Casting the skill deploys Ceaseless Landscape that lasts for 30s. When Ceaseless Landscape is active, Suisui enters the Roaming Transcendent state when casting Outro Skill - Rippling Waters.
Ceaseless Landscape grants all nearby Resonators in the team the following enhancements:
Inflicting a target with Spectro Frazzle, Fusion Burst, Glacio Chafe, and Aero Erosion, or dealing the corresponding Negative Status DMG increases the max stack limit of the corresponding Negative Status the target can receive by 3 for 15s. This effect does not stack.
Inflicting a target with Electro Flare or dealing the corresponding Negative Status DMG increases the max stack limits of Electro Flare and Electro Rage the target can receive by 3 for 15s. This effect does not stack.
Consuming Havoc Bane stacks on the target after landing a skill allows the Resonator's Havoc DMG to ignore the target's DEF by 6% and Havoc RES by 12% for 30s. This effect does not stack.

Suisui is in Zephyr Stance by default. When in Zephyr Stance, Suisui can obtain Cloud Breath through certain skills.
Entering Drizzle Stance clears all Floral Epistle.

Sky Over Water
Consuming Enrichment grants the Resonator 10 stacks of Spring's Birth, up to 10 stacks. When the Resonator with Spring's Birth is not at full HP, restore their HP by 62 + 0.34% of Suisui's Max HP at the cost of 1 stack of Spring's Birth every 2s.
When Resonance Skill - Awakening Spring and Intro Skill - Tinkling Jade hit a target, they additionally restore 18 points of Concerto Energy and 13 points of Resonance Energy, and increase the attack's Crit. Rate by 80% and Glacio DMG by 240%. This effect can be triggered up to once every 25s.
Glimmering Gold
When a Resonator other than Suisui takes a fatal blow, they will not be knocked out but will instead regain 50% of Suisui's current HP, while Suisui herself loses the same amount of HP. Suisui's HP will not go below 1 from this effect. This effect can be triggered once every 10 minutes.
Tinkling Jade
Attack the target, dealing Glacio DMG, and inflict Glacio Chafe 1 time on the target.
While casting this skill, consume all Cloud Breath to pull in nearby targets and enter Drizzle Stance.
Rippling Waters
Resonators in the team gain 25% All DMG Amplification for 30s.
Suisui enters Roaming Transcendent when Ceaseless Landscape is active.
Suisui exits Drizzle Stance and consumes all Floral Epistle and unlocks the following effects based on the amount of Floral Epistle consumed:
All nearby Resonators in the team gain Reflecting Shadows for 6s. Resonators with Reflecting Shadows have increased resistance to interruption.
If Ceaseless Landscape is active, Suisui may perform Plume Step for the first time within a certain time into her Transcendent Dance while in Roaming Transcendent.
During this Roaming Transcendent state, the active Resonator within the Ceaseless Landscape deals more DMG if they have Reflecting Shadows. For every 1% of Suisui's Energy Regen over 200%, the Resonator deals 0.2% more DMG, up to 12%.
If Ceaseless Landscape is active, Suisui may perform the second Plume Step within a certain time into her Transcendent Dance while in Roaming Transcendent.
When Suisui performs the first Plume Step, all nearby active Resonators in the team within the Ceaseless Landscape gain the following effects for the duration of this Roaming Transcendent:
When they cast Outro Skill, Suisui grants the incoming Resonator Undulating Mist. When Resonators with Undulating Mist consume Negative Status or Electro Rage stacks on the target, they gain an ATK increase: For every 0.12% of Suisui's Energy Regen over 200%, the Resonator's ATK is increased by 0.1% for 6s, up to 50%. Undulating Mist lasts for 14s or until the Resonator is switched off the field. When Undulating Mist is removed, the ATK increase effect is also removed.
If Ceaseless Landscape is active, Suisui may perform the third Plume Step within a certain time into her Transcendent Dance while in Roaming Transcendent.
Lasts for 30s.
During Roaming Transcendent, Suisui will merge with Ceaseless Landscape and start a Transcendent Dance, during which she will perform Plume Steps at intervals based on the amount of Floral Epistle consumed when Outro Skill - Rippling Waters is cast.
When Suisui is the active Resonator in the team, she stops the Transcendent Dance.
When Ceaseless Landscape isn't active, she will exit the Roaming Transcendent state.
Performing Plume Step grants Reflecting Shadows to all nearby Resonators in the team for 6s, inflicts 1 stack of Glacio Chafe on all enemies within the Ceaseless Landscape, and heals the nearby active Resonators in the team within the Ceaseless Landscape.
Mountains Washed Into Paintings
Resonators with Undulating Mist also gain ATK increase after inflicting Negative Status or dealing Negative Status DMG.
The duration of Reflecting Shadows obtained through the third Plume Step is extended by 100%.
Basic Attack - Drizzle Stance, Heavy Attack - Drizzle Stance, Plunging Attack - Illuminating Dew and Plunging Attack - Swallow's Cut are immune to interruption.

All nearby Resonators in the team within the Ceaseless Landscape have their Crit. DMG increased by 50% for 30s after performing the following actions:
Inflicting Spectro Frazzle, Fusion Burst, Glacio Chafe, Aero Erosion, and Electro Flare, or dealing the corresponding Negative Status DMG.
Consuming Havoc Bane stacks on the target.
When the active Resonator is not in the Ceaseless Landscape, this Crit. DMG bonus effect is disabled.
Sparse Curtains Invite Evening Glow
Press Normal Attack shortly after casting Resonance Skill - Drizzle Stance to cast Basic Attack - Drizzle Stance Stage 4.
Casting Resonance Skill - Drizzle Stance grants Kingfisher. Switching to another Resonator ends this effect. Casting Basic Attack - Drizzle Stance Stage 4 consumes Kingfisher to restore 20 points of Concerto Energy and 350 points of Floral Epistle. Kingfisher can be consumed up to once every 25s.

