Mirror mirror on the wall, who’s the strongest Treasure Nikke of them all? Well of course, it’s Privaty, because you are reading her review, not Moran’s.

Can you give us a short summary about this unit?

What makes Privaty stand out you may ask? Well, at Phase 3 of her Favorite Item, it’s not just one thing, we’ll tell you that much. For starters, in terms of raw DPS, she’s now the 3rd strongest water unit. Secondly, and more importantly, her buffing power has substantially increased with the addition of two simple buffs in her kit: Damage Taken Debuff on enemies and Attack Damage buff to the team. With this in mind, she can technically be considered the 2nd best water unit. In fact, the best water team doesn’t even include Dorothy: Serendipity anymore, since Privaty will buff SW:HA specifically, as well as the whole team in general, noticeably more than the damage Dorothy is able to deal without Tove, pushing the Water element’s Bossing potential to another level. Have they finally fixed the water DPS issue after 3 years? We believe they might just have.

The best part? Privaty is quite comfortably the best FLEX buffer in the game now, beating out Maid Mast in almost all situations. Her buffing potential has improved to the point that she may even be considered a replacement for strong elemental DPS against non-Water bosses as well sometimes! For example, the strongest wind team right now is Siren - Nayuta - Liberalio - SBS - Velvet, but if you replace SBS with Privaty, the damage remains mostly the same. This is because, although you lose a lot of damage by removing SBS, Privaty will buff Siren + Nayuta + Liberalio to compensate for the damage loss. Note that this does vary on an account to account basis, with the prior situation assuming great OL investments on said units.

Apart from bossing, Privaty also improves her PvP performance drastically, as improved values of her AoE wipe at the start of her burst now require just 1 buffer to kill-confirm her enemies! Even if an AoE protector like Noise might be able to salvage her team against Privaty’s stun+strong AoE combo, we’d like to add that Privaty now owns a gigantic elemental damage buff (which also improves her prowess in PvE). This ensures that no Fire unit will be able to survive against Privaty, the only situational exceptions being Blanc’s indomitability and Noah’s burst.

Should I get her Favorite Item?

YES! Absolutely YES! 

Privaty is probably the strongest favorite item unit that has been released to date. Her flexibility as a DPS/Buffer hybrid for Water Weak content is already enough of a reason to build her for most players. To further expand on her buffing potential though: Privaty can be considered the best off-burst buffer for any team! This means that she's practically meta in every element in both solo raids and union raids. Even in Museum, you are bound to use her against every boss for your high scores! In Anomaly Interception, she can be considered a top pick for the off-burst spot in every element as well, especially if you're early to mid game. 

But it's not just bossing. In the campaign, she is now a side-grade for Mast: Romantic Maid and HelmTr. And in PvP, her improved AoE is a serious threat to her enemies as well! Privaty is an all-around pick that would be an epic addition to everyone's rosters. Be it veterans, be it newbies, or be it mid-game players.

We recommend reaching Phase 3 of her favourite Item. However, she still excels in Water content at phase 2 as well. Only in Phase 3 will she beat out buffers like Maid Mast consistently though.

Skill Analysis
Phase 1: Burst Skill - Ele buffs, Improved AoE & Prep for Phase 2

Phase 1 treasure, which only requires you to level up her SR doll to lv 15, will change her burst:

  • The damage modifier goes from 457.87% => 1407.64% (3x increased)

  • Give herself insane amount of Elemental Damage: 130%

  • Give a weak ATK down debuff onto enemies (this debuff is super important for phase 2)

The phase 1 change mostly impacts her PVP value. Privaty can now be a wiper in PVP due to her very high modifier AoE nuke on burst. Note that this damage has a slight delay, same as Noah’s shield but not as long as Liberalio’s. The damage is not big enough to solo kill everyone like Lib, but she only needs 1 buffer to clean up everyone (unless the enemy also uses 1 protector to offset Privaty’s damage).

The amount of Elemental Damage buff provided is indeed big. At phase 1, however, Privaty won’t have any meaningful damage to make use of, so you can forget about this buff. Some may say it helps secure those fire Nikkes in PVP, but well, I don’t recall any solid threats in PVP that are fire and can tank the initial burst of Privaty (yes, Vesti is Attacker, she’s squishy).

Another interesting part of this burst is: It will give enemies a weak ATK down debuff (- 5.02% ATK) over 10s. At phase 1, it has a mild effect, probably allowing your team to survive a bit more but not much.

