What kind of enlightenment did our charming gardener receive? Did she interact with some ancient flower? Oh, it seems the flowers you gave to her are special. Nevertheless, she has transcended worthlessness and become one of the best supports.
ShiftUp did it again! Bringing a unit from the trenches into the spotlight! Flora is a broken B2 buffer, healer, shielder who strengthens everyone excellently, particularly those with True Damage. Her 40s CD can be a letdown, but it is not a problem if the unit is strong and there is another B2. And, guess what?
You can use her with Crown! If you don't have Crown, Flora is now the next best B2 for Campaign. Flora is also the best unit for Missilis Tower at the moment alongside the new Lapluh (Laplace: Ultimate Hero) and Mom (Maxwell: Ordinary Mechanic).
For Raid Bossing, she is a little more limited. Due to her 40s CD, she needs another B2 in team, which may not be possible at all times, but we can see her being preferred in:
True DMG comp (with Jill, Ein, Chisato, Takina, Ada, Laplace (Treasure))
Hypercarry Crown comps if MMast used somewhere else (e.g. Anis:Star FloraT RRH PrivT Crown)
For General Bossing, Flora is normally used like MastM and PrivatyT. She is a B2 that alternates Burst with another B2.
With Crown, she is not exactly better than MastM, unless the team revolves around True DMG or needs additional Shield or Heal. However, she doesn't have that weird C-C-M or C-C-M-C-M-C rhythm because you will always want to Burst Flora with the strongest DPS or the one with True DMG
In the same way, she is also not better than PrivatyT outside her niche, but they can coexist. Since PrivatyT is B3, you can run PrivatyT and FloraT together for some hypercarry magnificence.
If you don’t have Crown, FloraT can technically be used as your main B2, but due to her being 40s, she needs another B2 that is not MastM. When MastM is paired with another B2 that has a 40s CD, she will no matter what interrupt one of your rotations with a stun. You can work around this in Mobbing by Bursting with MastM first, so the stun happens at the 7th rotation outside your 90-second fight, but you can’t do it in Bossing because it lasts 3 minutes.
In PvP, Flora doesn't change much. She was often used as an Instant Buffer and sometimes she did Burst in those teams. Now, her buffs are now significantly stronger, allowing early pressurers/assassins (Nikkes who can kill before Burst) both with and without True DMG to inflict notably more destruction.
Yes, you should. In fact, if we take the average from all game modes, she has the highest priority in this batch:
Campaign/Tower: Flora > Phantom > Centi > Sugar > Rosanna
Solo Raid: Sugar ≈ Flora > Centi ≈ Phantom > Rosanna
PvP: Centi > Rosanna > Flora > Phantom > Sugar
We recommend grabbing her base unit from Wishlist or New Year Selector (if you haven't used) and purchasing dupes with Silver Mileage.
Flora (Treasure) gives way too much ATK▲ that she should sit in your Wishlist until Max Core (not joking).
In NIKKE, dupes are not necessary for units to function. They only give extra stats, help new commanders level past 160 wall, or unlock Favorite Item/Treasure.

Outside her adjacent healing and stack increase (good for Cindy’s Max HP and XMaiden’s Max HP), Flora gains an additional skill that increases the Max HP▲ of the adjacent units without restoring HP, whenever the team enters Burst Stage 2. This can:
Forcefully trigger S2s—its primary goal.
Amplify units reliant on Max HP▲ such as Lapluh, Cindy, and XMaiden, preparing them for their Burst Skill damage, which triggers within this 2s window.
If the team has too much Max HP▲ and S1 is not leveled enough, it may fail to trigger S2. Find the sweet spot on your own for your investments (normally between Lv. 4 and 7).
On its own, Phase 1 is Flora's weakest form. Get her to higher Phases ASAP!
If BOTH adjacent allies’ HP are too low, S1 won’t forcefully trigger S2. Keep one of them healthy at all times or use Crown!

With S1 now forcefully triggering S2 upon entering Burst Stage 2. The current and new effects of this skill have improved considerably:
Individual Shield now triggers every Full Burst, just like Crown's, even when she is not Bursting.
