Thunder Begets Life

Yin-Yang Balance

  • When Buling obtains Minor Yin and Minor Yang, she enters the Yin-Yang Balance state, replacing her Resonance Liberation - Flashing Thunder Spell with Resonance Liberation - Flashing Thunder Spell: Harmony.

Flashing Thunder Spell - Harmony

  • Attack the target, dealing Electro DMG and generating a Five Thunders Spell Array at the target area. The array deals Electro DMG and inflicts 2 stacks of Electro Flare on all targets within it every 2s, lasting for 24s. When Five Thunders Spell Array is active, all Resonators in the team enter the Thunder Spell - Primordial Qi state.

    • While in the Thunder Spell - Primordial Qi state, when any Resonator in the team casts Intro Skill, Thunder Spell - Primordial Qi becomes Thunder Spell - Yin and Yang.

    • Thunder Spell - Yin and Yang grants 10% Resonance Skill DMG Bonus to all active Resonators in the team. When any Resonator in the team casts Intro Skill during this state, Thunder Spell - Yin and Yang becomes Thunder Spell - Heaven, Earth, Mind.

    • Thunder Spell - Heaven, Earth, Mind grants 25% Resonance Skill DMG Bonus to all active Resonators in the team.

Minor Yang and Minor Yin

  • Minor Yang is obtained after casting Heavy Attack - Mountain Over Thunder or Heavy Attack - Thunder Over Mountain.

  • Minor Yin is obtained after casting Heavy Attack - Twin Mountains or Heavy Attack - Twin Thunders.

Pros & Cons
Pros

  • Good generalist buffing reminiscent of already known viable Supports like Verina and Baizhi, featuring her own constant off-field healing while being able to inflict Electro Flare on enemies (may be relevant for future use cases);

  • Needs close to no investment whatsoever to perform;

  • As a 4-star character, it is quite easy to access permanently alongside Sequence nodes;

  • Basically always better than Baizhi. A new 4-star release that has a solid use case for once!

Cons

  • Almost always worse than Verina as a generalist. For endgame-level accounts who already own specialized Supports for specialized teams (different forms of Rover, Chisa, Lupa etc.) as well as Shorekeeper, she may never see use;

  • A lot of her general buffing potential is tied to Skill damage dealers, which limits teams where she stands out, as well as her S6, which is not easily accessible in the short-term;

  • Lacks a Death Resist ability like Baizhi at S5, or Shorekeeper and Verina’s second passives. Other Supports will be favoured if players want this kind of survivability perk on their team (however, this is optional and doesn’t hinder team damage).

Review

Buling is a 4-star Electro Rectifier Support character with abilities ranging from healing, to Electro Flare/Rage application, to general and specialized buffs oriented towards Skill damage dealers. Specialized in buffing Skill damage Main DPS characters like Carlotta and Phrolova, while retaining more generically applicable buffs for account-wide use, Buling is a character with easy gameplay yet pretty viable buffs that are definitely worth checking out.

Key Mechanics & Buffs

Buling’s kit allows her to provide the team with the following array of buffs & utilities when fully executing her rotation:

  • 10% team-wide Skill DMG Bonus for 24s after casting her Enhanced Ultimate and any character’s Intro, which can go up to 25% when a Second Intro is cast (goes up to 50% at S6);

  • 15% team-wide General DMG Amplification for 30s when casting her Outro (doesn’t expire when swapping);

  • 25% team-wide ATK for 20s with the Rejuvenating Glow Echo set and Fallacy of No Return (which she should always run in her current teams);

  • Healing on her Intro, some of her Heavy Attacks and her Outro (constant off-field healing to the active character);

  • Periodic Electro Flare application via her Intro and enhanced Ultimate (turns into Electro Rage at 10 stacks or above - deals periodic damage to afflicted enemies, possibly enhanced if Electro Rage is also applied up to 10 stacks);

  • Small amounts of enemy grouping via her Skill.

As can be seen above, a lot of her kit revolves around building up to an Enhanced Ultimate, and that is indeed the focus of her kit; obtained by activating 2 of her unique set of Heavy Attacks, Buling’s gameplay revolves around generating and consuming at least 4 Trigrams in order to access her Enhanced Ultimate to apply the majority of her buffs to then end her rotation.

Moveset & Rotation

Aside from some specific Heavy Attacks, Buling will always use almost all of her moveset to execute her rotations so all of her available moves are worth using. They all revolve around accomplishing the goal of generating enough Trigrams to access her enhanced Ultimate.

Buling possesses several ways to generate Trigrams, including her Basic 2, Basic 4, Skill and Mid-Air Attack. We make use of all of these features in her rotation. She can generate Thunder Trigrams and Mountain Trigrams, the former being acquired via her Basic 4, Skill and Mid-Air Attack while the latter is only acquired via her Basic 2. This causes an imbalance of Trigrams and she will tend to generate many more Thunder than Mountain Trigrams. Different Heavy Attacks exist depending on the combinations of Trigrams, but in practice we will use the “Mountain over Thunder” and “Twin Thunders” attacks to execute our rotations (since they can be generated in this order the quickest).

To do so, we generate a Mountain and Thunder Trigram by executing a Basic Attack 2 into Basic Attack 4 (during the Opener, to generate extra Concerto Energy) or Mid-Air Attack (during her loop rotation, since her Intro gives the Concerto needed), then we can use her Skill which directly combos into her Basic 4 for 2 quick extra Thunder Trigrams. Since we’re holding the max of 4 Trigrams, we can then cast her Heavy Attacks to access our Enhanced Ultimate and finish her rotation.

Buling’s Dodge Counter also allows her to directly transition into her Basic Attack 3, which means it’s perfectly usable to follow with the rest of your rotation if necessary. Even if no Mountain Trigrams end up being generated, there’s no need to worry; all Heavy Attacks give the same amount of Concerto Energy and the rotation will work fine.

Meta Position & Conclusion

Overall, Buling is a 4-star Support that unfortunately won’t have a position on the teams of most endgame accounts. While she is a solid universal Support, and she at least stands out from Baizhi in this role often providing more personal damage and a more consistent rotation with very similar general buffs, yet stronger specialized buffs, Buling does not provide more utility than any other dedicated Support or general 5-star Support like Shorekeeper and Verina do to begin with. Verina’s rotation being one of the shortest in the game while still providing close to the same buffing strength means that Buling’s slightly higher personal damage (which is not particularly praise-worthy) does not allow her to stand out, even at S6. However, Buling does match Verina in some teams, being the Carlotta and Phrolova teams as they are both primarily Skill damage dealers. This enables Buling to buff those characters as well as Verina, albeit with slightly increased rotation time (again, only at S6).

While Buling’s buffing profile is theoretically universally strong for all Skill damage dealers, a lot of her buffing utility (25% Skill DMG Bonus) is locked behind her S6, on top of having very high Energy requirements before her S2 (which makes optimizing her for damage below that threshold much harder). In terms of general use cases, Buling is not comparable to Verina and suffers a lot of comparison from the easy to access Spectro 5-star generalist that can slot into pretty much any team effectively. Buling also sees very little use in teams with certain Skill damage dealers like Jinhsi since she lacks the Coordinated Attacks required to make Jinhsi generate her Forte stacks that enable her damage, which makes her suffer from an even bigger gap in team damage with a support like Verina, whether Buling’s S6 is factored in or not.

In conclusion, Buling is a viable generalist 4-star Support, she suffers from comparisons with the previously generally strong 5-star Supports and other dedicated team Supports like Spectro and Aero Rover which serve unique roles in their teams that Buling cannot fulfill. While this means Buling can very much be considered an alternative Support choice in several teams (particularly Skill damage-focused ones) and can allow newer accounts to compose teams with a multitude of generalist Supports for endgame contents, in the meta Buling will lack a spot on a lot of endgame accounts as she doesn’t stand out enough in any single given team. However, she can very much be considered if you need one extra Support for your endgame teams!

Best Weapons

1

Stats at Level 90: ATK: 500 | CRIT Rate: 36%

The best overall weapon for all Rectifier damage dealers. While Buling is not a damage-oriented character being mostly a Support, she does want to optimize her damage ideally since none of her buffs scale off of a particular stat or condition. As Stringmaster is the best general option for Rectifier damage dealers, it is also the strongest option on Buling thanks to its huge universal damage buffs.

2

Stats at Level 90: ATK: 588 | CRIT Rate: 24.3%

As another strong generalist option, Phrolova's Signature enables Buling to deal a good chunk of damage while not packing as much of a punch as Stringmaster, making it the second best option available for her.

3

Stats at Level 90: ATK: 500 | CRIT DMG: 72%

Mostly an ATK and CRIT DMG stat-stick for Buling, who can barely stack its Basic Attack DMG-oriented effect, but it can still be used decently on her.

4

Stats at Level 90: ATK: 500 | Crit. Rate: 36%

Simple ATK and CRIT Rate stat-stick for Buling, who does not benefit from this weapon's Spectro Frazzle-oriented effects.

5

Stats at Level 90: ATK: 500 | ATK: 54%

Strongest permanently available option, which grants a lot of ATK and increased Energy Regen as well as some minor amounts of Basic Attack DMG to the wearer which Buling uses decently. One of the strongest options to increase Buling's Healing capabilities while simultaneously increasing her damage by a solid amount, this option can be considered even over above options in order to optimize Buling's Sustain capabilities.

6

Stats at Level 90: ATK: 462 | ATK: 18.2%

Fully F2P-accessible craftable weapon that capitalizes on Buling's ability to instantly apply Electro Flare on her enemies, which allows this weapon's ATK-increasing passive to be quickly stacked up to the maximum effect for a lot of ATK buffing in total. Still pales in comparison to any 5-stars due to a lack of solid Base ATK.
Best Echo Sets

Best Echo Sets show the best sets that support the main character playstyle and work out of the box while the Special Echo Sets either are situational, support an alternative playstyle or are targeted toward min-maxers. The percentage numbers showcase the relative DPS increase when you take into account the set bonus only. For some characters there's no DPS (or its equivalent) available and in that case we listed the sets in the order of priority.

Best Echo Sets

1

2 Set: Healing increases by 10%.

5 Set: Upon healing allies, increase ATK of the entire team by 15%, lasting 30s.

Offers a 10% unconditional Healing% boost and an most importantly a 15% ATK% boost for the entire team, lasting 30 seconds whenever you heal yourself or any of your allies. This bonus can be triggered by character abilities and weapon effects, is easy to keep active 100% of the time and is a big help for all party members.

Below you can find Main Echo options that you should be using with the set:

  • Echo Image
    Fallacy of No Return
    - Grants 10% increased Energy Regeneration for the wearer and a team wide 10% ATK boost on use for 20 seconds. A strong option for those looking to generate as much energy as possible or who favor a more permanent party buffing effect compared to Bell-Borne Geochelone.
  • Echo Image
    Bell-Borne Geochelone
    - While nowadays a worse option for the Rejuvenating Glow set for damage than the Fallacy of No Return due to a shorter buff uptime, only granting 10% DMG Bonus for 15 seconds, the Bell-Borne Geochelone remains a good choice if you don't have a good Fallacy to use for the set. It also has increased survivability by blocking 50% of the damage from a max of 3 hits if you desire to have that in your team.

Sequence review

Since Buling is a Support character who deals very little personal damage, calculating her Sequence value won't paint the proper picture of how valuable they are. For this reason, we're instead providing notes on her Sequences to illustrate each of their value for Buling:

  • S1 - This Sequence has rather low value but it does give Buling 20% extra CRIT Rate on her strongest attack, which makes for a small personal damage boost on average; however it's nothing really worth caring about.
  • S2 - Medium value. It provides Buling with a lot of extra Energy which significantly lowers her Energy Regen requirements, potentially allowing for both of her Cost 3 Echoes to be damage-oriented, which can provide a meaningful boost to her personal damage.
  • S3-S4 - Low value. Both of these sequences only provide minor increases to Buling's sustain capabilities which doesn't contribute at all to team damage and only matters if the player is getting frequently hit by enemy attacks. Overall very situational.
  • S5 - Low value. This Sequence provides Buling with extra Electro Flare application on enemies hit by her enhanced Ultimate on cast. This could be useful in the future if Buling obtains any Electro Flare-related synergies, but as things stand it only represents a very minor increase to her personal damage.
  • S6 - High value. This is Buling's highest value Sequence node since it allows her to provide the Main DPS of her team (which will be the main recipient of her buff) with a total of 50% Skill DMG Bonus instead of the standard 25%. This represents a significant increase to her buffing capabilities and makes her stand out from Verina as a Skill DMG-oriented buffer in certain teams.
Best Endgame Stats (Level 90)

Important! CRIT DMG has base value of 150% and Energy Regen has a base value of 100% when you check them in game. The recommended values below don't include the base value but rather show how much on top of it you need to obtain.

  • HP: 15000+

  • DEF: 1250+

  • ATK: 1500-2000+

  • CRIT Rate: 55-70%+

  • CRIT DMG: 110-155%+

  • Electro DMG Bonus: 30-60%+

  • Energy Regen: 25%+ (S2 and above) OR 60%+ (S0-S1)

Rotation

Below you can find optimal rotation (or rotations) for Buling. When selecting the rotations we prioritized achieving 100 Concerto as fast as possible and once that condition was fulfilled, we focused on maximizing the damage output. As or if new and more optimal rotations are found, we'll update the characters calculations as needed.

Buling’s gameplay loop is rather simple and leaves little room for optimization beyond learning her rotation correctly. Lacking in strong Swap Cancel windows and having a very straightforward rotation makes her a linear Support character that works in a simple, yet quite effective manner.

To generate her 4 Trigrams necessary to conclude her rotation, she must use several key abilities being her Basic 2, Basic 4, Skill and Mid-Air Attack, which we can combine to create the following rotations:

Opener Rotation:

As Buling is the Support of the teams where she’s involved, in a lot of situations, she will want to open the team’s rotation cycle without an Intro as follows:

  • Basic 1
  • Basic 2
  • Basic 3
  • Basic 4 (Cancel animation endlag via Skill)
  • Skill
  • Basic 4
  • Heavy: Twin Thunders
  • Heavy: Mountain Over Thunder (Cancel animation endlag via Ultimate)
  • Ultimate: Flashing Thunder Spell - Harmony
  • Outro
Loop Rotation:

If Buling has an Intro available, she gets much more Concerto Energy for herself thanks to it. This allows her to use the following rotation which is shorter than doing 2 Basic 4’s:

  • Intro
  • Basic 1
  • Basic 2 (Cancel animation endlag via Jump)
  • Jump
  • Basic: Mid-air Attack (Cancel animation endlag via Skill)
  • Skill
  • Basic 4
  • Heavy: Mountain Over Thunder
  • Heavy: Twin Thunders
  • Ultimate: Flashing Thunder Spell - Harmony
  • Outro
Synergies

Below you can find a list of some of the stronger synergies between this character and others.

Buling can be used as a generalist Support for basically any team in the game and have a good amount of team utility thanks to her Outro and Healing capabilities, however keep in mind her Skill DMG buffing potential will be wasted if she isn't paired with a Main Skill DMG-oriented DPS, which makes her best used with the following:

Example Teams

If a column has multiple characters, the bigger one is the priority choice for the team while the smaller ones are alternatives. If they are the same size, either of them can be used.