Review
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
The best Support for a ton of Negative Status characters, a currently really strong meta archetype;
Easy rotation, almost no complexity to it;
Built-in grouping for multi-wave content;
F2P-friendly, fully operational at S0R0 (Variation is a perfectly fine replacement for her Signature Rectifier, like a lot of other supports).
Full buffs only activate under the extremely specific condition of direct Negative Status consumption, making it difficult to increase her team flexibility, as even if her S1 tries to accomplish that, it doesn’t really help her in practice;
Very low headroom for Quickswap if not nonexistent. Needs an Intro to get her rotation started quickly, wants to stay on field to do full attack chains, some of her buffs expire on swap and take a while to be able to take effect;
Low sequence value in general, one of the lowest in the modern era, basically no room for vertical investment.
Review
Suisui is a 5-star Glacio Rectifier Support whose primary role is to buff Negative Status consumers in various ways (currently, that scope extends to a few fairly obvious synergies that characterize her meta niche). She’s akin to a Mornye-type healer/buffer Support with low personal damage and a decently fast rotation with specific use cases for certain team archetypes.
Key Mechanics
Suisui has 2 stances she can alternate between throughout her rotation: Zephyr and Drizzle. However, the Zephyr stance will only really be used in her Opener rotation, since Intro makes her immediately start in Drizzle.
Each stance has its own unique set of attacks and Forte gauges. The Zephyr stance, when full, allows you to cast a special Skill to switch to Drizzle stance (useful without an Intro available). Meanwhile, the Drizzle stance allows you to build up several buffs by filling up Suisui’s Forte bar with Floral Epistle points that she consumes upon casting her Outro.
Suisui’s typical rotation has you hence entering Drizzle stance as quickly as possible (either via Zephyr form basics into Skill or via her Intro directly), to then fill up her Floral Epistle gauge to deploy her full buffs upon casting her Outro. However, her Ultimate serves as an additional buffing tool that she will definitely want to deploy every rotation, considering it allows her to increase the stack cap of all Negative Statuses but Havoc Bane by 3 (almost exactly like Chisa), while consuming Havoc Bane gives a small DEF Ignore and Havoc RES Shred boost.
Who Does She Buff & How?
Suisui’s buffs are largely concentrated in her Outro and Ultimate. However, her Echo Set and Signature weapon all contribute to the buffing total as well for the following array of buffs:
For any Negative Status but Havoc Bane: Stack cap increased by 3;
For Havoc Bane consumers: 6% DEF Ignore, 12% Havoc RES Shred;
12% general DMG Bonus and 25% general DMG Amplification on Outro;
50% ATK for Negative Status-consuming Hypercarries via her Outro effects (this expires on swap);
Throughout attacks in her kit: 5 total stacks of Glacio Chafe application per rotation;
25% ATK and an extra 20% via her Echo Set and Signature weapon if owned.
As you can tell, that makes for some pretty massive buffs for Negative Status consumers, and right now we have two such characters: Hiyuki and Yangyang: Xuanling.
Meta Position & Conclusion
Suisui is quite the restrictive buffer in the sense that she requires characters on her team to consume Negative Statuses to use the full extent of her buffs; particularly a Hypercarry DPS is ideal for this. However, only a 50% ATK buff is specifically locked behind Negative Status consumption, and overall this buff can be forfeited in the one other team Suisui is a good replacement for: Aemeath Fusion Burst.
Suisui is generally quite a good pull for Negative Status characters, particularly Hiyuki and Yangyang: Xuanling since she applies Glacio Chafe for Hiyuki and she gives specialized Havoc Bane buffs for Yangyang. While she can generally be used for Negative Status teams, her 2 niches are carved out for her, and she’s best in slot in 2 of the strongest meta teams right now, making her quite the strong meta contender.
In conclusion, Suisui’s buff conditions may be quite strict, but in spite of them she proves quite generally useful for Negative Status teams at large and serves as a much-needed replacement to Chisa in 2 important meta teams as well as the final touch needed to complete Yangyang: Xuanling’s best team, earning her a top meta spot as of her release.

The percentages show the performance of the weapon based on calculations, but in some cases, some weapons might provide additional QOL that can't be quantified and it would push that weapon ahead of others in the priority (and in those cases, we would put that weapon higher).

Allows Suisui to buff the whole team's ATK by 25% constantly thanks to her Glacio Chafe application and Energy Regen scaling. Best overall set as it gives the best uptime on the ATK buff.

Offers a 10% unconditional Healing% boost and an most importantly a 15% ATK% boost for the entire team, lasting 30 seconds whenever you heal yourself or any of your allies. This bonus is easy to keep active 100% of the time and is a good party-wide damage increase.

HP% main stat on slot 3 can only be done with a 5-star high Energy Regen weapon and high substat rolls - not achievable for most people. Double Energy Regen main stat is always fine to stick to.
All recommended endgame stats portray a fairly good quality endgame build as a goal to aim for on most characters. However, don’t treat this as an end-all-be-all, and more of a suggestion.
All stat recommendations are given at S0 for 5-stars, S6 for 4-stars, and free characters (unless specified otherwise), based on total stats in the in-game stat-screen with the character out of combat but also active in the party (and hence some buffs may or may not apply). Any other precision may be directly specified. If not specified, Energy Regen requirements are estimated in the character’s best team.
Keep in mind that even when optimized, Suisui deals very low personal damage, meaning investing in her damage is fully skippable. Energy Regen requirements are by far the most important stat shown.
