Phrolova floats in the air and commands Hecate to fight. Hecate will share Phrolova's stats and statuses, and damage dealt by Hecate will be considered coming from Phrolova. Hecate's attacks will not remove the target's Hazy Dream state.
During this period, Phrolova plays the Volatile Notes in turn. Each Volatile Note holds for 4s.
If Phrolova is the active Resonator on the field, she can give the following cues to Hecate. Any damage taken by Hecate in this state affects Phrolova as well.
Cue - Basic Attack: Press Normal Attack to command Hecate to cast Basic Attack - Hecate. When Phrolova is the active Resonator on the field, for every 2 times Hecate casts Basic Attack - Hecate, the next Basic Attack - Hecate is replaced with Enhanced Attack - Hecate.
Cue - Dodge: Press Dodge to command Hecate to dodge an attack. Hecate takes no damage from a hit successfully Dodged.
Cue - Reset: Press Jump to reset Hecate's position.
Cue - Curtain Call: Press Resonance Liberation to command Hecate to cast Curtain Call and end the Maestro state.
When Phrolova is not the active Resonator, Hecate takes no damage and automatically casts Basic Attack - Hecate to attack the target. When Resonators in the team cast Echo Skill, Hecate casts Enhanced Attack - Hecate to attack the target. This effect can be triggered up to 10 times in total during Phrolova's Maestro state. Echoes of the same name can trigger this effect 1 times.
Switching back to Phrolova ends Maestro state.
Ending Maestro state removes all Volatile Notes.
Basic Attack - Hecate
Perform up to 2 consecutive attacks, dealing Havoc DMG (considered Echo Skill DMG).

When Phrolova is the active Resonator on the field, end the Maestro state.
When Phrolova is in the Maestro state, switch to Phrolova without casting Intro Skill.
When Phrolova is not the active Resonator and the Maestro state ends, switch to Phrolova without casting Intro Skill.
When Phrolova is in the Maestro state, press Resonance Liberation.
When Phrolova is in the Resolving Chord state, hold Resonance Liberation.
When in Resolving Chord state, casting Curtain Call removes all Volatile Notes and ends the Resolving Chord state.
Rhapsody of a New World
Basic Attack - Movement of Fate and Finality
When in Reincarnate, press Normal Attack on the ground to cast Movement of Fate and Finality, which Stagnates the target, dealing Havoc DMG (considered Resonance Skill DMG) and ending Reincarnate afterward.

