Review
Does off-field damage and Daze thanks to her Guard Boars — decent personal damage overall by pure Support standards;
Grants the whole squad (along with Bangboos and Guard Boars) a 600 flat ATK buff which is really easy to maintain;
Super easy to play, takes minimal field time and only needs to execute 1 ability to access all of her buffs;
The embodiment of a generalist character, usable everywhere, with everyone, to an acceptable extent.
ATK buff is really good with easy maintenance, but falls short of other options that are more technical like Nicole or simply harder to acquire like Astra Yao;
Guard Boars sometimes just won’t attack an enemy who’s too fast for them to keep up — Lucy’s age in spite of her small stature seems to affect even her pets…
Lucy is an A-rank Fire Support Agent whose primary role is to get in, summon her Guard Boars, buff your entire team’s ATK and get out. Just like that, we’ve summed up her gameplay in a single sentence. Jokes aside, even if that’s functionally what she does, let’s get into the specifics. We’ll even throw in some additional techniques you can use with her to optimize your team’s damage as much as you can.
Lucy’s primary mechanic lies in the “Cheer On!” buff that is detailed in her Special Attack. Thanks to her Mindscape 2, using her EX Special isn’t the only way to acquire this buff, however it remains the primary method.
Via using her EX Special (along with her Chain Attack and Ultimate at Mindscape 2 and above), Lucy grants the Cheer On! buff which gives all allies a portion of her ATK, up to a maximum of 600 flat ATK points. This buff constitutes Lucy’s primary utility, however her M2 and particularly her M6 should allow for really easy permanent uptime on this buff. There are two versions of her EX Special: a slower charged version with a longer buff duration accessible by holding EX Special, and a faster tap version with a shorter buff duration and slightly lower damage than the charged version. However, this goes mostly unused. It’s possible to use the charged version right after using an Ultimate since there’s a small time window after Lucy’s Ultimate during which you need to wait before switching out via a Quick Assist, but after acquiring Lucy’s M2 this becomes redundant. Overall, the tap version is preferred in almost every scenario.
Speaking of Lucy’s Ultimate, it constitutes a quick and easy way to deal damage, apply the Cheer On! buff at M2 and apply some Fire anomaly (deals decent damage thanks to Lucy wanting to build lots of ATK to maximize the Cheer On! buff).
Also, both her Ultimate and EX Specials are very simple ways to generate lots of Quick Assists. Similarly to Nicole, this is an easy way to ensure uptime on sets like Astral Voice, and benefits characters with added value to their Quick Assists.
Her Chain is the most unique part of her kit since it functions differently to other characters. With very precise timing and enough distance separating Lucy from the enemy target, Lucy is able to switch out to another Agent in the middle of her Chain animation. This has a really interesting effect. Normally, it is impossible to Chain twice into the same Agent. However, it’s possible to do so with what’s called a Chain cancel. By cancelling your next Chain Attack after Chaining into a given Agent, you can switch out of that Agent, trigger a Chain window again, and Chain into that same Agent once more, allowing you to Chain twice with the same Agent. This is useful for two reasons: Chains give a lot of Decibels so you can grant more Ultimates to your Main DPS Agent. Chains also benefit some characters more than others and deal high damage, which generally leads to improvements if your Main DPS character is doing them twice.
Note that this technique is only executable on Boss enemies since they are the only kind of target that allows for 3 total Chain Attacks per Stun (remember that you are cancelling one of them and are left over with two).
This usually comes at the cost of not being able to do a Chain Attack with any other Agent since you cancelled one Chain, however thanks to Lucy’s unique Chain Attack properties, it gives you the peculiar effect of being able to switch into your third Agent and do a Chain with Lucy while still doing 2 Chains with the same Agent. So you get the benefits of Chain Cancelling without the losses.
This is really good to execute because it funnels extra Decibels for your entire party for even higher Ultimate frequency, and adds that little bit of extra damage with Lucy’s Chain Attack on top of refreshing Cheer On! right before a stun window with Lucy’s M2.
