An optimal generalist build would be 4× ELE, 4× ATK, 0-2× Max Ammo, and 2-4× CS. DPS performance is more desired in Solo Raid, but is not sought outside unless your roster is incomplete.

As a support, Velvet wants S2 upgrades. As a DPS, Velvet will additionally want Burst. S1 has barely any impact but matters to a DPS Velvet. Priority is [S2 > Burst >> S1].

In PvP, if Velvet is used to redirect skills that target the highest ATK, consider leveling.

If using Velvet as a support, the very least you can do is max S2.

Only important as a DPS (she Bursts).
As a support, she doesn't Burst, so upgrading this skill is pointless.
In PvP, Velvet usually doesn't Burst, but if she Bursts or is used as an emergency B2, consider leveling.
As a DPS, since Velvet has infinite ammo, Bastion or Resilience has a useless primary skill. Destruction can be more powerful if the enemy regularly sports new parts. Do consider cube level, however, as the ATK stat + ELE can matter more.
As a support, Velvet doesn't have infinite ammo, so you should stick to Resilience or Bastion for easier burst gen-ning and smoother gameplay. Or, you can use Adjutant to boost her Charge Speed, so Siren can shoot more during the 10s Full Burst, but that's only if you have too much Ammo. If unsure, just use your highest level cube to strengthen her caster's ATK buff.
In PvP, Tempering or Adjutant can be used, or use your highest level cube.
As a support, Velvet scales with Doll well. The extra base ATK stat enables her to buff better. SR 5~15 is recommended.
As a DPS, Velvet ironically scales with Doll worse because she switches to MG during Burst (and SR Doll Weapon Skill is Charge Damage▲). She also has no meaningful personal ATK▲ (unless OL has) to dilute the pool with her base stat. You still want to level her Doll for damage, though. SR 5+ is recommended & SR 15 should be highly considered since you will use her as a support outside SR anyway.
Makes the Wind team great even more and saves Crown for other teams (in UR).
Two distinct paths: Support and DPS. Apart from our generalist build, she can be built in 2 different ways for two different specializations.
Brings a new mechanic (ammo expend) that might be useful in the future. For now, it’s strong for Little Mermaid - Siren.
Can be a decent off-burst buffer with the right units, especially if they benefit from Charge Damage▲.
Good in Tetra Tower.
Cheap as a support (only needs Skill 2 and OL [unless you optimize her lines]).
Infinite-ammo MG B2 without OL is a first. Despite not giving buffs on Burst, newer players who don’t have access to OL and hence their MG DPS are inadequate (no Max Ammo) can use her infinite ammo to break Glasses or eliminate far enemies.
You should pull her for 2 BIG reasons.
Charge Damage▲ doesn’t work for everybody.
Outside of Wind-weak, she may struggle to find place from competing with Ada, HelmTr, Maxwell, and other off-burst buffers that may have better synergy.
Her S1 doesn’t work at the start of the match — probably bugged.
Her Ammo Steal scales on base, which means it won’t affect RL/SR. For some reason, SG still loses 1 ammo.
Her kit looks PvP, but she’s bad at PvP.
Her Burst confers fake infinite ammo, so no MirandaTr guaranteed crit strat.
Two different build paths mean you have to choose her specialization — or settle with our generalist build.
No team buffs as a DPS. If you use DPS B3 with her, they lose damage. Use supportive B3 to minimize damage loss and to buff her instead.
Forced to off-burst as a support. No other FLEX because she IS the FLEX.

Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right.