Phase 2: Skill 2 - DPS Improvement and Buffer Improvement

In Phase 2, the biggest change is:

  • Last bullet hit enemy under Stun effect => Last bullet hit enemy under Designated Target (the ATK down debuff from burst)

  • Last bullet damage goes from 85.79% => 256.17% (almost 3x)

  • Last bullet damage to Designated Target goes from 1089% => 1687% (1.55x)

Original Privaty has an issue: She can hardly trigger her last bullet on an enemy being Stunned. It’s because stun is an insane effect which Shift Up balance her back by

  • Every time Privaty bursts, she also freezes herself 1.8s!

Which means, you only have 1.2s left to manage the last bullet on enemies. With a fire rate of AR at 60 FPS is 12 shots/s, if your mag is higher than 14 by the time Privaty’s burst, she will never land that last bullet.

Well, the past is in the past. Now the condition is changed onto a debuff that lasts 10s, which means Privaty can land comfortably 3 triggers per Full Burst (with another reload buff like Crown or M.Mast). And you know what, both damage instances of S2 stack to a total of 256.17% + 1687% = 1943.17%. And it triggers up to 3 times every FB too.

Do note that Privaty CAN trigger her S2 3 times without another reload speed buffer, but the 3rd trigger won’t have any buff which is very bad. Also, if your device can’t maintain 60 FPS, her fire rate will be dropped to 10 hits/s which increases the time to shoot last bullets too.

On her other FB (which she doesn’t burst), Privaty can trigger max 4 times but only the smaller part (because there’s no Designated Target debuff). To do this, you must maintain your ammo under 10 before bursting B1) The damage is not that important if you have to delay your FB too much, so give yourself a rest and just burst normally.

Also starting from Phase 2, Privaty will now access a strong debuff named Damage Taken. The value itself is not big (just a mere 10%), but it makes Privaty give 3 different types of buffs at the same time, making her value bigger than a lot of other buffers. This debuff will take effect the moment Privaty lands her last bullet, and because it lasts 10s, it means this debuff lasts forever (because Privaty only needs max 5s to shoot all ammo).

Phase 3: Skill 1 - The final piece of the buffs

If phase 1 and phase 2 fortify her way as DPS, or at least Water DPS, phase 3 will complete her role as Buffer (You must reach Phase 3 if you want her to be a complete buffer). The change is simple:

  • Give 20.16% Attack Damage to all allies during Full Burst.

Let’s take a look at all the buffs Privaty provides:

  • 23.61% ATK

  • 20.16% Attack Damage

  • 10.01% Damage Taken

These buffs have effective buff power equal to 63.4% ATK/Attack Damage/Damage Taken. For your information, Mast Maid, the used-to-be best B2 buffer is now power crept completely by Privaty (unless you are fighting a very high Def boss, in that case the ATK of M.Mast still comes in handy). The reason Mast has lower hand here because Privaty has better buff uptime (M.Mast can only give peak buffs every 3 Full Burst), and Privaty’s damage as Off burst is still higher than Mast who is just a supporter with no modifier bonus (not to mention 25% of the time she’s stun)

Since Privaty provides 3 buffs at the same time, it’s pretty hard to dilute those buffs, unless you are Bunny Milk!

Usage Analysis and Tierlist
Campaign: SS

PrivatyTr is an awesome unit in Campaign—we're not gonna lie. However, she has some weak links that make her fall short of SSS. To be clearer, let's discuss her performance from two perspectives (support & DPS):

  • Support: PrivatyTr can be an in-burst and off-burst support. As an in-burst, you can use her as a secondary DPS or to form a funnel comp (think of Siren Nayuta SWHA PrivatyTr Crown). As an off-burst, she supports the whole team, especially your DPS B3s, similar to how MastM is used. PrivatyTr's direct competition in Campaign is MastM, so let's see if she's superior.

    • MastM: Due to stage design and how much important buff is during Stage Target wave, buffs that have a higher peak, despite oscillating intensity, are often preferred. MastM can do this through stacks. When the boss wave comes, you Burst with her instead of your B2 to unleash a "focused" attack.

    • PrivatyTr: PrivatyTr has a more consistent rhythm compared to MastM. She doesn't use stacks, and her Reload Speed maxes out immediately. She also doesn't steal B2's Burst Skill, so you can use Nayuta's Burst with her, for example. This makes her comfier but also less ideal for rushing Stage Targets. In Bossing, PrivatyTr's buff value is higher because she can apply Damage Taken permanently. In Mobbing, her Damage Taken is barely active, but it can be useful for taking down more durable enemies like Glasses and Stage Targets. Since "focused" attacks are a large part of low CP clears, PrivatyTr doesn't really shake the meta even though she can be the BiS.

    • HelmTr: We don't think HelmTr and PrivatyTr fill the same role, although they are similar. Both can be used off burst as a regular support, but they have their own niches. HelmTr in Campaign is better than PrivatyTr or MastM if you need burst gen or heals (must Burst). HelmTr can also trigger Crown’s S2. If you need neither, the other two will be more performant.

    • Ada Wong: Ada Wong buffs both ATK & True DMG of the Bursting B3. She is a great pair for TVesti & Ein, but for other units without True DMG, she can feel lackluster. Stick to someone else.

  • DPS: PrivatyTr doesn't have many ATK buffs for herself, so her damage under deficit can be... 1. That said, she has an awesome screenwipe stun that can lock down enemies. Together with Siren, and maybe Takina, you can stun-lock enemies for a long time. She can be used against Water-weak but requires a lot of ATK OL.

In conclusion, because these four have similar values and are often interchangeable, they should all be SS. Their pros & cons will decide which best fits a scenario.

Bossing: SS

To put her below SSS feels like a disgrace, you are not wrong, but let us explain why SS fits her better.

As a start, let's discuss PrivatyTr's strengths first. She is currently the best off-burst support in the game and can also be an in-burst if necessary. You can use her in Siren Crown RRH MiharaBC PrivTr, for example, or in Siren Nayuta Liberalio PrivTr Velvet. She is a support in both cases but in different positions. This is an important distinction because MastM cannot do this. HelmTr can, but her buffs are significantly weaker. However, she makes up for them through burst gen + heal, which proves to be useful for Campaign Bossing, and even against some Raid/Museum Bosses.

Whenever a comp doesn't need burst gen or have Distributed DMG, PrivTr will always be the best off burst. When burst gen is needed, HelmTr will pull ahead. In Raid, some comps will always need burst gen, and you can't work around it (think of UR's Liter Crown RRH Raven HelmTr). MastM loses her spot, but she remains the best support for Distributed DMG (so SBS & future ones). If you are crazy, you can combine all, doing something like Siren Nayuta PrivTr HelmTr MastM, but this is only something that one would rather do if they did not have all the necessary DPS built and are in a tough spot.

We have also tested that PrivTr > Crown as off burst and that Nayuta + PrivTr ≈ Crown + MastM (for non-Distributed DMG), so if you currently use Nayuta + MastM (non-Distributed DMG), Nayuta + PrivTr will give you a boost in Bossing.

Another key point is that she can replace ELE DPS. Remember we suggested Siren Nayuta Lib SBS Velvet before? PrivTr can substitute for a missing ELE DPS. An oversimplification is that her effective contribution is ½ of the ELE DPS count of the team. In other words, when a team consists of ≥3 ELE DPS, you can replace 1 for PrivTr and still have a similar output. Let’s use the earlier Siren Velvet Liberalio PrivT Velvet team as an example. Here, we treat Siren & Nayuta as ½ each and Lib & SBS as 1 each. The total is 3 ELE DPS, and removing SBS for PrivTr means -1, so 3 - 1 + 2 * ½ = 3 — the team still has 3 ELE DPS! So, good news to non-SBS owners! Unfortunately, this doesn't work if there are ≤2 ELE DPS, except if there is a hypercarry. For example, Raven against non-parts can be ½ compared to RRH on core. In this case, Liter Crown RRH PrivTr HelmTrLiter Crown RRH Raven HelmTr.

In addition, PrivatyTr having non-caster's ATK buff is a detriment rather than a strength. Regular ATK buff means she supports Attackers best, but in some cases she will have to support Defenders & Supporters, which benefit less from her. That said, in practice, it doesn't really matter—what's important is whether she is used in the right team to avoid this issue; even with this issue, PrivTr is still one of the best buffers. There are situations where this weakness will be emphasized, however, such as in Electric team, where there are more Supporters & Defenders.

