Applies a sizable team-wide Shield when executing his EX combo - something that isn’t necessary in endgame but can be nice to have and allows you to make a few mistakes.
The only Defensive character suitable for being played as a Stunning character making him valuable to F2P players without other options.
Grants all other Fire and Belobog agents 16% Crit Rate while Shielding them, allowing him to stand out from other Stun and Defense-based characters.
When paired with Koleda will modify and significantly improve her Ultimate and Enhanced Basic Attacks.
Has far slower Movement Speed than any other character in the game making main fielding him cumbersome when moving around and not attacking.
Despite having the potential to be played as a Daze character has less base Impact and no additional bonuses to his Daze potential in his kit causing him to fall noticeably behind dedicated Stun characters in the role.
This tier list assesses characters based on their combat potential in Zenless Zone Zero’s current most demanding content, Shiyu Defense (SD). SD is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, Disk Drives and good W-Engines. This mode offers a reasonable mix of Boss encounters (single target) and Elite packs (2-3 targets), allowing multiple characters to find a niche but in the end, there is a bias toward single target focused characters at the top-end and tier list ratings will reflect that.
Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

The W-Engines are listed in order of priority. Sometimes the percentages appearing near them won't reflect their performance as pure damage or Stun output isn't the only thing we're looking at - the utility of the W-Engine might be more important than the calculations imply.

Reduces DMG taken 7.5/8.5/9.5/10.5/12%. When attacked, the equipper's Energy Generation Rate increased by 10/11.5/13/14.5/16% for 12s. When the equipper switches off-field, this buff will be transferred to the new on-field character with its duration refreshed. Passive effects of the same name do not stack.

Best option for all Stun-focused characters granting 6% permanent Impact% from the 2-PPC and 20% increased Daze for Basic Attacks, Dash Attacks and Dodge Counters. As Stun characters top priority is dealing as much Daze as possible as fast as possible, no other set comes close to this one and the 4-PC should be pursued even at the cost of good sub-stats.
Best combined with your choice of 2-PC Set:

Ben and Koleda are synergistic in Lore and kit, granting each other their Additional Abilities first and foremost but Ben also empowers two of Koleda's best abilities, her Ultimate and Enhanced Basic Attacks. Koleda’s empowered Ultimate has a larger AoE, is easier to aim and also deals more damage and Daze Whereas, the empowered Basic Attack’s “only” gain a good chunk more Daze and damage. Overall, Ben makes Koleda stronger but there is a slight catch to combining the two of them. Both Ben and Koleda are geared toward Stunning enemies as their primary role, something most team’s don’t specifically need two of causing their synergy to come at the cost of a true dedicated Supporter or additional DPS which would likely boost performance more than combining these two together.
Ben is a more F2P accessible option for Soldier 11’s Stun slot than Koleda and similar to her can activate Soldier 11’s Additional Ability while also activating his own. Ben can’t bring as much Daze as Koleda but grants Soldier 11 different benefits to somewhat make up for this, the first of which is a team wide Shield which when built around can serve as a nice buffer against large hits if any taken. Fortunately Ben has more to offer Soldier than just his Shields as when Fire or Belobog allies are Shielded they gain 16% Crit Rate something which Ben can maintain throughout combat given enough energy regeneration. Ben doesn’t quite match up to Koleda in Soldier’s teams but he is a solid option if you don’t have her or are using her elsewhere.
If a column has multiple characters, the bigger one is the priority choice for the team while the smaller ones are alternatives. If they are the same size, either of them can be used.