As this triggers at the start of Burst Stage 2, Naga can make use of it for Core DMG and Burst Skill’s ATK buff.
This can stack with other Shields such as Crown’s, allowing the team to block 2+ attacks, handy for Campaign/Tower!
True DMG▲ also triggers every Full Burst, albeit delayed 2s (not ideal for True DMG nukes) but can be shortened by healers (including Lifesteal). The delay is from Max HP▲ from S1 expiring.
The most important piece of the puzzle is the new ATK▲ for adjacent allies, which is honestly insane. This makes her one of the strongest off-burst buffers that can Burst for even better effects (just like MastM!).
Just like with Rouge, make sure to place her in between your 2 DPS. However, she doesn’t need to be in P2 or P4.
In Phase 2, Flora is now competent as an off-burst buffer, shielder, healer. However, her performance peaks in Phase 3.
While possible, using her with Rouge is sub-optimal because both Rouge and Flora (Treasure) want to be between your 2 DPS.

True Damage ▲ 42.39% for 10 sec.
ATK ▲ 85.86% of the skill user's ATK for 10 sec.
Flora's Burst Skill has received a small yet radical change. On top of her heal that can guarantee Crown’s S2, she now grants 85.86% of caster's ATK to all allies. This is the highest B2 ATK▲ we have seen throughout the history of NIKKE, beating even MastM at 3 stacks, if we also factor in their other skills.
It is true that she still has a 40s CD, but she can Burst every other rotation with your strongest DPS. For example, in a team like Anis: Star FloraT RRH PrivT Crown, you want to Burst FloraT with RRH. She has a similar playstyle to MastM's but without the stun drawback that leads to unconventional Burst orders.
Phase 3 is where Flora peaks because you would want to Burst with her every other rotation with your strongest DPS, especially those with True DMG, to abuse her insane Burst buffs.
Could be better than Crown if with True DMG DPS. Only slightly below if not. Or, you can just use both together for some fireworks!
Crown is more of a generalist buffer. She gives Reload Speed, which is nice for everyone, and beginners love it a lot since they don’t have access to Max Ammo OL. She also grants Shield and gives great ATK▲ (not the most) and ATK DMG▲. Her Taunt + Immunity can save the team from dire situations. However, Crown’s Burst is pretty lackluster compared to MastM’s at 3 stacks and Flora’s (both of which have insane ATK▲, amazing for Campaign), which is why she is often used with them since they have both good off-burst and in-burst skills.
On the other hand, Flora is still a generalist buffer but a bit more specific (favors True DMG DPS). In a meta where True DMG dominates Campaign, Flora is outstanding. She buffs Vesti: Tactical Upgrade and Ada better than Crown and MastM can. Not only that, she also grants Shield and Heal (which is okay for Campaign Bosses). Unlike Crown’s Shield that only triggers once per rotation (and only if she Bursts), Flora triggers at least once per rotation (even if she is not Bursting). Flora can have unlimited Shields per rotation as long as the attacked unit doesn’t drop too low. However, her Shield lasts 10s only, and Flora’s S1 won’t automatically give Shield if BOTH adjacent allies’ HP are too low. Since Flora gives Shield, she can also pair with Naga. She can also pair with Lapluh in Missilis Tower to boost her Nuke Damage through Max HP▲.
Both of them can stand alone (e.g. Crown + MMast, FloraT + MMast [mobbing only with MMast Bursting first]), but they shine best when used together. Crown and FloraT are both great off-burst and in-burst buffers. Crown provides Reload Speed, Shield, and Taunt; whereas Flora provides ATK↑, True DMG↑, Shield, and Heal. Due to Crown's Burst Skill being inherently weak, she has often been used with MastM to hyperbuff a primary DPS. Flora can now take that spot. With her kit being catered to Campaign and Campaign DPS, she is pretty much the best B2 one can ask for.