How it looks like should be like this: let’s assume you are running a Sons of Calydon team with Piper, Burnice and Lucy. Burnice or Lucy trigger a Chain Attack, and you’re trying to Double Chain into Piper. You Chain into Piper once, then Chain into Lucy and switch out by mashing the switch button right before the Chain Attack lands on the enemy. You end up on Burnice and trigger a Chain Attack with her once again. You’re able to chain into Piper a second time for a Piper - Lucy - Piper Chain sequence, which is normally impossible, but Lucy’s unique Chain Attack allows for that!
Once again, friendly reminder that this is ONLY possible with Lucy on the team and against a Boss enemy provided enough distance. This is really specific, however you’ll find it’s more applicable than you think in places like Deadly Assault. Definitely worth it to experiment with this!
As Lucy’s gameplay is really simple, there really isn’t much to go into detail about beyond what’s already been explained. Just use your EX Special, Ultimate or Chain to ensure maximum uptime of the Cheer On! buff. Other than that, Lucy should never come on field and instead let your DPS Agents take the spotlight for the highest damage potential possible.
Meta-wise, thanks to Lucy buffing ATK which is the most universal stat to provide, and being able to do so especially quickly with utmost ease, she is one of the most widely applicable Support Agents you can invest into. While she falls short of more specialized peers, her general use is nothing to be scoffed at, and she has particular synergies with the rest of the Sons of Calydon as she’s able to effortlessly activate their Additional Abilities, if you’re missing a Support Agent to buff your team.
In conclusion, Lucy is an easy, plug-and-play, widely applicable Support Agent who has some of the highest versatility and ease of use in the game. While more specialized Agents may outdo her, she always comes close to them in value. Overall, it’s never a bad decision to invest into Lucy since she can realistically be used anywhere, with anyone, as her Additional Ability is barely necessary (Guard Boar damage being really subpar and ignorable). She scales well with Mindscapes, but even at M0 she will deliver exactly how you expect her to!
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero’s most demanding contents -Deadly Assault (DA) and Shiyu Defense (SD).
SD is a similar mode to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires 2 teams of 3 Agents with good Disk Drives and W-Engines. This mode offers a reasonable mix of Boss encounters (single-target) and Elite packs (2-3 targets), allowing multiple characters to find a niche. With that being said, there is a bias towards single-target performance, which may reflect in select character ratings. Additionally, since this content’s goal is to kill all enemies within the shortest time frame possible, Agents who dish out lots of damage quickly instead of damage over time are favoured. This Tier List focuses on Agents’ ability to clear within 150s (2m30s) out of the 300s (5m) needed to obtain all rewards.
DA is a very unique mode in Zenless Zone Zero which offers Boss encounters exclusively, meaning other types of damage than single-target are rarely impactful (if ever). It requires a total of 3 teams to maximize all possible rewards, however only 2 well-geared teams are necessary to maximize Polychrome (premium pull currency) rewards (which are the most important and as a result are what we consider for this Tier List). The goal of this gamemode is to inflict as much damage to a boss as possible in a total time span of 3 minutes, meaning sustainable damage within long time windows is favoured. A maximum of 65000 score points can be obtained by fully depleting a boss’s HP, however this is unrealistic for the overwhelming majority of players while being unnecessary to maximize rewards. Only 20000 points is needed to maximize said rewards, with up to 5000 points being obtainable via Performance (obtained via performing certain actions on specific Boss enemies). Agents’ ability to reach this threshold of 20000 points is what the Tier List focuses upon.
Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

Great set for Supports aiming to support direct damage dealers or Anomaly characters that do not require the buff from Freedom Blues. Grants the entire squad a 15% DMG increase for 12 seconds following a Chain Attack or Ultimate. Almost always activated via a Chain Attack which perfectly buffs all allies right before the team's largest damage window during stun.

Lucy is a generalist Support comparable to Nicole that holds a specific niche where she stands out from her (as she's typically overshadowed by her). Lucy stands out in teams that want her extremely low field time, her Fire Anomaly application, her high buff uptime, and her specific synergies. In general, these factors also make her significantly easier to fully exploit than Nicole, but Nicole can take a lot of teams to heights Lucy can't reach (while being comparable at a baseline). Below are some teams where she's most effective, but note she will work fine anywhere as a generalist Support.
