Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Best pick for Glacio Chafe, one of the best picks for Echo Damage, two of the strongest archetypes in the game right now - very meta pick as of her release;
Has no Energy requirements and a rotation that only requires 5 inputs, making her super easy to use and flexible;
Can focus more on personal damage or buffing depending on her role in the team, making her able to play into all possible Echo and Chafe teams as effectively as possible.
Her rotation restricts her quickswap potential by design, placing a large emphasis on animations that require her to stay actively on-field to perform or block any input (including swaps) from happening;
Common to all Rectifier characters, she has no good permanent alternatives to her Signature (Cosmic Ripples is never ideal) and due to a higher reliance on personal stats in Echo Mode, the limited alternatives become worse in that case as well;
Has the same problem as Denia, of 2 different sets for 2 different Resonance Modes, + 1 additional set for a specific team (so 3 different sets to build total to access her full flexibility), which may not be viable in terms of Echo materials for most.
Lucilla is a 5-star Glacio Rectifier Hybrid character who works as a 2nd slot buffer for Glacio Chafe and Echo Skill Damage-based teams according to her Resonance Mode. Her rotation is extremely straightforward and requires only 5 inputs to fully function in total, making her the easiest Hybrid to rotate with in terms of input count in the game, tied with Sanhua. However, to understand what makes Lucilla strong in which teams, and her meta value, a more in-depth explanation is necessary, so let’s dive into it:
Lucilla’s primary goal is to access her Ultimate, which requires no Energy, by accumulating 3 Photos to then consume them in her Ultimate stance via her Basic Attacks and becoming Princess Elsa from Disney’s Frozen (casting Letting It Go), fully restoring her Concerto Energy, deploying her buffs, and dealing a good amount of damage in the process.
These concepts sound simple, and sure enough, Lucilla is just as easy to play. Restoring 3 Photos requires performing her Intro followed by her Skill, which necessitates some timing to execute perfectly but getting a feel for that isn’t particularly complicated. Approximately a quarter of a second after holding down the Skill button, the circle that forms around Lucilla while she holds her Skill turns golden, releasing the Skill at that point will perform a perfectly timed Skill and allow Lucilla to cast her Ultimate at the end of it. Beyond that point, holding Basic Attack down will perform all necessary moves to conclude her rotation.
Now that her rotation has been covered, to understand her synergies and meta position, let’s discuss the extent of Lucilla’s buffs based on her Resonance mode.

Throughout her rotation, she either applies 25 stacks of Glacio Chafe (with another Chafe applier on the team like Hiyuki) or gives 40% Echo Skill CRIT DMG to the active character;
Casting Lucilla’s Hold Skill reduces Glacio RES by 8% or gives 25% Echo Skill DMG Bonus to all characters for 30s;
Her Outro Skill Amplifies Glacio Chafe DMG by 60% (30s, not lost on swap), or Echo Skill DMG by 50% (14s, lost on swap);
In Glacio Chafe teams, 5P Wishes of Quiet Snowfall + Glommoth will provide 37% Glacio DMG Bonus to the incoming character;
In most Echo teams, 5P Moonlit Clouds + Heron will provide 22.5% ATK and 12% General DMG Bonus to the incoming character;
In Echo Skill mode, each Photo consumed in her rotation counts as 3 different Echo Skill casts (like Qiuyuan’s Forte for example);
In the Phrolova team, Voidwing Moth will provide 12% ATK to the incoming character;
Lastly, Lucilla’s Signature provides 24% ATK to the team (standard for newer support Rectifiers).
In total, her ability to apply a huge amount of Glacio Chafe and buff the Glacio and Glacio Chafe DMG of 1 character on her team makes her very suited for Glacio Chafe hypercarry teams (a description obviously corresponding to Hiyuki), and in Echo Skill mode, she’s perfectly suited to buff damage dealers that lean fully into Echo Skill DMG on-field (a description befitting Sigrika).
Lucilla’s a very easy character to understand, whose synergies are obvious from the get-go due to the kinds of buffs that she provides. In Echo Skill teams, she’s perfectly suited to Sigrika + Shorekeeper, to buff Sigrika’s almost-exclusively Echo Skill DMG as hard as possible. Meanwhile, for Glacio Chafe teams, the only contender is Hiyuki as of her release, for whom she’s perfectly suited as well.
However, in Echo Skill mode, Lucilla does offer flexibility: wielding a 5P Moonlit Clouds Echo set, she can support not only Sigrika but also Galbrena, and using the property that she can never hold any Resonance Energy, 3P Dream of The Lost (Phrolova’s Echo set) works on her to make her even stronger damage-wise, fitting a pseudo-”Triple DPS” Phrolova Echo team.
Using these different and unique ways to build her, Lucilla can be a strong asset to a lot of accounts, being part of Hiyuki and Phrolova’s best team, and standing on equal footing with Qiuyuan for Galbrena and (most importantly) Sigrika teams, each offering their own specialties: Qiuyuan can synergize with Ciaccona for Sigrika and has a faster rotation, but Lucilla is more consistent due to her immunity during Letting It Go and offers more specialized buffs, making her better with Shorekeeper for Sigrika, but is more Signature weapon-reliant than Qiuyuan and works less effectively for Galbrena who doesn’t exclusively deal Echo Skill DMG in exchange.
In conclusion, Lucilla could very well be the Hybrid buffer you need to round out your Glacio Chafe and Echo Skill teams. While her use case with Hiyuki is obvious, and she is highly desired in that team composition, Lucilla will find a lot of use cases in a wide variety of Echo Skill teams, making her a particularly strong contender in the meta as of her release by her ease of use, buffing ability, and team composition strength.

Lucilla’s gameplay is very simple, barely changing between Glacio Chafe and Echo Skill modes. It consists of generating and consuming Photos as fast as possible, and for this she only has one way of doing it that guarantees all of her buffs:

During the Skill cast, the lens that forms around Lucilla has 2 grey areas, on which the arrows that circle around the lens need to land, for the Skill to be released at the perfect timing. At that point in time, the areas’ colour changes from grey to golden - you want to release the Skill button there.
Additionally, since Lucilla’s Ultimate will not come up before Skill has fully landed, you’re free to spam Ultimate until it casts and - if on Glacio Chafe mode - you may do the same for Outro by spamming swap during Letting It Go as well.