Now, what about Priv as DPS? She is one of the BiS for Water-weak right now. Second most valuable. Maybe in terms of DPS, she's not better than a Toved Doropity, but she offers more than just damage. The best comp currently is B1 Crown SWHA PrivTr SElegg, and PrivTr works wonders buffing a hypercarry like SWHA.

In summary, PrivTr is great. She sits in that nonexistent space between SS & SSS, not a hypercarry like RRH but also better than many SS since she is technically beating everyone in the slots she fights for. Her Damage Taken & Reload Speed are just too valuable to miss out on. Despite her deserving SSS in terms of supportive impact, we decided she'd fit in SS in the TL better because you still need those SS & SSS DPS to make her SS(S). In the end, she is not as impactful as a unit like Rapi or Snow White is, which is what makes the difference. She also fails to completely replace HelmTr. While being weaker than PrivTr in most cases, HelmTr still has her highly desirable burst gen & heal that no one will ever regret having for Raid & Campaign as they boost team building flexibility.

PVP: SS

Privaty’s improved AoE wipe on her burst, as well as her extra buffs, AND her ability to deal extra damage - even after the stun dissipates - are all a part of the new pieces of puzzles that PvPers will have to pick up on.

She's not as annoying as units in SSS, but is definitely a force to be reckoned with. Privaty’s improved buffs also mean that RL units like Emilia, LaplaceTr (and others) deal strong follow up damage. Any remaining survivors of her AoE due to soft AoE blockers like Bay or Noise will fall prey to this damage, which just feels too much to deal with.

Her clear matchup weakness is Fast Electric, and especially Rosanna. If players are able to overcome these shocking difficulties, or face an opponent where fire units are expected to deal damage, the one in trouble might just be the team without Privaty. Her CC Stun ability, while delayed, will more often than not ensure that Privaty wins if she pulls off her burst skill.

Gear Investment

First of all, we would like to point out that if you plan to use Privaty purely as a support, it is not entirely necessary to improve her gear. Privaty provides ATK buff, not caster's ATK buff, so it isn't 100% necessary to upgrade her gear.

However, a big part of her new identity is her improved DPS: in PvP, in Campaign, and most importantly in Water Bossing (where she is considered meta now). To do this, we recommend hunting for the following Overload Gear lines:

  • Essential: 4x Ele, 4x ATK

  • Passable: 4x Crit rate, 4x Crit damage

  • Priority: Meta

  • Note: MUST NOT HAVE MAX AMMO. Max Ammo buffs mean that Privaty cannot effectively deal damage with her Skill 2. Also note that ATK and Elemental damage are practically equally good for Privaty for improving her DPS, since she has a ton of innate Elemental Damage buffs.

Skill Investment
  • Skill 1: 10

    • No matter what the purpose is for her build, her S1 must be maxed out. The penalty debuff has a fixed value at all levels, but the reload buff, ATK, and Attack Damage scale with level. Max this skill with the highest priority to offset the negative effect of Ammo reduction on allies.

  • Skill 2: 7~10

    • This skill helps her DPS route the most, although the damage taken debuff is not bad either. Eventually, you want to max this skill to make the most use of her damage taken debuff as well.

  • Burst: 4 ~ 10

    • For the off burst route, you don’t burst with her, so you need not spend any books on this skill if that is your plan for her.

    • For the DPS route, this skill is super important because it gives Privaty an insane amount of Elemental damage buff.

Cube Investments

Resilience (reload cube) is the best for Privaty. Other cubes are just for off burst Priv, to prolong her life.

Doll Investment

PrivatyTr is one of the best supports and Water-weak DPS. Getting her ASAP is recommended. Note that you need Doll Lv. 15 and 2 LB to unlock Treasure. We would rank her priority below Moran but above HelmTr and DrakeTr.

Pros

  • Best FLEX buffer as of her release. Beats out Maid Mast and Helm(Treasure) in terms of overall buffs over the duration of a full stage.

  • Provides herself with a gigantic Elemental Damage buff during her Burst.

  • 2nd strongest Water unit.

  • 3rd strongest Water DPS.

  • The buffs she provides are of different varieties, offering something for any unit she is paired with. Enhances flexibility in teambuilding.

  • Her buffs are so good, they can even replace an elemental DPS (provided that she has ≥3 other Elemental DPS to buff).

  • This replacement may also be possible for hyper-carry funnel teams, such as those often seen with RapiRH in her elements (Fire/Iron), allowing one of Maid Mast or HelmTr to be freed!