Flora is more restricted team-building wise in Bossing compared to Campaign. To make this easier to explain, we will divide her uses into three:
With Crown: If Flora is paired with Crown, she is weaker than MastM but better if the team has True DMG DPS or needs Heal/Double Shield. She becomes an alternate B2 who uses Burst alongside your strongest DPS or the DPS with True DMG. Unlike MastM, who grants no Shield in her Burst rotation, Flora still grants Shield. As for PrivT, off-burst PrivT beats alt-Burst Flora in the same way for non-True DMG DPS. However, since PrivT can be an in-burst support, Flora doesn’t necessarily compete with PrivT (e.g. Anis: Star FloraT RRH PrivT Crown). In Solo Raid, Flora can pair with Crown to free MastM/PrivT for other teams.
Without Crown:
Flora can be used as a B2 if you need a Shielder (like against Ultra; non-Crown-havers are saved!). She needs another 40s CD B2 that is not MastM. Why not MastM? Well, she stuns herself every 3 rotations. For a 180-second fight, that stun will eventually align with her rotation, completely interrupting your chain.
If not MastM, what other choices do we have? We can use Nayuta (unoptimal because Nayu wants to Burst), XBrid, Takina, Naga, AnchorM, SHelm/Dolla, Arcana, or even Velvet, but as you can see, outside Solo Raid, the pairings don’t seem so convincing. Sure, Nayuta + Flora doesn’t seem so bad, but that competes with MastM + AnchorM and Nayuta + MastM. Inside Solo Raid, we will see Flora being paired with various B2. Check Teams tab for more info.
Strictly Off-Burst: Not sure why you don’t want to alternate Burst with Flora. However, if your Burst Skill level is too low or you want to always Burst with a specific B2, it may not be the worst idea. Flora can grant the team occasional Max HP▲ for HP-based Nuker DPS, Shield, Heal for adjacent allies, True DMG▲, and ATK▲, which are great for an off-burst—not going to lie.
While offensively Flora may perform worse than alt-Burst/off-Burst MastM or PrivT for non-True DMG DPS, Flora’s Shield is extremely valuable for non-Crown-havers, and we want to highlight that. Moreover, while she needs another B2, as long as she has a proper pairing, she can easily beat anyone in S-tier. Because of this, we are placing her in SS tier.
Flora doesn’t change much in PvP. Her use case is exactly the same, although it’s a bit more versatile now. Previously, thanks to her True DMG▲, she was used in Tactical Squad to hyperbuff Vesti: Tactical Upgrade to guarantee-kill the enemies in P1-P3. Now, Flora has one more trick up her sleeve. An additional ATK▲. Yes. Now, she grants ATK▲ on top of that True DMG▲ to make Vesti: Tactical Upgrade or literally anyone else (such as Laplace (Treasure)) hit even harder. Her Burst Skill is normally not used because defensive B2 is often preferred over offensive, but in an emergency (or in Tactical Squad), she can use Burst to make Vesti: Tactical Upgrade’s Burst hits like a truck.
Oh, yes, don’t worry about her Shield. Shield accelerating enemy burst gen is not a major problem for this team (the skill was already there in base form). In fact, her primary weakness is Rosanna, as she can dispel Peace of Mind from adjacent allies, making Flora unable to buff their ATK. However, Flora can also counter Rosanna through that buff (Rosanna can dispel only 5 buffs; Flora’s buff can make the Dispel fail to dispel a key buff).
Because Flora’s use case doesn’t detract from her original use case, she will maintain her old tier—B.
As an MG, Flora does deal some basic-attack damage, but unless you are a competitive Electric-weak SR player chasing Top 10, there really isn’t any value to it. For 99% of players, you only need Helmet, Gloves, and Vest leveled for base ATK (since Flora gives a lot of caster’s ATK). We recommend Helmet Lv. 5, Gloves Lv. 5, and Vest Lv. 3–5. For most non-competitive Electric-weak SR players, do not reroll her lines, unless for CP padding.
You can reroll her lines for two esoteric purposes:
Accelerating the acquisition of Cindy’s Max HP and XMaiden’s Max HP buffs.
Get up to 2× Max Ammo (+ Bastion)
Increasing her damage in Electric-weak SR and providing burst gen via Anis: Star.
Get up to 4× Max Ammo, 4× ELE, and 4× ATK (+ Bastion/Resilience).
Flora’s offensive skills are in S2 & Burst Skill. Level S1 enough to forcefully trigger S2 but not too high that Burst cannot instantly heal it.
