Core Passive Precise Guidance
When initial CRIT Rate exceeds 50%, every additional 1% increases her CRIT DMG by 0.86%, up to a maximum increase of 43%.
When initial CRIT Rate exceeds 50%, every additional 1% increases the Daze dealt by her EX Special Attack, Special Attack, and Ultimate by 0.44% when they hit an enemy, up to a maximum increase of 22%.
Norma gains additional ATK based on her Sheer Force. Every 1 point of Sheer Force increases her ATK by 1.25, up to a maximum increase of 1,200 ATK.
Upon entering the battlefield, Norma immediately gains 60% Preheated Chamber . In Investigation Zone Mode, this effect can trigger once every 180s.
When Preheated Chamber is at least 80%, the next Basic Attack: Hat Trick can trigger a Quick Assist regardless of cooldown, and consumes 80% Preheated Chamber to replace the Quick Assist with a Chain Attack.

Additional Ability Advantage in Numbers
When another character in your squad is an Attack or Rupture character, or shares the same Faction:
When Norma, her creations, or Combat Bangboo hit an enemy, they apply 1 stack of Tech Divide. Each stack of Tech Divide increases the target's Stun DMG Multiplier by 3%, stacking up to 10 times. This effect can stack once every 0.5s.
Enemies with Tech Divide stacks have their Stun duration increased by 2s upon becoming Stunned. This Stun duration increase cannot stack with similar effects. When an enemy affected by Tech Divide recovers from Stun, the Tech Divide effect ends.
While En-Nah Barrage is active, Norma's ATK increases by 44. This effect scales with character level, increasing by 14 per level, up to a maximum increase of 870.
While En-Nah Barrage is active, DMG dealt by all squad members increases by 20%.

After any squad member Stuns an enemy, Norma will continuously summon missiles to
bombard random enemies on the field for 6s. A missile is launched every 0.75s, dealing Fire DMG equal to 200% of Norma's ATK to enemies within the area. This DMG is considered [Ultimate] DMG. Repeated triggers reset the duration. This effect can trigger once every 30s. The Daze inflicted by [Armor-Piercing Warhead] increases by 30%, and the DMG dealt by [High-Explosive Warhead] increases by 30%.

Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero's most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Builds a decent amount of Daze with very little field-time needed, making it easy to sit on other Agents for damage and resources instead.
Notable personal damage despite being a Stunner, elevating weaker Agents while still contributing to stronger teams.
Being able to provide a free Chain Attack to allies is especially useful for both damage and Decibels.
Has a literal Bangboo inside her hat.
Lacking in burst Daze application outside of her Ultimate, limiting her prospects against certain bosses.
Needs to be built with good substat rolls for her damage contribution to really make a difference.
Very reliant on her W-Engine for best performance, especially when paired with weaker teammates.

