Core Passive Breeze in Bloom
When Velina's initial Energy Regen exceeds 1.2, every additional 0.01 increases DMG dealt by 0.21%, up to a maximum increase of 35%, and increases Anomaly Mastery by 0.5, up to a maximum increase of 84.
When Velina enters the battlefield, she gains 45. In Investigation Zone mode, this effect can trigger once every 180s. Using EX Special Attack: Wind Shear - Purifying Rise or EX Special Attack: Wind Shear - Triple Deathblow grants 45 Windbloom, up to a maximum of 135 Windbloom.
When Velina triggers Vortex, she gains 1 point of and summons a , dealing Wind DMG. This effect can trigger once every 3s. When Velina has 2 points of Windbite, the next time she triggers Vortex, 2 points of Windbite are consumed to increase that Vortex's DMG Multiplier by 90%. In addition, a is summoned instead of a Condensed Cyclone, which does not grant Windbite.
When Velina's summoned Sweeping Cyclone hits an enemy suffering Contamination for the first time, it triggers , converting it into a Sweeping Cyclone of the corresponding attribute, dealing the corresponding attribute's DMG. When Sweeping Cyclone hits an enemy, the enemy's Wind Anomaly Buildup RES is reduced by 7% for 35s. Repeated triggers reset the duration. If a Sweeping Cyclone enhanced by Chromatic Tint hits an enemy, the enemy's corresponding Attribute Anomaly Buildup RES is also reduced by 7% for 35s. Repeated triggers reset the duration.
When an enemy affected by Sweeping Cyclone is defeated, the duration of that Sweeping Cyclone is extended by 5s. This effect can only trigger once for the same Sweeping Cyclone, and only one Sweeping Cyclone can exist at a time.
Condensed Cyclone and Sweeping Cyclone trigger an explosion when they dissipate. If this explosion hits an enemy suffering a Wind Anomaly, it triggers one instance of Abloom DMG against the target: resolves an additional instance of Attribute Anomaly DMG, dealing a fixed 85% and 135% multiplier Wind Anomaly DMG respectively.

Additional Ability Mystery Hunt
When another character in your squad is an Anomaly character or shares the same attribute:
Velina's [Windswept] and [Vortex] DMG increases by 10%. When the heavy attack from an [Ultimate] hits an enemy suffering a Wind Attribute Anomaly, it triggers an instance of [Abloom] DMG against the target: resolves one additional instance of Attribute Anomaly DMG, fixed at 680% of Wind Attribute Anomaly DMG.
For [Core Passive: Breeze in Bloom], the Attribute Anomaly Buildup RES reduction from is further increased by 7%, while Daze inflicted increases by 30%, and accumulated Attribute Anomaly Buildup increases by 15%.

After Sweeping Cyclone triggers the Chromatic Tint effect, it can accumulate the corresponding attribute's Anomaly Buildup. The DMG increase effects of Velina's Windswept and Vortex from Additional Ability: Tea Party Etiquette are further increased by 15%.

When Velina consumes 2 points of Windbite to increase the DMG Multiplier of Vortex, she gains 1 point of Windbite. This effect can trigger once every 6s. When Velina hits an enemy suffering a Wind Attribute Anomaly, the Wind Attribute Anomaly Buildup she inflicts increases by 20%. When Velina inflicts Windswept on an enemy already affected by Windswept, the new Windswept's DMG increases based on the remaining duration of the previous. Each remaining second increases the DMG by 2.5%, up to a maximum increase of 40%.

Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero's most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
The only way to reliably access Wind Anomaly as of her release, being a huge upscale to many older Anomaly Agents.
Notably high Daze on her skills, allowing for much faster stuns and/or 3-stun routes previously not possible to double Anomaly teams.
Anomaly Buildup RES reduction and her Signature W-Engine also allow her to work as a pseudo-Support.
Rina is getting dangerously close to being “powercrept”.
Doesn’t offer much beyond being a Wind Anomaly applier, with only limited synergies via her Ablooms.
Awkward gearing and team building priorities, as Vortex doesn’t scale with her stats, but Ablooms and Windswept DMG do.
Locking out Disorders makes her very anti-synergistic with much of the Anomaly cast.

