Introduction

Fu Xuan is a 5 character from the Quantum element who follows the Path of Preservation.

The head of the Xianzhou Luofu's Divination Commission. A confident and blunt sage. Using her third eye and the Matrix of Prescience, Fu Xuan calculates the Xianzhou's route and predicts the fortune of future events. She firmly believes that everything she does is the "best solution" for the situation. Fu Xuan is waiting for the general's promised "abdication." However, that day still seems... very far away.

Fu Xuan is a superb defensive support. Boasting the highest base HP value in the game, she provides teamwide damage reduction from her Talent at all times, and 65% damage redirection from her Skill, meaning that 65% of the damage an ally takes will instead be taken by Fu Xuan. She is able to restore HP with her Ultimate and also provides Max HP and CRIT Rate bonuses from her Skill. She even protects the whole team from crowd control debuffs. Altogether this makes Fu Xuan a fantastic and near universally applicable unit.

The head of the Luofu’s Divination Commission and Qingque’s boss, Fu Xuan is a confident and compelling character. Fu Xuan is capable of greatly reducing the team’s total damage taken and can significantly reduce the need for a second defensive unit, potentially eliminating the need altogether due to the strength of her own kit.

Fu Xuan accomplishes this through multiple avenues. Her Talent provides a teamwide buff that grants everyone damage reduction, up to 18% at max Trace level. There is no prerequisite for this to be active beyond ‘have Fu Xuan be alive’. Damage reduction is a very underestimated stat in general—even the small 8% provided by the Guard of Wuthering Snow Relic set is significant after even only a couple of cycles, so to have a permanently active 18% courtesy of Fu Xuan’s Talent is extraordinarily powerful. Her Talent also has an interaction with her Ultimate, but we’ll get to that.

Fu Xuan’s Skill applies a buff called Matrix of Prescience, which we’ll naturally refer to as ‘Matrix’ from now on. The Matrix lasts for 3 turns and redirects 65% of all damage other allies take towards Fu Xuan, and this is before factoring in any shields. This means allies only take 35% of the intended damage, turning previously lethal hits into laughable ones. Factoring in the damage reduction from Fu Xuan’s Talent, this reduces the damage even further still. As an added benefit to this, Matrix will also provide up to a 6% Max HP increase as well as a 12% CRIT Rate increase at max Trace level, further reducing effective damage taken, and even providing some offensive value to the team. 

It is important at this point to mention that Fu Xuan’s Basic ATK and Ultimate deal damage based on Fu Xuan’s Max HP, meaning she is a pure HP-scaling unit. Coupled with her having the highest base HP value in the game, it makes it very easy to get to ridiculous HP values that even Blade would be amazed at. The player is further incentivized to go all in on HP due to the damage redirection provided by Matrix, because the unprepared Fu Xuan may find herself suddenly taking a massive AoE hit three times more than she ordinarily would have. Having said that, being able to contribute very meaningful damage in addition to all her other benefits makes Lady Fu an even more powerful addition to your team.

Fu Xuan’s Ultimate deals up to 100% of her Max HP to all enemies, and obtains 1 trigger count for her Talent. As a part of her Talent, she also has a special self-heal that will automatically activate if she falls to or below 50% of her Max HP, and will restore up to 90% of the HP she is missing. This won’t overheal you, and won’t activate if Fu Xuan suffers a killing blow. She has 1 trigger count for this effect by default, and can possess a maximum of 2, and the way to regain these is through the use of her Ultimate. It should be noted that Fu Xuan’s Ultimate has an above average Energy cost of 135, meaning it’s important to manage her abilities in a way where you can get this often enough to ensure both your team’s and Fu Xuan’s combined safety.

Her Bonus Traces improve upon her Skill and Ultimate in exceptional ways. A2 will provide Fu Xuan with an extra 20 Energy if she uses her Skill while Matrix is still active, resulting in a huge influx of Energy for free by just refreshing Matrix when you would have been doing so anyway, and making it far easier to get more frequent uses of her Ultimate. Her A4 gives her Ultimate a small AoE heal when used, healing 5% of Fu Xuan’s Max HP plus 133 to all other allies besides Fu Xuan herself. This is not a colossal heal by any stretch, but with the damage reduction and redirection Fu Xuan provides, it can potentially be significant enough to sustain the whole team on its own if Fu Xuan’s Max HP is high enough. This also means that Fu Xuan demands a very high level of investment to be able to utilise as the solo defensive option for your team should you wish to do that, though with her offensive utilities and personal damage, using her alongside another defensive unit is still perfectly viable.

Fu Xuan’s A6 is of particular note as it will prevent Crowd Control debuffs from being applied to allies while the Matrix is active. This can happen once per Matrix usage and will be refreshed upon refreshing the Matrix. This means that for the turn that Crowd Control goes out, no ally will be affected by it under any circumstances for the current action. Examples include Decaying Shadow’s Imprisoning spikes and Ice Out of Space’s AoE Freezing attack. Since this does not prevent general debuffs such as DoT, this effect will not be erroneously wasted by such minor debuffs, making this a very efficient way of mitigating dangerous AoE Crowd Control effects, or even circumventing them entirely if they’re infrequent enough that Matrix recasts can cover them.

As you can see, Fu Xuan is already extraordinarily powerful on her own at E0. Her Eidolons are entirely unnecessary, and honestly not too noteworthy. E1 is probably the most meaningful upgrade, allowing her Matrix of Prescience to additionally provide 30% CRIT DMG. Fu Xuan is already somewhat consolidating defensive unit with offensive Harmony support, and this Eidolon fully leans into that. E2 essentially provides Fu Xuan’s Matrix with Bailu’s entire revive portion of her Talent; allies killed while Matrix is active will not fall and will regain 70% of their Max HP, and this can happen once per fight. The other Eidolons are not really worth chasing as they do not significantly improve Fu Xuan’s performance beyond this point. E6 is obviously a big damage boost to her Ultimate but it’s really there for flair and will not suddenly make Fu Xuan a damage-dealing menace comparable to dedicated damage options.

There’s not much more to say about Fu Xuan, she’s really powerful and quite self-contained. However, I will mention that Fu Xuan is also extremely flexible with how you utilise her in combat. Ideally, Fu Xuan is SP positive since she only needs to use her Skill every 2 turns to benefit from the extra Energy from her A2, but there’s nothing to stop you from refreshing her Matrix even earlier if you have the SP to spare. Doing so will give even more Energy and allow you to Ultimate more frequently, or maybe you decide you need her Ultimate this very turn. Perhaps you feel you need to refresh the Crowd Control immunity before the enemy’s next turn. There’s a lot of flexibility in terms of her SP usage, and it’s up to the runner to notice if they have the SP to spare. Fu Xuan’s skill ceiling is therefore quite high, and as one gets more comfortable using her, one will notice just how powerful she truly is.

Lady Fu is formidable, and usable on pretty much every team. Her strong defensive utility coupled with her offensive benefits and decent personal damage make her a wonderful pairing with almost every damage dealer in the game. She sees all, and it is up to you to decide what you will do with her information

Ratings

Honkai: Star Rail is a game where team building matters most and while our tier list takes the optimal setup into account, a lot of characters can work and do well - even those ranked lower - when you invest into them. Also for story or lower difficulties of Simulated Universe, you don't need to worry about ratings and tiers. You can safely clear that content even with F2P characters as long as you build your team correctly.

Longevous Disciple + Guard of Wuthering Snow

Best setup for maximum tankiness for Fu Xuan - the 8% damage reduction from the 2-piece Wuthering Snow is incredibly powerful and if you want the tankiest Fu Xuan possible this setup is recommended.

Longevous Disciple + Messenger Traversing Hackerspace

Sacrifices tankiness and damage for ease of building and hitting the required Speed breakpoints easier. Recommended for players who are missing Speed sub stats on the rest of their gear but want to hit the 121 or 134 speed MoC breakpoints for extra ultimates, break and SP generation.

Guard of Wuthering Snow + Messenger Traversing Hackerspace

Combines the great damage mitigation of Wuthering Snow with the Speed quality of life from Hackerspace. It's a very effective combination but lacks the HP scaling that benefits Fu Xuan and her team - still a very good option if you have access to good pieces to form the set.

Longevous Disciple

Best set up for getting a bit more damage on Fu Xuan in most scenarios. The 16% crit rate buff from the 4-piece easily has 100% uptime and stacks very quickly thanks to her kit. This setup should only be considered for absolute min-maxing as in most scenarios more tankiness would be preferred.

Relic Main stats
  • Body - HP >>> DEF%

    • HP% is preferred on Fu Xuan but in order to be durable enough she needs enough DEF to mitigate incoming damage she takes herself but also from apportion. If you already have high HP and or need more DEF in order to balance out your stats you can use a DEF % chest instead. It is not recommended to use more than 1 DEF% main stat and with good gear and DEFe sub stats you'd ideally run 0.

  • Feet - Speed >= HP%

    • SPD in endgame will be Fu Xuan's best stat on boots - hitting specific speed breakpoints for MoC and moving faster in tough content like Swarm Disaster grants substantially more ultimates, break and a few more Skill Points all of which are incredibly strong.

    • HP% is also an excellent choice especially before your Fu Xuan has insane gear - having more Speed isn't going to help if she is constantly dying. If you're struggling with survival or you need to increase the HP buff for your teammates from Fu Xuan's Matrix consider HP% boots instead.

  • Planar Sphere - HP >>> DEF%

    • Similar to the chest HP% is preferred but if you need DEF to tank up some more then you can use a DEF% sphere instead. It is not recommended to use more than 1 DEF% main stat and with good gear and DEFe sub stats you'd ideally run 0.

  • Link Rope - Energy Regen >>> HP% > DEF%

    • Fu Xuan does not generate much energy and her ultimate is quite expensive so Energy Regen rope improves her ability to access her ultimate substantially and will allow you to more easily keep her alive thanks to maintaining more charges of her talent to heal her up when she gets low. If you don't have a gold Energy Regen rope you can use HP% or DEF% in the meantime to make up for having access to fewer ultimates.

Additional notes for Stats

Speed is desirable but not mandatory on Fu Xuan. The primary purpose of building Speed is to supply her with more frequent ultimates to grant her charges of her talent and spot heal the team with her traces. After your Fu Xuan is sufficiently tanky aim for the following Speed breakpoints (it will benefit you in Memory of Chaos but also other content like Simulated Universe and Swarm Disaster):

  • 100 Speed (Base) = No bonus actions,

  • 121 Speed = Bonus action on the 2nd cycle of every new wave,

  • 134 Speed = Bonus action on the 1st and 4th cycle of every new wave.

More Speed can be built but picking up other stats is potentially more beneficial for Fu Xuan as she is not a fully SP positive unit and she only needs enough ultimates to keep herself and the team alive - more HP% or a stat of your choice is could be preferred.

Total HP is what keep your Fu Xuan alive and also scales all of her abilities and party buffs/healing so it is by far her most important stat. In endgame when challenging difficult Simulated Universe content or Memory of Chaos 9-10 aim for your Fu Xuan to have 6500-8000 HP with her Matrix active.

DEF is crucial for ensuring your Fu Xuan survives hits from enemies but also the damage apported from her allies while the Matrix is active. Without it she will die to large area of effect attacks. Aim for 1400-1600 DEF, if you need to swap out an HP% or SPD main stat piece to get your DEF up!

  • HP: 6500 - 8000 (With Matrix active)

  • DEF: 1400 - 1600

  • SPEED: 134 (Recommended) / 143 / 160

  • ENERGY REGEN: 19.44%+

Build comments

Ensure your Fu Xuan is tanky enough to survive by prioritizing HP% and DEF%. Next, try to hit key Speed breakpoints (121 and 134) through the combination of Speed boots, SPD 2-piece set, and sub-stats. Also, it is not recommended to use more than 1 DEF% main stat Relic - ideally, you want to use HP% as the main stats and hunt for DEF% on your subs. If you want numbers, aim for 6500-8000 HP (with Matrix Active) and 1400-1600 DEF and then focus on Speed.

Best Light Cones

The numbers show the percentage damage output increase/decrease compared to the Light Cone marked with 100%.

Increases the wearer's Max HP by 24/28/32/36/40% and Energy Regeneration Rate by 12/14/16/18/20%. When the wearer's HP is decreased, increases the DMG of all allies by 9/10.5/12/13.5/15% for 2 turns. At the beginning of each wave, restores HP equal to 80/85/90/95/100% of HP already lost by the character themselves for team.

Increased Energy Regen can allow for faster Ultimates to heal the team, with the best healing potential due to high HP. Also grants the team a small DMG Bonus.

  • For MoC, the last update happened on 20.03.2024 and the data below is based on 14231 accounts (8848 random we have scanned and 5383 self-reported). We have scanned 1.1 million accounts in EU, NA and Asia regions and out of those, 8848 cleared MoC 1, 5238 cleared MoC 10, and 3900 cleared MoC 12 and were included in our statistics.
  • For PF, the last update happened on 09.03.2024 and the data below is based on 10735 accounts (5628 random we have scanned and 5107 self-reported). We have scanned 1 million accounts in EU, NA and Asia regions and out of those, 10735 cleared Pure Fiction 1, 9254 cleared Pure Fiction 4 and were included in our statistics.

Energy Breakpoints

With Fu Xuan's Ultimate being quite expensive (135) by default you will be able to use her Ultimate every 5 actions, but thankfully there are multiple ways available to you to decrease the number. The table below showcases the amount of Energy you can generate, but keep in mind the numbers don't include any combat energy (as in Fu Xuan being hit) so in battle and especially when you use a Taunting Light Cone, the number of actions needed will go down even further.

As you can see, the ER gained from the Signature Cone doesn't impact the rotation at all when talking about the base energy income from the rotation. Still, if we would include the combat energy gained, you potentially could go down to 3 turn rotation if Fu Xuan's would be hit a few times every turn.

EHP Calculations

Effective Hit Points (EHP) is a way to calculate how much damage a character can take before dying and we think that Fu Xuan's addition to the game is a great occasion to introduce the stat to our website. Below there's a massive graph that shows the EHP based on various Relic, Light Cone and Main stat combinations.