Norma is a Fire Stun Agent who is defined by the ability to give teammates free Chain Attacks when her resource is built.
It’s called “Preheated Chamber”, and she’ll generate 1.5% of it every second while active, but if she’s swapped out of or uses her hold Basic Attack: Hat Trick, her “Top Hat Companion” (a little Bangboo in her hat) will generate it for her.
The Top Hat Companion then needs to be picked up for the gauge it generates to be added to Norma’s, but once at 80% or above, it’ll hurry to her quickly.
That’s because once that threshold is met, using her hold Basic will trigger a reverse Quick Assist, which is then converted to a Chain Attack for the incoming character if taken, consuming the Preheated Chamber gauge.
When casting her EX Special, Norma will also enter an “En-Nah Barrage” state, where turrets are summoned and continuously fire at enemies, building up Daze and a surprising amount of damage.
On top of outlining some of the Preheated Chamber behaviour - like giving her 60% Preheated Chamber when loading into combat - Norma’s Core Passive also increases her Daze and DMG: for every 1% of initial CRIT Rate over 50%, she gets an extra 0.8%/1.7% in Daze/DMG, with a cap of 40%/85%.
She also gets 1.25 ATK for every point of Sheer Force she has, capping out a 1200 ATK.
Norma can’t build Sheer Force herself, but this means that when being run in Rupture teams, like with Lucia, she still benefits from team-wide buffs!
All of her buffs are reliant on her Additional Ability being active, which needs Attack, Rupture or same Faction Agents. Whenever she (or her turrets/Top Hat Companion) hit an enemy, a “Tech Divide” stack will be applied to them, with a 0.5 second cooldown.
There’s a cap of 10, and each stack increases the Stun DMG Multiplier by 3%, making for a 30% increase in total! Having even a single stack built will also increase the enemy’s Stun duration by 2s. Once enemies recover from Stun, Tech Divide needs to be reapplied, but this happens easily due to Norma’s turrets.
They remain up for as long as Norma is in the En-Nah Barrage state, and her Additional also grants her up to 870 in Combat ATK (scaling with Norma’s level) while its active, as well as a team-wide 20% DMG Bonus.
This En-Nah Barrage state is activated for 32 seconds upon using her EX Special, which consumes 40 Energy.
It can be extended for another 2 seconds though, consuming an additional 40 Energy for more Daze, DMG, and En-Nah Barrage state time (by another 32 seconds if fully held). On use it will also generate 16% Preheated Chamber (with up to 16% extra if held).
During firing, Norma will also unload “Warheads”, with an “Armor-Piercing Warhead” for non-stunned enemies and a “High-Explosive Warhead” for stunned enemies. The former has more Daze while the latter has more DMG.
Turrets will also be summoned, and will fire every 3 seconds while dealing Special damage.
When enemies are stunned or Norma spends Preheated Chamber for a Chain Attack, they’re upgraded and will fire every 2 seconds while dealing EX Special damage. This enhanced state lasts for 8 seconds, and the turrets now also fire Warheads themselves.
As there’s 2 ways of upgrading the turret, try to space them out to maximise uptime, like by consuming Norma’s Preheated Chamber only halfway after a stun begins if possible!
Norma has a 4-part Basic Attack string, but this doesn’t see much use as she’s often off-field.
The only way for her to give allies free Chain Attack though, is through her hold Basic. In it, Norma throws out her Top Hat Companion and it’ll do a series of attacks while triggering a reverse Quick Assist. It is only usable when Norma has her Top Hat Companion!
The Quick Assist also has a 5 second cooldown, but every hit of the attack will trigger it, so it’ll always lead to one, even if it comes slightly later.
As it’s a multi-hit Basic Attack, it can be used for certain buff effects, like stacking Blazing Laurel’s Wilt.
If at 80% Preheated Chamber or above though, the cooldown is bypassed and it will always trigger instantly, so there isn’t ever a hold up for the Chain Attack.
Norma’s Ultimate is the only “burst” Daze that she has, as even by extending her EX fully, it can take a bit for the Warheads to hit and much of her build-up is on the turrets rather than on the skill itself.
So this can be a very effective way to quickly Stun enemies, and with how many Decibels she builds for the team through extra Chain Attacks, it’s up faster than most other Stunners’.
Her Chain Attack has good DMG multipliers for a Stunner and Norma can hit hard, but it’s still going to be significantly worse than a DPS (or sometimes Support’s!) Chain Attack, so it’s usually avoided.
Although Norma’s Quick Assist is lacking and her Assist Follow-Up is about average as far as Stunners go, her Defensive Assist is very useful.
That’s because it only consumes 1 Assist Point, even against heavy attacks. As Norma can often be lacking in the ability to build Daze quickly, having the option to do more Assists than others helps her keep up, and can even be important for certain routes!
So both it and her Assist Follow-Up can be used frequently, which helps with both Daze and Decibel generation for the team.
As Norma rarely takes to the field to begin with, and when she does, it’s for an EX Special, Ultimate or Assist, there’s few opportunities to ever use her Dodges.
Her Dash Attack is rather slow and can get in the way if trying to use her hold Basic quickly, and while her Dodge Counter isn’t bad, there’s nothing exceptional about it, so neither are used often.
Norma isn’t the kind of Agent that is going to be active much, so the fundamentals of her gameplan aren’t hard to grasp:
Use her EX Special early! This puts her in the En-Nah Barrage state and ensures she’s building up Daze and dealing damage through turrets.
Swap out of Norma and keep her off-field, as many W-Engine effects - like her Signature’s or Hellfire Gears - demand it.
If needed, make use of her low Assist Point cost Defensive Assist to get a quick boost of Daze and Decibels.
Try to use her EX Special every 15 seconds for King of the Summit, and make sure to have the Energy for it when Stun begins to refresh the buff.
Halfway during a stun combo (ideally after 8 seconds, to get the most value out of her enhanced turrets), use her hold Basic to get an extra Chain Attack on a DPS.
Repeat all of the above, making use of her Ultimate for faster stuns and more Preheated Chamber.
Certain Agents may benefit from having extra Chain Attacks be used out of Stun instead (like Hugo, or Soldier 11 if Astra’s Ultimate is used), as not all combos will be accommodating of the time taken on them.
On the aggregate though, a simple approach of “Use EX Specials often, parry occasionally, hold Basic for an extra Chain Attack in Stun” is good to start with, then tailor a route to an individual team and fight.

King of the Summit is the natural choice, especially with how easy meeting the 50% CRIT Rate requirement is for Norma. She can maintain it easily enough owing to her low cost EX Special, so it's a perfect fit. For 2-piece, Woodpecker is best if at below 100% CRIT Rate, but an Energy Regen set will be best if maxed out.

Below we list only the most important synergies for Norma. The character can work with others if you know what to do and how to use them.
Sunna - Both Norma and Sunna together make for a very strong generic comp that any Attacker can slot in as a final pick and do incredibly well. Between the 2 of them, there's enough in buffs, daze and even personal damage contribution to clear most endgame encounters with ease.
Pyrois
Soldier 11 - Both Pyrois and Soldier 11 benefit significantly from Norma: Pyrois has one of the hardest hitting Chain Attacks in the game and Soldier 11's gets both her Additional Ability criteria met (opening her up to stronger Support picks) as well as plenty of uses of her empowered Basic 5 from Norma's free Chain Attacks. Although they may be "free" DPS, the performance of both of these Attackers with Norma is comparable - if not better - than many Limited Agents.
Cissia
Orphie & Magus - Although Cissia and Orphie both have their own teams, with Seed and Soldier 0 - Anby respectively, for those that want to run them as a main DPS carry, Norma is an ideal pick. She can fill the "secondary DPS" role that both of these Agents want, and her free Chain Attacks are especially useful: Cissia gets far more Venom stacks for her DMG and Daze, whereas Orphie can actually fill out stun combos without being purely reliant on her Aftershocks. At M2+ Cissia, with Norma around, she's among the most competitive Electric DPS!
Hugo - Norma slots right into Hugo's double Stunner teams, and with her Stun DMG Multiplier increase and duration extension, she's a very good match for Hugo. Her ability to force a Chain Attack can also be used to get 3 Chains and a Totalize in the Hormone Punk window, which makes up for the stun time loss with raw damage.
Manato
Billy - Starlight - Both Manato and Starlight Billy have very long Ultimate animations, so while Dialyn may be great for them, Norma's extra Chain Attack can at times be a better option. For Manato, this also helps manage Yunkui Tales, and for Starlight Billy, the extra deterrmination can make combos more lenient. Unfortunately, while she does great into Manato's matchups, the same can't be said for Starlight Billy's (like Thrall and Defiler), which means that in practice she can underperform against them when compared to neutral encounters.For more Teams, check this video:
