Profile
Core Passive Warm Night's Embrace
Gain 1 point of Wind Energy for every 25 Energy consumed, up to a maximum of 3 Wind Energy.
When Roxy's initial Energy Regen exceeds 1.2, for every 0.01 above this value, ATK increases by 5, up to a maximum increase of 480, and Impact increases by 0.4, up to a maximum increase of 40.
After Special Attack: Forgive Me for Not Seeing You Off hits an enemy affected by Windswept, it triggers Cleanse, reverting Contamination back to its original state.
When any squad member triggers Contamination or Cleanse, Roxy provides all squad members with a buff based on the attribute of the Contamination or Cleanse effect: for every 1% CRIT Rate Roxy has, when non-Armorer characters deal DMG of the corresponding attribute or Wind DMG, their CRIT DMG increases by 0.4%, up to 22%. When Armorer characters deal DMG of the corresponding attribute or Wind DMG, their Laceration DMG increases by 0.2%, up to 10%. Each attribute's buff lasts 50s, and repeated triggers reset the duration.
When Windswept is applied again to an enemy already in the Windswept state, all squad members can also gain this buff based on the Contamination attribute of the overwritten Windswept state and Wind attribute.
BASE ATK: 0
Additional Ability Porcelloy Heart
When another character in your squad is an Attack, Rupture, or Armorer character:
Roxy's DMG increases by 8%. This effect increases with character level, increasing by 1.2% per level, up to 80%.
When any squad member's attack hits an enemy, it increases their Stun DMG Multiplier by 30%. When an enemy becomes Stunned, its Stun duration is extended by 2s. This Stun duration increase does not stack with similar effects. The effect is removed once the Stun ends.
While an enemy is in the Windswept state applied by a squad member, the direct Wind DMG they take and the direct DMG they take of the attribute that triggered Contamination are increased by 8%.
Upon entering the battlefield, restores 40 Energy. In Investigation Zone Mode, this effect can trigger once every 180s.
Windswept applied by all squad members lasts 20s longer.
When using an EX Special Attack, Roxy's Anomaly Buildup Rate increases by 30% for 50s. Repeated triggers reset the duration.

Mindscape 2
EX Special Attack: Don't Catch a Chill deals 5% more Daze.
For each Eye of the Storm detonated, gain 1 stack of Windflow, up to 3 stacks.
During EX Special Attack: Don't Catch a Chill, if Roxy switches out after entering the Whirlwind state, she consumes all Windflow. Each stack consumed sustains the Whirlwind state for 0.2s, during which no Energy is consumed, up to a maximum of 0.6s.
When EX Special Attack: Don't Catch a Chill hits an enemy, that enemy's Stun DMG Multiplier increases by 30% until the target recovers from Stun.

Mindscape 4
When a Defensive Assist successfully parries an enemy attack, Roxy gains 1 Energy, up to once per skill. When Dodge Counter: Returned Courtesy hits an enemy, it grants 2 Energy, up to once per skill. Ultimate: Requiem for the Night-Burial deals 20% more DMG and 10% more Daze.
Second Heartbeat
Mindscape 5
Eternity and the Clockwork Doll
Mindscape 6
The DMG dealt by attacks ignores 15% of the target's Wind RES. When Special Attack: Forgive Me for Not Seeing You Off detonates Eyes of the Storm to generate a Giant Windstorm, the primary target is inflicted with Afterecho. A Giant Windstorm is generated at the target's location every 3s, for a total of 2 additional Giant Windstorms. Repeated triggers stack the number of additional Giant Windstorm instances generated and refresh the duration of Afterecho. The DMG multiplier of the Giant Windstorm increases to 250% of its original value, and the Daze it inflicts increases by 20%.

Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero's most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Very high personal damage, and does so in a wide area with a vacuum effect, making her ideal for grouping and clearing out weak enemies.
One of the few Stunners that isn’t reliant on her Signature W-Engine or absurd substat distribution for Daze, having similar routing even with F2P options.
Gives CRIT DPS teams access to Direct DMG (and does so for extended periods), being an incredibly strong unique multiplier.
Looks like she belongs in Guilty Gear.
Lacklustre Daze, and what she does get needs her to be active, taking time away from other team members.
Frustrating to build, needing Energy Regen, CRIT RATE, good damage substats and lacks a good 4-piece Drive Disc set that lets her max out her passives.
Too much of her value is in Contamination, meaning future dual-damage teams with mixed elements or Wind Supports may struggle to use her effectively.
For all the Claret x Roxy fanservice, she isn’t even a best-in-slot for her…
Roxy is a Wind Stun Agent who has exceptionally high Anomaly Buildup, allowing her to easily apply Windswept to enemies so that they can be Contaminated for its Direct DMG buff.
She also has “Wind Energy” and “Eyes of the Storm”, the latter of which can be consumed by her EX Special to trigger “Cleanse”, a reset of a Windswept’s Contamination state.
She’s able to build up to 3 Wind Energy by spending regular Energy, and these are then converted into Eyes of the Storm by a follow-up EX attack that’s cast automatically. With 3 or more on the field, she’ll do another follow-up attack that detonates them to Cleanse enemies and create a “Giant Windstorm”, dealing a bit of extra damage and Daze.
Her gameplan revolves around using her EX, Assists and Ultimates to build plenty of Daze and apply Windswept, all while making use of Cleanse to ensure Contamination is always fixed to the right attribute.
The Wind Energy conversion rate is dictated by Roxy’s Core Passive, being 25 Energy for 1 Wind Energy. It doesn’t matter if she staggers out her spend; every 25 Energy spent by Roxy will yield a Wind Energy stack.
Note: She can “pre-build” Wind Energy even when capped by consuming 25 Energy, so that a stack is generated instantly on the next EX cast. She can’t “pre-build” more than 1, though, so it’s still possible to overcap on it.
Roxy also has multiple stat conversions in her Core Passive, getting up to 960 ATK and 76.8 Impact for every 0.01 Energy Regen she has above 1.2 (her base).
She can also buff her team with up to 40% CRIT DMG or 20% Laceration DMG (depending on the teammate’s class) when an enemy is Contaminated or an attribute is either Cleansed or replaced by a Windswept. The buff scales at a rate of 0.4% and 0.2% respectively for every 1% CRIT RATE that she builds.
These 2 buffs need 3.12 in Energy Regen and 100% in CRIT RATE to max out.
As for her Additional Ability, it needs Attack, Rupture or Armorer, and it gives Roxy up to 80% in DMG % Bonus (scaling with her level), as well as 40 Energy when entering the battlefield.
It also has many team-wide effects, namely a 30% Stun DMG Multiplier increase and a 2s Stun duration increase for enemies hit by any squad member's attack, as well as a 20s extension to Windswept auras of her team and an 8% boost to Contamination’s Direct DMG Multiplier.
As Direct DMG is a unique multiplier, it sees little saturation, so much of Roxy’s value-add to a team comes from her long Windswept duration and buff to Direct DMG. She can also maintain it more easily than others, as she also gets a 30% Anomaly Buildup Rate increase for 50s after using her EX Special.
This applies to all of her attacks, not just EX Specials!
Roxy’s regular Special is a weak but fast hit with no extra properties.
Her first EX Special is called “Don't Catch a Chill”, and it’s the backbone of her kit. It needs 25 Energy to cast but uses up only 10 at first, leading to a slow start-up with low multipliers.
If the Special button is held, then Roxy will enter the “Whirlwind” state, consuming 30 Energy per second to build a lot of Daze, Anomaly and deal plenty of damage. This is Roxy’s only Energy-consuming skill, so it’s the only way for her to build Wind Energy through the Core Passive conversion.
Roxy can consume 2 full Energy bars’ worth for this, with the skill lasting up to 8 seconds for 240 Energy total!
Regardless of whether the skill is tapped or held, Roxy will always go into an EX follow-up, called “Kindly Rest in Peace”. This skill itself isn’t strong, but as it’s an EX Special, it counts for effects like King of the Summit and Hellfire Gears. Roxy can also be parried into during its cast, so its long animation isn’t usually a problem.
The main purpose of this EX follow-up, though, is that it will convert Wind Energy into Eyes of the Storm.
Then, if there are 3+ Eyes of the Storm on the field after the EX follow-up, Roxy will perform a Special follow-up, called “Forgive Me for Not Seeing You Off”.
It’s this attack that applies Cleanse to enemies hit and triggers a Giant Windstorm. The Windstorms don’t have great multipliers, but provide a helpful boost that adds up over the course of a fight.
Although Roxy can have her Core Passive’s buff applied to multiple attributes, Contamination only ever works with a single attribute! This means that it’s very important to lock in the element of a main DPS after a Windswept, Vortex or Cleanse.
Getting Giant Windstorms is secondary to making use of the Special follow-up’s Cleanse to maintain the right Contaminated element!
Roxy has a disappointing Quick Assist, but a strong Defensive Assist and Assist Follow-Up.
Her Defensive Assist only consumes 1 Assist Point, even against heavy attacks, and the Follow-Up is slow but deals a lot of Daze. When out of Energy, this is one of the few ways that Roxy can build Daze, and its low resource cost means it should see frequent use.
She also has a unique Assist, called “More Overtime?”, that can be triggered by swapping out of her after a Defensive Assist. This leads to a hit that counts as activating a Basic Attack, but it’s so weak that it should be avoided, especially as it comes at the cost of an Assist Follow-Up.
Roxy’s Ultimate deals a lot of burst Daze, damage and also builds a Wind Energy Point for her. It does have a long animation, but this is more than made up by its high multipliers.
As all Vortex triggers on Windswepts applied by Roxy are attributed to her, she gets plenty of Decibels to sustain its use. It also has an additional property of generating one Wind Energy stack on cast.
She has a standard-issue Chain Attack, but it can deal decent damage when compared to other Stunners. It’s very slow, though, and still worse than a DPS Chain Attack, so it isn’t often used.
There’s nothing worth noting about either her Basics or Dodges. Their multipliers don’t make up for how slow they are, and they will rarely be used in fights.
Roxy’s kit isn’t all that complicated, and it mostly amounts to holding down EX and channelling it for as long as possible when high in Energy, then occasionally swapping to her for Assists and Ultimates to build extra Daze.
In actual fights, though, there are some key points to keep in mind when playing her:
After a Windswept or Cleanse, make sure to attack with the main DPS (or another Agent with a matching attribute) to have them apply Contamination.
Keep a close eye on the Anomaly Buildup of other Agents in the team, as Vortex will change the Contamination element, so be sure to have a Cleanse (or Windswept) ready to flip it back to the main DPS.
Since Contamination’s Direct DMG Bonus is what makes Roxy competitive with other Stunners, always have it up for stuns!
If using King of the Summit, make use of Roxy’s low EX initial Energy cost to refresh the buff mid-Stun.
If using Astral Voice, it may be better to actively get hit to get Quick Assist triggers to build stacks, and look to manage Support EXs and Ultimates to maintain it on the DPS.
The real difficulty with Roxy comes with making sure that she has the time and resources to build the Daze needed to get enough stuns, or a fast enough stun, to sustain a high score.
How this is done will depend a lot on her team and the fight she runs in, so being more mindful of teammate resource needs and enemy attack patterns, as well as taking the time to plan out routes, will make a big difference to her performance.

For ZZZ calculations we worked alongside Rivyn Elowen - check out her channel here. Any other content such as comments on W-Engines, Disks, etc are our own.
The W-Engines are listed in order of priority. Sometimes the percentages appearing near them won't reflect their performance as pure damage or Stun output isn't the only thing we're looking at - the utility of the W-Engine might be more important than the calculations imply.
The W-Engine calculations below are full team calculations, and here's the team used for them.
This character has two values displayed for their W-Engine performance. The top value represents relative Damage output performance, while the bottom value represents Daze output performance.

The go-to set when being run in Attacker or Rupture teams. Roxy triggers this both on her initial EX cast and on the follow-up that generates Eyes of the Storm. Considering how she only needs 25 Energy to cast her EX (and only uses up 10 on tap), this can have near permanent uptime.
Best combined with your choice of 2-PC Set:
Moonlight Lullaby
Swing Jazz
2
The best pick for Armorer teams, as they can't benefit from King of the Summit's CRIT DMG buff. Roxy has no Quick Assists on her kit, so she can't actually trigger this outside of getting knocked down, but as the set-effect works on any Quick Assist, stacks can be built and passed along by Supports. It's not ideal, but it's the best alternative.

Teams & Synergy
Below we list only the most important synergies for Roxy. The character can work with others if you know what to do and how to use them.
Sigrid - Sigrid is one of the characters that benefits most from Roxy. As her Additional Ability needs Contamination for its DMG % Bonus effect, it needs a Wind Agent in the team to provide it, and Roxy can not only build-up to it easily, her 50 second Windswept duration ensures its up at all times. Sigrid also does a lot of Daze with her enhanced Basics, which can help make up for Roxy's own lacklustre Daze.
Pyrois - Pyrois' doesn't have as much trouble as other Agents to balance out field time with Roxy, and between their M4 Daze increase and the ability to end stuns early with Totalize, they're well suited to work around Roxy's shortcomings. Roxy also enables use of the Left Branch Ultimate, which will be more damage than an Upper Branch one even if both make use of a Right Branch Ultimate at the end of stun. As of M4, this is still not worth doing due to the loss of Solar Prominence from the Upper Branch Ultimate, but future Mindscapes may change this.
Claret - As an Armorer, Claret can't benefit from CRIT DMG buffs and has restrictive teams due to other Agents' Additional Abilities not being met. Roxy then is a great pick, as her buff profile is fully compatible with Claret, and in fact is among the best for her, as Laceration DMG coupled with multi-CRITs is very valuable. Roxy's Contamination and Cleanse combined mean that she's the best Agent to sustain Claret Ultimates, and Roxy field time demands aren't as big an issue as it can indirectly help with Crimson Inscription management, so the two pair up well.
Sunna
Rina
Lucia - These 3 are some of the most common Support Agents that will be run alongside Roxy. Sunna is not only the best Attacker Support, she also does a lot of Daze with her multiple EX casts, and this matters when trying to push for 4 stuns in Deadly Assault or sub-minute kills in Shiyu Defence with Roxy. Rina is a F2P alternative that's compatible with Armorers, and Lucia is the de facto Rupture Support, so they'll inevitably get used together with Roxy. Both Sunna and Rina's buffs also are applicable to Roxy, who does no small amount of damage herself, so she benefits from them much like how a DPS would. This section lists most popular teams featuring Roxy in the current phase of Shiyu Defense.