Velina is the first Wind Anomaly Agent who takes a mostly off-field role, making use of occasional swap-ins to use her EX Specials and passive Anomaly build-up via her Cyclones to keep enemies in a Windswept state.
She has 2 main resources, “Windbloom” and “Windbite”. The former is her primary resource gauge, which has a cap of 135 and is built on entering the battlefield or through her EX Specials. 2/3rds of which can be consumed to launch an enhanced EX Special that unleashes a “Sweeping Cyclone”, which debuffs enemies and is one of Velina’s primary ways to build Daze and Wind Anomaly.
The latter has a cap of 2 and is built with every Vortex triggered by any squad member, unleashing a smaller “Condensed Cyclone” with every point stocked. Once 2 are built, the next Vortex consumes them to upgrade the Condensed Cyclone into a Sweeping Cyclone instead.
Her gameplay loop then amounts to swapping in occasionally to use EX Specials to fill up on Windbloom, then expending that on the enhanced EX for a Sweeping Cyclone, all the while looping Vortexes over and over on other Agents to keep building up Windbites to unleash even more Sweeping Cyclones.
Velina’s Core Passive has a big influence on how she’s built, as it gives her up to 35% Wind DMG Bonus and 84 Anomaly Mastery, scaling with her initial Energy Regen stat. This demands an S-Rank ER W-Engine, an ER D6 and an ER 2-piece, but the gains are strong enough to warrant it.
On top of Velina’s unique mechanic, her Core Passive also enhances Vortex DMG by 150% when her Windbite points are consumed to summon a Sweeping Cyclone.
This increase is additive, not multiplicative! It ranges from an 8 to 10% increase in practice.
The rest of her Core Passive all works as enhancements to Sweeping Cyclone:
It also allows for the Sweeping Cyclones to inherit the element an enemy is contaminated by. This does not allow it to build-up Anomaly of the matching element until M2, but does change the visuals and add some extra damage.
All Sweeping Cyclones also get a 7% Anomaly build-up RES reduction (which is doubled to 14% with the Additional Ability!), making it easier for other Anomaly Agents to trigger Vortexes.
It then extends Sweeping Cyclones by 5s if enemies die while it’s up (only once per Cyclone), gives both it and Condensed Cyclones Ablooms when they dissipate, with a 255% and 145% fixed multiplier respectively. These are both helpful to Velina’s own damage and can work to synergise with other characters, like Promeia.
Her Additional Ability enhances it even further. It demands Anomaly or Wind Agents in the team and other than enhancing the Anomaly build-up RES reduction, it also increases Sweeping Cyclone’s Daze by 30% and its own Anomaly build-up by 15%, making it better than even Velina’s regular EX Specials on both aspects!
She then gets a 10% increase to Windswept and Vortex DMG. This applies to all of the team’s damage as Ablooms trigger off Windswept and she’s the Vortex triggerer, as well as a fixed 680% Abloom on her Ultimate.
That is a decently high multiplier, but her Ultimate isn’t particularly strong. It does build a lot of Wind Anomaly, being useful if only to get more Windswepts, but it’s also very long.
It does offer a reverse Quick Assist, but only at the very end. It’s worth making use of the skill for its build-up when Decibels are available, but other Anomaly Agents have priority in time-sensitive moments (like in-stun), limiting its use.
If the Ultimate’s Heavy Attack initiates stun, Ablooms and Windswept triggered from it will still benefit from the multiplier! If the situation allows for this, it can be a way to use it.
Velina’s Chain Attack has little use. It builds a decent amount of Wind Anomaly, but with Vortexes being better for damage, it’s not worth using over that of other Agents.
Velina’s Condensed and Sweeping Cyclone both count as “Specials” (not EXs!). On top of them, she has 1 regular Special, 2 energy-consuming EXs - both costing 45 energy - and the enhanced EX that uses up her Windbloom.
Her regular Special is usable only when at under 45 energy, and although weak, it’s very fast, so it can be useful to trigger Chain Attacks.
Her first energy EX is “Purifying Rise”, and it has decent Daze and Anomaly build-up, while also building 45 Windbloom. Its multipliers are great for the time that it takes, and it can also shortcut into Velina’s Basic 5 after casting.
Her second energy EX is “Triple Deathblow”, and it can only be used after EX1. It’s a lot stronger in all aspects, also shortcuts into Basic 5, and given it has the same cost, makes it ideal to follow-up into this where possible.
As Velina would need a total of 90 energy for both however, it’s more likely that only EX1 gets used in many circumstances, as a fast swap-out to another Agent may be preferable. Figuring out how to balance EX1 and EX1+2 use in a fight can be a deciding factor in scores.
The last EX is “Eye of the Storm”, which as previously mentioned, is what consumes Windbloom to unleash a Sweeping Cyclone. It uses up 90 Windbloom (so 2/3rds of the gauge) and will give a reverse Quick Assist once it’s done casting.
Given that it’s one of her primary ways to get Sweeping Cyclones - which make up a significant portion of her Daze, Anomaly build-up and even damage (through Ablooms!) - getting as many uses of this skill in a fight is the goal.
It is, however, fully swap-locked, so be aware that once used, Velina must cast the skill in full!
Velina only has one standard Basic Attack string. It’s slow and has poor values across the board, but the 5th string can see use as it can be shortcut into after her energy EXs. It isn’t stellar in any way, but works as a free and accessible way to get a bit of extra build-up after other skills.
Velina’s Assists are mostly unremarkable.
Her Quick Assist is slow and doesn’t have good multipliers, so it’s best avoided, with a 3rd Agent’s placement in the team being best set-up in a way that all Quick Assists go to a non-Wind Anomaly Agent.
Her Assist Follow-Up on the other hand is quite decent. It’s slow, but has a very high Anomaly build-up value, which can make it very useful early on in fights to get a first Windswept. As Velina is usually off-field, it’s likely that she’ll be the character being parried into, so it can see frequent use.
All of Velina’s Dodges are terrible and best avoided.
Her Dash Attack has one of the worst ranges in the entire game, so unlike other Anomaly Agents, does not work as a gap closer.
Her Dodge Counter has middling multipliers and is very slow, making it not worth using over any of her other skills.
Velina is an exceptionally simple character to play, with limited field-time being required to get the most out of her.
As inflicting Windswept is required for Vortex, making use of a quick EX1 into her enhanced EX early on is often ideal, as there’s enough resources for it when coupled with the 45 Windbloom when entering the battlefield.
This also gets a Sweeping Vortex out early, which can lower enemies’ Anomaly build-up RES and make it easier to push for both the first Windswept as well as maximising the build-up from other Agents’ skills.
With that done, priority shifts to being on other Anomaly Agents and getting as many Vortexes as possible. This passively builds Windbite and leads to more Sweeping Cyclones being cast automatically.
Given that Velina is built for high Energy Regen, she’ll accumulate resources for more EX casts quickly, which can then be spent on EX1s or EX1 + 2 casts to keep generating Windbloom so as to sustain more Sweeping Cyclones through enhanced EX uses.
This then helps with building Daze and refreshing Windswept on enemies, all the while assisting with damage too owing to the Abloom triggers.
That’s really the basics to Velina. Different Agents can then optimise by capitalising on their own mechanics, like making use of Aria’s Ultimate to get an immediate Vortex shortly after a Corruption is built, or using Burnice’s enhanced Basic Attack to get the most Anomaly build-up.
Simply bring Velina in as needed to spend her resources.