When in Reincarnate, press Resonance Skill on the ground to cast Murmurs in a Haunting Dream, dealing Havoc DMG (considered Resonance Skill DMG) and ending Reincarnate afterward.
Aftersound
Phrolova can hold up to 24 stacks of Aftersound.
When Phrolova is not the active Resonator, casting Enhanced Attack - Hecate: Strings, Enhanced Attack - Hecate: Winds, and Enhanced Attack - Hecate: Cadenza grants 1 stacks of Aftersound.
When Phrolova is out of combat, all stacks of Aftersound are removed every 30s.
Volatile Note
Phrolova can hold up to 6 Volatile Notes. When Volatile Notes reach the max number, gaining new Volatile Notes moves all Volatile Notes one slot to the left, and the leftmost Volatile Note - Strings or Volatile Note - Winds will be removed.
Hitting a target with Basic Attack Stage 3 or Movement of Fate and Finality grants 1 Volatile Note - Strings.
Hitting a target with Resonance Skill Whispers in a Fleeting Dream or Resonance Skill Murmurs in a Haunting Dream grants 1 Volatile Note - Winds.
When Inherent Skill - Accidental is activated, casting Suite of Quietus, Suite of Immortality, or Echo Skill grants 1 Volatile Note - Cadenza.
Phrolova cannot obtain Volatile Notes during Resolving Chord.
Accidental
Casting Echo Skill grants increased resistance to interruption and reduces damage taken by 30% for 15s.
After casting Suite of Quietus, Suite of Immortality, and Echo Skill, the next Volatile Note becomes Volatile Note - Cadenza.
Octet
Obtain 10 stacks of Aftersound upon entering battle. This effect cannot be triggered again within 4s after exiting the combat state. For every 1 stacks of Aftersound, Crit. DMG is increased by 2.5%.
When Aftersound reaches the max, each new stack of Aftersound increases Phrolova's Crit. DMG by 1%, up to 100%. The increased Crit. DMG is removed when Aftersound stacks are cleared.
Suite of Quietus
Suite of Quietus
Attack the target, dealing Havoc DMG.
Press Normal Attack shortly after casting this skill to cast Basic Attack Stage 3.
Suite of Immortality
When in the Maestro state, the next Suite of Quietus is replaced with Suite of Immortality. This replacement is cancelled if Curtain Call is cast while in this state. Suite of Immortality deals Havoc DMG (considered Resonance Skill DMG) and Stagnates the target.
Press Normal Attack shortly after casting this skill to cast Basic Attack Stage 3.
Unfinished Piece
The incoming Resonator gains 20% Havoc DMG Amplification and 25% Heavy Attack DMG Amplification for 14s or until they are switched out.
If Phrolova is in Maestro state when she casts this skill, Hecate additionally casts Enhanced Attack - Hecate 2 times when Phrolova is switched off the field while in the same Maestro state duration.
Sequence Node 1
The DMG Multiplier of Movement of Fate and Finality is increased by 80%.
The DMG Multiplier of Murmurs in a Haunting Dream is increased by 80%.
If Phrolova has less than 2 Volatile Notes when she is not in the Maestro state and stays out of combat for 4s, she gains Volatile Note - Cadenza until she has at least 2 Volatile Notes.
Sequence Node 2
The DMG Multiplier of Scarlet Coda is increased by 75%. Aftersound now additionally increases the DMG Multiplier of Scarlet Coda by 75%.
Casting Scarlet Coda grants 14 stacks of Aftersound.
Sequence Node 3
Echo Skill DMG is Amplified by 80%.
Casting Scarlet Coda will convert all Volatile Notes to Volatile Notes - Cadenza in turn. Targets hit by Enhanced Attack - Hecate: Cadenza will have their ATK reduced by 20% for 15s.
Sequence Node 4
Casting Echo Skill grants 20% Attribute DMG Bonus for all Resonators in the team for 30s.
Sequence Node 5
Upon entering the Maestro state, generate a field to Stagnate the nearby targets, which lasts for 4s. Leaving the Maestro state or switching to other Resonators removes the Stagnation effect early.
Damage taken during the Maestro state is reduced by 30%.
Sequence Node 6
The DMG Multiplier of Enhanced Attack - Hecate is increased by 24%.
During Movement of Fate and Finality and Murmurs in a Haunting Dream, command Hecate to cast 1 Apparition of Beyond - Hecate, dealing Havoc DMG equal to 216.42% of Phrolova's ATK (considered Echo Skill DMG) and granting 8 stacks of Aftersound on hit.
If Phrolova is not the active Resonator during the Maestro state, targets take 40% more DMG from Hecate and Phrolova. If Phrolova is the active Resonator during the Maestro state, gain 60% Havoc DMG Bonus.

Review
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
The premier Whimpering Wastes character since her release. Hecate is the best crowd control utility in the game, she deals fantastic damage relative to her field time, as it happens both on and off-field at regular intervals;
No Energy Regen requirements make building her easy - also, teams are very easy to form around her because Havoc, Skill, and Echo damage are 3 damage types that have a ton of options for buffers;
Her Outro buff paired with good personal damage relative to her rotation time makes her a good secondary for some Havoc/Heavy ATK damage dealers (particularly considering her rotation time) - literally will never be stranded for teammates.
Really bad permanent weapon options; Signature is really strongly recommended to compete;
Lacks damage numbers nowadays to be a sufficient Hypercarry DPS for Tower of Adversity, so she will have trouble dealing with that game mode without at least one of good gameplay, good investment, or good teammates surrounding her;
The pioneer of kits the size of the Empire State Building… RIP my easily read & understood characters.
Phrolova is a 5-star Havoc Rectifier DPS character best known for how meta-defining her release was. Phrolova is the gold standard of Whimpering Wastes; she’s almost defined by her presence in that specific endgame. Her kit focuses on everything ideal for WhiWa, on and off-field long-range attacks with quick in-and-out rotations, constant and evenly spread-out damage, and most importantly, the most impressive Crowd Control utility in the game in the form of her most important mechanic, Hecate, summoned via her Ultimate. Phrolova’s entire kit sums up to accessing that Ultimate as quickly as possible, and consequently making the most of it.
The text in this section is optional to read; it won’t really help you understand Phrolova’s kit any better, but we initially wrote it when making Phrolova’s review and thought it had some cool enough fun facts about the way Phrolova’s Forte is designed for you to read if you’re interested. So here you go:
Everything you need to keep track of in battle while playing Phrolova are a few key attacks you’ll access at certain points in her rotation, as well as her Forte gauge which resembles sheet music! So let’s analyze it and talk about music theory. Phrolova is playing a melody in treble clef, visible on her Forte gauge. This clef is used to sheet higher-pitched sounds (above the middle C on a piano). This clef is the most commonly used as it covers sheets for a wide variety of popular instruments including a lot of well-known string, wood and brass instruments such as, who could’ve known, the violin! That’s the thing Phrolova plays! But, she also uses a wand iconic of orchestra conductors to command Hecate, her partner who does attacks depending on the kind of notes she’s playing. She plays 3 quarter notes (also known as crotchets) in every bar. This is a time signature commonly used for Waltz Dancing! Kuro did really cool references to this character’s interests when designing her Forte, so props to them for that.
Regardless, in the Wuthering Waves world, this translates to about 1.5 to 3 seconds per Hecate attack (depending on whether it’s enhanced or not). Given our prior analysis on top of the fact she’s playing 6 notes total over a minimum of 9s (and a max of 18s!), we’re pretty sure she’s playing the slowest string of random notes known to mankind. Also, when you actually see Phrolova play the violin in-game, not only is she holding it super far away from her chin, which isn’t how you play the violin at all, but she’s playing the same notes over and over and somehow the background music sounds different. We honestly think she has superpowers if she’s supposed to be the one playing that.
Phrolova can actually play different melodies depending on how you operate her rotations in game. She acquires notes in a few manners, and has 3 different types of notes she can play.
String note: This is acquired by performing Basic Attack 3 or Enhanced Basic Attack and it has the effect of stagnating enemies;
Wind note: This is acquired by performing Skill or Enhanced Skill and it has the effect of grouping enemies;
Cadenza note: This is acquired twice per rotation by using any Intro or Echo Skill and it has the effects of both Wind and String notes at once.
We mentioned Phrolova has enhanced Basic Attacks and Skills. She accesses them by casting Basic Attack 3 or Skill. Her enhanced Basic Attack gives higher damage while her enhanced Skill is better at controlling multiple enemies, so what kind of note you choose with your Enhanced attacks should depend on what kind of encounter you’re facing, but in practice sticking to Enhanced Basics with most Phrolova compositions is fine - feel free to experiment with Enhanced Skills in Whimpering Wastes though.
It’s also worth noting some notes simply won’t be changeable as they’ll be acquired by doing Basic 3’s and Skills which are the quickest way of accessing Phrolova’s Ultimate — which is your end goal, so you should always be rotating in that manner.
Speaking of her Ultimate, it has a strict 25s cooldown as it requires a Forte Heavy Attack to be cast before using it. It costs 0 Resonance Energy and Phrolova does not have any Resonance Energy of her own. It also summons Hecate to play the notes Phrolova accumulated in sequence, automatically as she is off-field. Phrolova’s Ultimate gives her a massive 120% off-field self-ATK buff, and in total Hecate’s damage represents about half of her total damage (the rest being dealt on-field). Most importantly, Hecate will attack with slower and weaker regular attacks unless other teammates cast unique Echo Skills, queuing up 1 faster & stronger enhanced Hecate attack per unique Echo Skill cast.
While Phrolova attacks with Hecate, she gains stacks of Aftersound each time, increasing her CRIT DMG by 2.5% up to a cap of 24 (she also gains 10 stacks when entering battle). Additionally, each stack of Aftersound increases the DMG Multiplier of her Forte Heavy Attack by 82.55% (additive). Each stack exceeding the cap of 24 will increase CRIT DMG by 1% (Not having this fully stacked right away is what makes her first rotation much weaker than the following ones). This extra CRIT DMG keeps ramping up as long as Phrolova isn’t out of combat, meaning she keeps getting stronger as the battle goes on. This can add up to temporary endgame buffs such as the one in Tower of Adversity 3 & 4, where she really starts dealing huge damage towards the end of the fight.
Lastly, Phrolova’s Outro amplifies Havoc DMG and Heavy Attack DMG by 20% and 25% respectively for 1 character, and queues up 2 extra Enhanced Hecate attacks to perform next.4
By what we explained earlier, Phrolova’s goal is pretty clear: get your 6 notes up via Basic 3’s and Skills (3 total), cast your Forte Heavy Attack, finish all of that off with your Ultimate, Hecate does off-field attacks while you’re out. There’s however more to consider, such as how to access that quickly:
Basic 3 can be immediately cast after Intro. Without Intro available, Phrolova’s rotation requires more Basic Attacks, but it is best to cast her Ultimate first and have her start as the first member of your party in the rotation (to maximize uptime on off-field attacks and access her Enhanced Intro).
Switching her in from any other character while in combat immediately starts her at Basic 2, skipping Basic 1 entirely.
Her Intro has 2 variants, one being accessed without having cast her Ultimate, another with having cast it prior. The latter is significantly stronger than the former in terms of damage and acts as her Ultimate finisher and this instantly ends her Ultimate stance.
So essentially, the idea for her rotation is:
For most compositions, start your rotation with Phrolova by switching her in from any other character to cast Basic 2 and Basic 3. If an Intro is available, do Intro into Basic 3. In compositions with a general Support like Shorekeeper, Phrolova will still rotate last (provided you’re not in Whimpering Wastes and your Ultimates are available).
Do Enhanced attacks after every Basic 3 and Skill. After doing this 3 times, you’ll have generated enough notes to cast her Forte Heavy and unlock her Ultimate.
Finish the rotation off with your Ultimate then switch out, don’t forget to use your Echo during her rotation as well (typically best used after an Enhanced attack).
Phrolova is probably the most meta-relevant damage dealer from the 2.x version, Rinascita, and to this day retains use cases across basically all accounts that own her. She has the major downside of her Signature weapon being basically a requirement due to how much worse the permanent weapon options are for Rectifier damage dealers in general, but outside of that, Phrolova has practically no flaws, other than being part of a generation of damage dealers that’s simply weaker than the current standard.
Indeed, Phrolova being a late 2.x character simply does not compare to modern late 3.x characters like Hsin, Qingxiao or Yangyang: Xuanling in single-target damage output. This is her biggest and only real issue beyond her Signature weapon requirement. And that’s because Hecate is an insane Crowd Control utility, capable of keeping enemies stunned as long as Hecate casts enhanced attacks, or group them together essentially permanently in Whimpering Wastes. And that last part is particularly important.
Phrolova in Whimpering Wastes has been meta-defining since her release. As the Echo Skill engine kept getting expanded upon following her release with the likes of Qiuyuan, Sigrika and Lucilla, Phrolova has kept on acquiring new teammates that raised her ceiling in both gamemodes. While outshined by several options in Yangyang: Xuanling teams, her being a Havoc/Heavy Attack damage dealer also enables her to get carried as a Support in single-target-oriented teams; and all of this has good chances to remain true in the long term, though not guaranteed. Last but not least, she has 3 different avenues for teammates to buff her, being Havoc DMG, Echo Skill DMG & Echo Skill Casts, as well as Resonance Skill DMG. All three, added on top of generalist Supports, give her a huge variety of team options, and at the strictest minimum, Danjin+Buling will still allow her to get clearing scores in Endstate Matrix if literally all characters on your account are taken but them (even if that’s very difficult to make happen).
In conclusion, Phrolova is an excellent damage dealer to this day and the best-surviving DPS of the 2.x cast. Her notorious performance in Whimpering Wastes has led her to still retain a top spot in the meta of today, and although her numbers are weaker than the most modern DPS generations, that hasn’t stopped her from still seeing frequent use on all accounts, old and new, that chose her.

Best Echo set for Phrolova as it permanently gives her 20% CRIT Rate and 35% Echo Skill DMG Bonus, providing big boosts to the majority of her rotation. Additionally, this is a 3-piece set, meaning it can be combined with a 2-piece set effect of your choice. Only used on Phrolova as its effects can only be activated when the equipped character has 0 Resonance Energy, something only Phrolova can upkeep permanently. This set is best combined with your choice of:

Substats: CRIT RATE = CRIT DMG > ATK% > Skill DMG% > ATK
All recommended endgame stats portray a fairly good quality endgame build as a goal to aim for on most characters. However, don’t treat this as an end-all-be-all, and more of a suggestion.
All stat recommendations are given at S0 for 5-stars, S6 for 4-stars, and free characters (unless specified otherwise), based on total stats in the in-game stat-screen with the character out of combat but also active in the party (and hence some buffs may or may not apply). Any other precision may be directly specified. If not specified, Energy Regen requirements are estimated in the character’s best team.
HP: 15000+
DEF: 1100+
ATK: 2000-2500+
CRIT Rate: 60%+ (before Echo set bonuses)
CRIT DMG: 215-260%+ (before any Aftersound stacks)

Gameplay and teams
Phrolova’s rotation goal is to build up 6 notes as quickly as possible through her Basic Attacks and Skills in order to cast her Heavy: Scarlet Coda to access her Ultimate and switch out. Below are the most optimal ways to achieve this goal.
Use Nightmare: Hecate after her second Enhanced Attack (as there’s nothing other than a Dash to cancel it with otherwise). This is directly written into her rotations; in niche situations/team compositions, it’s also possible to Swap Cancel it when cast.
In teams without a generalist Support like Shorekeeper, Phrolova is always best used by doing her rotation first (particularly important in Whimpering Wastes’ First Half where no Resonance Energy is granted, as her Ultimate doesn’t require any to cast). She may rotate like so:
Switch in from any other character in combat
Basic 2
Basic 3 (Interrupt on first hit via Dash)
Dash
Basic: Movement of Fate and Finality (Cancel animation on cast via Skill)
Skill
Basic: Movement of Fate and Finality (Cancel animation on cast via Echo)

Basic: Movement of Fate and Finality (Cancel animation on cast via Heavy)
Heavy: Scarlet Coda (Cancel animation endlag via Ultimate)

Outro
At S1 and higher, Phrolova can and should skip her final Basic 123 → Dash → Forte Basic combo and cast Heavy: Scarlet Coda much quicker, since she generates 2 extra Notes through the S1. This allows for faster Openers (Loops remain unchanged, even in the first rotation, in order to consistently meet Support character cooldowns).
Optionally, if you want to privilege Forte Skills instead of Forte Basics, you can remove any Dash Cancels and cancel the animation of the Forte Skill when the portal opens in the animation instead (about half a second into the animation) to preserve its damage.
Easiest rotation to perform, doable once any Intro is available (should be prioritized when Phrolova’s Intro: Suite of Immortality is accessible as it deals a lot of damage on cast).

Rotation extension for Phrolova in teams that rotate in less than 25 seconds (her Ultimate’s cooldown). Should only be used on Loop Rotations as the Opener should be executed as quickly as possible. Anything over 4 Forte will result in any active Outro buffs on Phrolova expiring on the last hit of her Scarlet Coda though, which you really don’t want to happen.

Outro
As usual, the same concept can be used with Forte Skills, though this tends to not be recommended as Phrolova’s rotation starts getting really long at that point (Forte Basics can be cancelled quicker than Forte Skills, leading to faster rotations by about 0.2s per Forte).
Team #1: Best Team
Lucilla is only best in the 2nd slot with Qiuyuan as the 3rd, and is not recommended with Shorekeeper. In general, unless with Qiuyuan she pivots to the 3rd slot with another character Outro buffing Phrolova.
Team #2: Alternative Teams
Only use Sigrika alongside Qiuyuan. Danjin + Roccia is also a possible pairing where Roccia moves to the third slot.
Team #3: Dual DPS
Suisui and Chisa are only best with Yangyang: Xuanling - else, prioritize Shorekeeper.
Team #4: Phoebe Dual DPS
Similar concept to Jiyan, with Spectro Rover acting as the Support. One of Phoebe's best teams assuming Phrolova has her Signature weapon.
Team #5: F2P Team
