Core Passive Cuteness Is Justice
Characters in the [Angelic Chord-ination] state gain increased ATK, equal to 30% of Sunna's initial ATK, up to a maximum of525 ATK. When Sunna's initial ATK reaches 1,750, the ATK buff granted to all squad members reaches its maximum.
When attacks from [Basic Attack: Naughty Cat Spotted], [EX Special Attack: Bubblegum Barrage], [EX Special Attack: Special Photography Technique], [Chain Attack: Don't Mess With the Cat], or [Ultimate: Smash It All!] hit an enemy, apply [Cat's Gaze] to the target for 12s. While Sunna is the on-field character, the duration of [Cat's Gaze] is continuously refreshed. Some normal enemies affected by [Cat's Gaze] show reduced aggression toward Sunna.
When [Attack] or [Anomaly] characters in the squad continuously land attacks on enemies affected by [Cat's Gaze], [Cat's Gaze] is triggered and removed:

Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero’s most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Endgame Modes
A relatively undiluted buff offering that is compatible with most Attackers, all the while being very easy to play.
Absurdly good for teams that need frequent Ether Veil activation and fills in a niche for endgame buff requirements.
Is often better or at least on par with other premium Supports for many Attackers.
Forgiving skill and stat threshold requirements, being inexpensive to build and get Drive Discs for.

Sunna is a Physical Support Agent who is able to buff her teammates directly, supply constant Ether Veils and has a unique way of increasing team damage, dealing damage that directly scales with others’ stats. She has a rather straightforward and simple gameplan approach that revolves around her Cat’s Gaze and Claw Sharpener mechanics.
Other than providing buffs and activating Ether Veils with her EX Specials, certain attacks will inflict Cat’s Gaze on a target, which is then detonated by Attacker or Anomaly Agents as they hit affected enemies, dealing damage. She can then either reapply it manually with her skills, or by relying on her pet, “Bubblegum”, who will consume Claw Sharpener stacks that Sunna can build in a fight to re-apply Cat’s Gaze.
Keeping her team buffed while cycling between detonation and application of Cat’s Gaze is the rhythm that Sunna falls into, making for a straightforward but effective gameplan.
When entering the battlefield, Sunna gets an extra 15 Energy. This is particularly useful as it’s by casting one of her EX Specials that she accesses her main buff offering is through Angelic Chord-ination, a 40s long buff that applies to the whole squad and provides up to 1050 ATK. The exact value of the buff scales with 30% of Sunna’s initial ATK - that being her stat sheet value before combat begins.
This may seem steep, however her Core Passive’s stat bonus is ATK %, making it relatively easy for her to meet this value.
On the other hand, Sunna also has a Base Energy Regen value of 1.0, being lower than the 1.2 of regular Agents and the 1.56 of most other Supports. This has some implication in her builds, explained in the relevant tabs.
As part of her Additional Ability, which demands Attack or same Faction Agents, when Ether Veil: Delusion Reprise is active, enemies have 30% increased Stun DMG Multiplier. This is an Ether Veil that Sunna can provide herself via one of her EX Specials.
Rather than simply buffing allies with Angelic Chord-ination or her Additional Ability, Sunna can directly contribute to damage with Cat’s Gaze, which is applied by:

Cat’s Gaze is a debuff that does nothing by itself, but whenever a strike from an Attack or Anomaly Agent connects, it will tick. When enough ticks have occurred, it will detonate. The ticks required to detonate are lower while in stun, with only 1 tick being needed as opposed to 3 normally, having a 1 second internal cooldown between ticks.
Multiple enemies can have Cat’s Gaze applied, but it can only trigger on a singular enemy, and upon doing so all Cat’s Gaze are removed from the field. While the detonation is centered on one target, it does have AoE properties that deal damage to those around them. The value of the damage dealt is 300% of the triggering Agent’s ATK if they are Attackers, or 480% of the triggering Agent’s ATK, with a 100% chance to CRIT and an extra 150% CRIT DMG for Anomaly.
It is not only the ATK stat that scales, but every single damage stat and buff applied to the triggering Agent: CRIT RATE, CRIT DMG, DMG Bonus, PEN Ratio, the whole lot. The only stats that do not carry through to Cat’s Gaze damage are those that are specific to a given move: so effects like Dawn’s Bloom 2 and 4-piece effects do not work as they are for Basic Attacks only.
This can really add up over the course of a fight, with an expected 25-30 Cat’s Gaze procs in a Deadly Assault run, allowing for Sunna to indirectly deal damage without needing to be built herself.
The reason she can get this many Cat’s Gaze procs is due to her Basic Attack and the Claw Sharpener stacks.
When an Ether Veil is activated by any Agent, Sunna will gain 2 Claw Sharpener stacks. If an Anomaly is applied, she will gain 1, with a 10 seconds cooldown. Lastly, her Ultimate will give 6 - which also happens to be the total cap of stacks she can hold at a given time. Any of Sunna’s Specials will summon “Bubblegum”, a floating cat companion that will Basic Attack enemies while Sunna is off-field and no enemies with Cat’s Gaze are nearby, at the cost of 1 Claw Sharpener, being the “Basic Attack: Naughty Cat Spotted” skill.
The end result is a loop of application and consumption: Bubblegum will apply Cat’s Gaze, this is detonated by another Agent, then Bubblegum apples Cat’s Gaze, and so on, until there are no more Claw Sharpener stacks left.
Sunna also has Basic Attack: Mischief Meteor Hammer, a standard set of Basics accessed by attacking with her while she’s the active character. It has very low scaling and a very long recovery animation on its last hit which cannot be Dodge cancelled out of, so it’s best avoided outside of the opener, where Sunna may need an Energy boost for her EX Specials.
Said EX Specials are the bread and butter of Sunna’s gameplay, being the most commonly used skill.
There are 2 EX Specials, the first being EX Special Attack: Bubblegum Barrage. This costs 70 Energy and is what applies Angelic Chord-ination to the squad, while also triggering a Quick Assist.
Her second EX Special is only usable after EX Special Attack: Bubblegum Barrage has been used, but has a 0 Energy cost. It’s called EX Special Attack: Special Photography Technique, with the window to use it lasting for as long as Angelic Chord-ination is active. This second EX Special is what activates Ether Veil: Delusion Reprise, enabling Sunna’s Additional Ability. The Ether Veil itself has a very minor buff associated with it, granting all allied squad members 50 ATK, and every cast is a brand new activation rather than an extension, making it compatible with effects that rely on such behaviour (like Ye Shunguang’s Sword Force generation).
Each EX Special can be cast separately, or the Special button can be held down to cast both in quick succession, being a faster execution overall but having slightly lower multipliers than if done separately. Note that every cast, even of the second EX Special, which consumes 0 Energy, still counts for related effects, like Moonlight Lullaby, and apply Cat’s Gaze.
Sunna also has a regular Special Attack: Star Shooter. This is weak and serves no practical purpose, however it - alongside all of her EX Specials - will place Bubblegum on the field.
Sunna’s Dodge is unlikely to ever see use, with her on-field presence being limited and the skill lacking any meaningful contribution to her kit. Both Dash Attacks and Dodge Counters are best avoided.
Similar to her Dodge, Sunna’s Assists are unremarkable and rarely worth using. Her Quick Assist is decently fast, and although the raw Daze values are not too bad for her Assist Follow-Up, it is very slow to cast and such time would be better spent dealing damage or building Daze via attacks on other Agents.
There isn’t much to Sunna’s Chain Attack, working as standard for Supports and providing a Quick Assist after use, but it isn’t particularly fast nor is the time spent on it worthwhile. It does, however, apply Cat’s Gaze, being a way to get an extra proc without Claw Sharpener stacks available.
Her Ultimate has some additional gimmicks. It also applies Cat’s Gaze and triggers a Quick Assist, but it heals all Squad Members when the Quick Assist prompt is used. As previously mentioned, it generates 6 Claw Sharpener stacks, capping it out. As much of Sunna’s damage contribution comes from Cat’s Gaze, good management of this can help increase her value, but be mindful to avoid overcapping when using it shortly after Ether Veils.
Sunna’s gameplan ends up being quite simple in practice:
Use “EX Special: Bubblegum Barrage” to apply Angelic Chord-ination to the team.
Use “EX Special: Special Photography Technique” to activate Ether Veil: Delusion Reprise and gain 2 Claw Sharpener stacks.
Swap out of Sunna to an Attacker to trigger Cat’s Gaze
After 25 second pass, swap back to Sunna for an EX Special to refresh Moonlight Lullaby. This can be a singular cast, so that her second EX Special can be reserved for another refresh later, or both consecutively if doing good on Energy.
Repeat the above until near stun, before which her Ultimate should be used if available to cap out Claw Sharpener stacks and maximise Cat’s Gaze triggers in stun.
There isn’t much more to this. Depending on the fight, gear and team, there are some minor optimizations and variances that one can do.
Her high EX Special Energy cost can demand some early Basic Attacks for quick resource build, and depending on the W-Engine being used, having effective management of her EX Specials for Moonlight Lullaby upkeep is important.
Learning to weave in single vs double EX Special casts for buff maintenance and not overcapping on Claw Sharpener stacks where possible is ideal to get the most value out of Sunna. Even still, one of her greatest advantages is ease of play, so making good use of it to focus on getting the most out of your other Agents is the way.
Best Build
The W-Engines are listed in order of priority. Sometimes the percentages appearing near them won't reflect their performance as pure damage or Stun output isn't the only thing we're looking at - the utility of the W-Engine might be more important than the calculations imply.

With Sunna being able to split her EX Special casts, it's not difficult for her to maintain full uptime of Moonlight Lullaby, making it the ideal set for her. Note that 2-piece sets is ideally Swing Jazz, given Sunna's low base ER making every point count, but Attack sets like Astral Voice or Hormone Punk can be used if struggling to meet her Core Passive thresholds.

Calculations
As is tradition for Support Agents, due to the value of their Mindscapes being extremely variable depending on the team you run them in, we'll be reviewing Sunna Mindscapes instead of providing calculations that can fluctuate highly depending on the units and team you're using alongside her.
The DEF Shred this Mindscape provides is especially strong, being an often undiluted bonus and scaling well with many teams (and even some Attacker W-Engines, like Cordis Germina), with the more DEF Shred the better. Do keep in mind however that this does perform worse against bosses with lower DEF and on teams that make use of PEN Ratio. The starting Energy that this provides is also a nice Quality of Life, condensing openers and being especially good for faster endgame modes, like Shiyu Defence.
Combat Attack and Cat’s Gaze bonuses aside, building 1 Claw Sharpener stack every 10 seconds allows for Sunna to have more consistent uses of it in teams that do not readily supply Ether Veil.
A minor DMG Bonus after using Ultimate, but this can impact some rotations as certain teams (like Ye Shunguang) ideally try to minimise Sunna’s Ultimate use, so it may require adjustments.
Most players will only see the 50% DMG increase on triggering Cat’s Gaze, but this can enable a “main DPS” Sunna playstyle and makes it more feasible to stay on her after EX Special casts for damage and Cat’s Gaze procs.