Wuthering Salon is the made specifically for Velina, and its bonuses come far ahead of any other alternative so it's the pick. As she needs ER to max out her Core Passive, any 2-piece effect that provides it is ideal.

Below we list only the most important synergies for Velina. The character can work with others if you know what to do and how to use them.
Aria - Although Aria already did very well with her fellow bandmates, Velina is arguably even better for her than they are. Despite her Ablooms getting stronger in stun, as of Velina's release, Aria has the highest Anomaly build-up out of any Agent in the game, which means that Vortexes end up being a much bigger proportion of her damage. The end result is that Velina can match or even outscore Agents like Nangong when run with Aria.
Jane Doe - Jane's Core Passive allows for Assault DMG to CRIT, and since Vortex is considered Assault DMG, it too can CRIT! This makes for a far better partner to Jane than any previous Agents, like Alice or Nangong, and this strong synergy gets even better with Mindscapes, as Jane's M2 effects - both CRIT and DEF Ignore - work as well.
Burnice
Grace - Both Burnice and Grace historically struggled; the former often struggled to keep up in Anomaly build-up without taking up field time for her enhanced Basics and the latter was pigeonholed into Disorder teams that weren't ideal for her gameplan. Velina fixes both, allowing for Burnice to spam enhanced Basics over and over (getting plenty of additional Afterburns for Emberflow) and lets Grace loop Shocks over and over, with her Additional Ability applying in full to Vortexes.

Promeia
Nangong Yu - As Velina is a rather generic off-field Anomaly character, she can be paired with most other units and do fine. Piper and Promeia's high Anomaly build-up are rewarded with plenty of Vortexes, with the latter benefitting greatly from Velina's Ablooms for resource generation. Nangong also has no shortage of Ether application herself, can still yield very competitive scores being run as a primary damage dealer of sorts. Vivian is arguably the one middling pick, as she can't on-field well, but Velina at the very least is able to expend her Ablooms quickly with her EX Specials, so the comp can function despite it being awkward.
Yuzuha - As of Velina's release, Yuzuha is the biggest value add to any Wind team. With Vortex demanding fast Anomaly build-up, the buffs and free Anomaly boosts that Yuzuha provides can feel like a necessity, with other Support alternatives leading to significant score losses.

Miyabi - None of these Agents are particularly good with Velina, being anti-synergistic in many ways. Wind has an awful Disorder multiplier for Polarities, Alice gets way less Blade Etiquette owing to the loss of Disorder gains and Miyabi loses out on Fallen Frost gain and her Additional's RES Shred. Even still, although they don't mesh well, the raw damage that can be derived from Vortex makes them workable even if not encouraged...For more Teams, check this video:
