Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero’s most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Endgame Modes
Very accessible and viable W-Engine options;
Has several team options, including some of the most widespread Support and Stun-class Agents in the game;
Lots of self-buffs and very universal Disk Drives Set options with multiple viable sets & multiple viable stat options.
Has no outstanding features whatsoever, just raw active on-field damage — kit doesn't bring anything special to the table whatsoever;
While her enhanced Basic Attacks have some freebies via executing other specific attacks, they'll often require learning proper timing in order to execute them — unenhanced Basics do close to no damage;
Performance will vastly vary depending on available second slot teammates — significantly enjoys her best choice (Lighter) compared to alternatives.
Soldier 11 is an S-rank Fire Attack Agent whose main gameplay mechanic revolves around timed Enhanced Fire Basic Attacks to deal damage to enemies. She plays optimally as a standard on-fielder Attack Agent, but because her Fire Suppression requires her to time her Basic attacks, she is not necessarily easy to pick up and play at a decent level. As a result, understanding her kit is key to mastering her.
Soldier 11’s playstyle is built around her Enhanced Basic Attack mechanic called Fire Suppression. Her normal 4-string Basic Attacks don’t do much and are rather weak physical damage-dealing moves; however, under the right conditions or by using the correct timing, she casts significantly more powerful Fire Suppression Basic Attacks. She has 4 main ways of accessing them: the first 3 are that she gets a free 8 string of attacks after casting her EX Special, Ultimate and Chain Attack.
If none are available, instead the player will have to resort to the final method, being by pressing the Basic Attack button at the right time. It absolutely must be learnt in case none of the 3 abilities listed are available in order to give Soldier 11 timing-free attack strings. Because it is absolutely necessary to save her Ultimate and EX Specials for the Stun Window, it is absolutely mandatory to learn the timing of her Basic Attack. This is particularly important when playing her with off-field and inactive type Agents such as Ju Fufu where Soldier 11 will take the overwhelming majority of active on-field time.
Soldier 11’s Core Passive is rather simple, constantly boosting her Fire Suppression attack damage by up to 70%, and her Additional Ability also gives an extra 10% Fire DMG boost, further enhanced to a total of 32.5% while the enemy is Stunned. This further reinforces Soldier 11’s capability to capitalize on Stun windows.
Soldier 11’s EX Special has a large amount of invincibility frames which can be used to avoid enemy attacks freely, however using it outside of the Stun window is a massive damage loss and hence not recommended. It also deals a large amount of damage and as mentioned earlier, gives her the ability to cast 8 timing-free Fire Suppression attacks. However, its Energy cost is also tremendous at a cost of 80, which makes it a rare powerful ability to use in battle. Make sure to save your energy to use this ability during the enemy stun window, and make sure not to overcap on Energy while thinking of when to use it also.
All of Soldier 11’s Chain/Ultimate, Dodge and Assist-related moves behave in the manner you’d expect them to and as a result aren’t worth going into more detail over. As usual, keep in mind to make use of her Ultimate during Stun windows ideally to optimize damage, and as mentioned earlier her Chain Attack and Ultimate both provide 8 timing-free Fire Suppression attacks.
Lastly, it is worth keeping in mind that Soldier 11 has solid damage and Daze multipliers on her Assist Follow-Up and Dodge Counter, so making use of them when possible is highly encouraged.
Soldier 11 has received significant boosts in power since her initial release at the very beginning of the game. The arrival of new, stronger Supports such as Astra Yao have strongly benefitted the entire cast, including her; Ju Fufu and particularly Lighter make for some of the best Fire Stun Agents she can pair with (and in fact they take her potential to a whole new level); the arrival of new Support Disk Drive sets like Astral Voice, Moonlight Lullaby and King of the Summit have also allowed Soldier 11 to reach much higher damage heights than before.
In conclusion, while Soldier 11 has remained exactly the same in how she tends to play since her release (which makes her extremely simplistic and easy to pick up), she has only continued to get stronger over time, and while she is outclassed by limited S-rank Fire Agents in damage such as Evelyn being pretty directly comparable to her and stronger in her role, she remains a viable alternative choice for players who are in need of a fire attacker. However, she is heavily reliant on the likes of Lighter and Ju Fufu, and her performance might disappoint without any of her premium teammates. Please keep this in mind before giving her a chance, but note she can perform given the right conditions!

Always a great option for CRIT-scaling Main DPS characters who will remain on the field for extended periods of time, this Disc Drive set provides extra CRIT Rate and lots of ATK% which can be triggered using very general conditions, making this set versatile and effective.

Competitive option for direct Fire damage dealers granting 10% permanent Fire DMG% from the 2-PC and 28% increased CRIT RATE for 8 seconds upon hitting a Burning enemy from the 4-PC. The 4-PC bonus of this set is equivalent to almost 12 sub-stats of CRIT RATE making it absolutely absurd - it's also not hard to keep active either as Burn lasts 10 seconds and even if you hit it at the last second of Burn you'll still gain an 8 second buff. This set only outperforms Woodpecker Electro in the event you're able to keep the enemy burning for the majority of Soldier 11's damage windows. We assume a 100% uptime on this during the stun windows!

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
ZZZ has changed a lot from 1.0 - many new mechanics, enemies and characters have been introduced and biggest of all the game has a new competitive endgame mode Deadly Assault. Deadly Assault is based around dealing as much damage as possible in 180 seconds, because of this we're changing our calculation style away from a focus on burst to instead focus on extended fights over 3 minutes (180s). Also, many Mindscape, Disc Drive and W-enigne calculations can meaningfully change when factoring in the buffs of an Agents best team, for this reason we're also adding a new feature, allowing you to see damage output with one of the agents best teams buffs factored in. We're starting this overhaul off with Alice but will be updating all other characters on the site soon, for this reason, do not compare her calculations to other characters at this time!