  • Skill 2 does not need to hit a stunned target to proc her additional damage, substantially improving her damage, especially against Water Bosses.

  • Her damage buffs are so good she can replace 1 Ele DPS just fine (to buff the other DPS)

  • Very strong wipe + CC on PVP. Serious threat in PvP.

  • We didn't have a review of her on Day 1 since the current authors only joined after Dorothy, so we would like to insert a Hatsune Miku joke here now!

  • Hatsune Miku.

Cons

  • She still freezes for a solid second after she activates her burst.

  • Being water means Rosanna will chew her alive in PVP.

  • Still has no burst gen, someone else must fulfill that role.

  • Ammo reduction is still a thing to be wary of, especially in teams where the 110% reload speed does not exist. Manualing units may be required to ensure burst generation is up to the mark in these teams, or that the Main DPS unit is dealing maximum damage during Full Bursts.

  • Treasure Art is quite… mid. A lot of wholesome promises made between the Commander and Privaty though :)

Skill Investment

Here's the explanation for all the numbers and colors used in the guide:

  • 10/5/7 means upgrading Skill 1 to lvl 10, Skill 2 to lvl 5, and Burst Skill to lvl 7,
  • Yellow means the immediate investment when u get the unit. There are 3 reasons for this:
    • If the unit is Meta or High Priority, it will have a starting investment of more than 1/1/1 (such as 4/4/4) depending on what the unit provides.
    • If the unit is Medium or Low Priority, 1/1/1 will be mentioned, meaning no immediate investment is required, and you can invest in this character if you need to use it according to the priority listed.
    • If we deem that a unit does not have usable skills to be meta for any gamemode, no investment will be mentioned.
  • Blue means minimum investment to take advantage of the Nikke's skills. There are 2 reasons for this:
    • Sometimes, minimum investments are breakpoints such as for Noir or SAnis.
    • Sometimes, minimum investments are just the ideal way to progress to upgrade that unit, before moving on to Recommended and High.
  • Red means recommended investment for F2P players,
  • Purple means maximum recommended investment, in order to get the best out of the unit. You should only try to reach these investments if you have a surplus of Skill Books leftover.

More info:

  • The skill investment list below features a lot of Level 4 and 7 because they are easier to understand. Any higher levels will cost a new type of resource.
  • However, you may choose to upgrade to Level 5 if you need a stronger effect instead of 4, as the increase in Blue Manual cost from Level 4 to 5 is still low. The leap only starts from Level 6 onward.
  • There is also a leap from Level 3 to 4, so if you want to save a tiny bit of Blue Manuals, then leave at 3 instead of 4.
Gear Investment

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.

For OL targets and order of acquisition, we decided to divide the target effects into several categories.

  • Essential: With all gear combined, your unit must have the roll(s) prescribed as a minimum requirement. Example: Charge Speed on Alice. You cannot compromise on these rolls.
  • Ideal: These rolls will improve your unit's performance significantly. Aim for 2 lines of Essential/Ideal per gear for maximum performance and the best Return on Investment (ROI). If you get 3, you are lucky. You can choose to only have 1 as well to save materials. Example: Elemental Damage on Scarlet.
  • Passable: Low-priority line that has either limited value or the impact is not as strong as other rolls. Should this show up as a bonus together with a better line, you can choose to keep them. Example: Charge Speed on Red Hood.

Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.

Additional tips:

  • Priority (PvE/PvP) isn't necessarily lower than Priority (Universal), which has no tag/label. It just indicates that this unit performs only in select types of content.
  • If a suggested effect has the number ×2 next to it, that means you should get the effect on at least 2 gear. The same idea applies to other numbers.
  • Focus on obtaining Essential(s) then you can start worrying about optimizing your rolls. Units require these to function, and the impact is too massive to ignore.
  • If a unit has no Essential(s), that means their performance is not that dependent on OL, but they can still benefit from good effects.
  • Remember that this is just a recommendation list, and attaining perfection is impossible. You will have to make some compromise, pick whichever rolls you desire the most, and conserve as much material as possible.

About the team

As funny as it sounds, it's 2 RL comp. This team relies solely on Moran's damage reduction, so it will wither easily against heavy nuker with buffer. Still, it can give those > 2 RL comp a hard time due to Privaty stun, and the damage burst with follow up are very strong too.