Skill 1: 4~7
Mainly increases the non-restoring Max HP▲ value. Needs to be upgraded enough to forcefully trigger S2. Flora dupes make this easier, but allies' dupes make it harder. If Flora grants Shield as soon as you enter Burst Stage 2, you’re good! If the amount of HP given is not enough, try OL-ing HP-related gear such as Boots.
However, do not level it too high to the point that Burst Skill cannot instantly heal this Max HP▲. It will delay her S2's True DMG activation, costing damage in True DMG teams during her rotation.
Thus, never level this up above 8.
Skill 2: 10
Increases ATK▲ and True DMG▲ given both in-burst and off-burst when triggered by S1 or manually through enemies’ attack.
Burst Skill: 10
Increases ATK▲ and True DMG▲ given when Bursting.
For the highest caster’s ATK buff, she wants your highest-level cube, but if we assume all Cube levels are equal, here are our recommendations:
Bastion: Great outside Reload Speed comps. When you pair her with Cindy or XMaiden, especially with up to 2× Max Ammo OL, you want to stack their Max HP▲ faster by allowing Flora to shoot more with her first magazine.
Resilience: In Reload Speed comps, Resilience’s exponential scaling makes it the best.
Vigor: if you pair Flora with Max HP-dependent units or struggle to trigger Flora’s S2 through S1 because both adjacent allies have high HP, Vigor can help.
For PvP:
Tempering & Vigor: If you want her to survive longer.
Bastion & Resilience: If you want her to die faster (e.g. for triggering Rosanna’s sac).
PvE Notes: While she may not be the best for General Bossing (if you have Crown), she is amazing for Campaign (which needs CP padding). She also has the highest caster’s ATK▲ in game.
PvP Notes: Flora has been used as an Instant Buffer for Tactical Squad. Now, she can be an even better buffer for them (and non-True DMG DPS). As this is caster’s ATK, she will need some Doll.
Grants high ATK▲, True DMG▲, and Shield, which are pivotal for Campaign.
She also works for Missilis Tower, which has Laplace: Ultimate Hero, Ein, Laplace (Treasure), Maxwell: Ordinary Mechanic, and Naga, who all synergize with her in different ways.
Shield is also crucial against some bosses, such as Ultra. Crownless players can now rejoice!
Shield triggers at the start of Burst Stage 2, allowing Naga to take advantage of it for Core Damage▲ and Burst Skill ATK▲.
Shield stacks with Crown’s Shield, allowing the team to block 2 attacks!
Shield triggers even if she is not Bursting.
Heals adjacent allies continuously and all allies slightly on Burst Skill, which can help against bosses that deal a bit too much damage, especially if they aim at units with the highest final ATK.
Can accelerate the stacking of Electric units (mainly Cindy’s and XMaiden’s Max HP▲).
Can be used with Crown just like MastM and PrivT. Can literally pair with any B2 (except MastM outside Mobbing).
Saves MastM from hypercarry comps in SR, so she can go with her AnchorM.
Non-restoring Max HP▲ can buff Max HP-dependent units despite its short duration.
Machine Gun means decent personal damage because of high basic-attack multiplier.
Instant Buffer’s performance is increased in PvP even though her usability doesn’t change much.

The most adorable Nikke according to Kisenix (not subjective) - worth pulling 100% (also not subjective).
If BOTH adjacent allies’ HP are too low, S1 won’t forcefully trigger S2 because it requires one to drop from above 90%. Keep one of them healthy at all times or use Crown!
In Mobbing, Shield lasting 10s instead of 15s is a tangible drawback compared to Crown’s Shield.
Dupe-greedy. One of those supports with a kit that screams “caster’s ATK and Max HP”. If the Limit Break of your DPS is higher than Flora’s, expect some skewed results.
Max HP▲ lasts 2 seconds, which is enough for Burst Skill but not continuous damage.
ATK▲ is prone to dilution. She won’t give too much performance increase when paired with ATK-diluted B3 without True Damage, such as SMarciana.
Buff is mainly for adjacent allies (other allies get less), which may discourage certain comps.
Steals everyone’s girl just like Crown did.
