Should You build? (TLDR):
NORA is a 4* Spirit character and is the second unit from the Atomic Hearts collab, given for free. As the resident naughty and insatiable arsenal master from the original game, NORA brings her own flavor of being a reliable weapons provider by being a support that uniquely specializes around preserving, ranking up, and buffing unused Precast cards.
Only really consider building NORA if you want to try a gimmicky playstyle and do not mind “throwing away” resources. At the end of the day, she’s a 4* unit and is hardly competitive in any shape or form, and as such, stellar performance should NOT be expected from her. She is, by all means, a just for fun character.
Consider building her if:
You want a unique, gimmicky playstyle;
You want a budget support option for specific teams;
MOST IMPORTANT FACTOR: You like her.
Consider saving your resources if:
You’re not particularly looking for a gimmicky playstyle;
Your teams are complete;
You only care about optimizing your teams;

Provides buffs to ranked incantations.
Preserves unused precast cards for later use.
Provides free rank-ups.
Completely passive playstyle, unique from other lower rarity units.
Extremely low stats since she’s a 4* unit.
No real team where she’s the BiS.
Very gimmicky.
Cannot realistically compete with other 6* support units.
Gameplay & Mechanics
NORA’s entire kit revolves around her Insight, “The Best Repair Vendor”. Basically, she provides value by simply existing in a team where she can store Precast incantations, and then put them back on the spelldock using her Ultimate (also while applying a buff to Ranked Incantations) during the team’s burst window.
Generating her Ultimate isn’t a problem either. NORA gains Moxie (up to 2 per round) whenever she stores a Precast incantation, thus, as long as the team is constantly generating Precasts, gaining Moxie on NORA isn’t a problem.
There’s no real gameplay loop to her. Just deploy her, gather her Ultimate and store Precasts, and unleash everything once you’re ready to deal damage.
Synergies
Since NORA’s kit revolves around Precast cards, you’ll want units who can consistently create Precast Incantations to give her a steady stream of Moxie.
Marcus - one of the beneficiaries from NORA’s kit. With her Euphoria, Marcus can consistently generate Precast Incantations, all of which can be stored away by NORA for later use.
Windsong - NORA makes stockpiling Windsong’s cards more manageable and comfortable. The “Preservation” effect also lets you bypass the spelldock limit, making NORA great in long-cycle Windsong set-ups.
Recoleta - a bit of a fun dark horse synergy. NORA allows Flood of Fiction to be stowed away for later use, removing its “Precast” tag, meaning Flood of Fiction can be stockpiled and can permanently exist on the player’s hand. This opens up fun shenanigans like unlimited ultimates from your chosen DPS.
Vila - Song of Inspiration is a Precast card, and thus can be stowed away by NORA, perfect when NORA is played in a Rank-Up team.

You’ve heard of J ulting 3x per turn. Now, witness J ulting 10x in a row. Turns any unit into a Windsong-esque unit, but stacks their ultimates instead using all the stockpiled Flood of Fiction cards.
Build
Psychube
The Fluttering Moment - Lorentz Butterfly’s signature chube. NORA’s Insight rewrites stored cards with the “Preservation” tag, which meets the 2nd half of the chube’s requirements. If played with Marsha or Isolde, it’s possible to meet the 1st half conditions.
Your Friendly Exorcist - An An Lee’s 5* chube. Can be used on NORA when played in Plant / Rank Up teams for a 12% teamwide damage increase.
Melodies Old and New - Fatutu’s 5* chube. Unconditional 9% damage increase for the entire team.
Resonance

Recommended pattern: Delirament. Maximizes NORA’s survivability. However, take note that it’s not worth investing a resonance pattern on a 4* unit for a marginal increase.
Portrait
All her Portraits are available for free, so there’s no reason not to use her outside of Portrait 5.
