Xuan Li is a DEF-based Disorder Affinity Bruiser/Support hybrid, with highly specialized utility, alongside spammable Extra Attacks.
Xuan Li’s S1, Jade Breath, is a single-target attack that deals average damage based on her DEF. Outside of the spamming potential, its ability to inflict [Vulnerable] for 2 turns is very much welcome, and its increased damage potential when under the [Jade Empire] effect of her S3 if she crits gives Xuan Li very decent damage when it comes to hybrids. This skill is not only her main damage tool, but it also carries her SPD nodes, so you naturally want to raise it to lvl5 with high priority.
S2 is a low cooldown, 1-hit AoE that deals decent damage to all enemies and has a high chance of inflicting [DEF-] to each target. An Extra S1 is chained after each use of S2, hitting the original main target. Similarly to S1, if this skill crits while under the [Jade Empire] effect, then additional damage is applied to the enemies.
If you use Xuan Li as a DEF breaker, then level 4 is important for consistency. With her personal damage output in mind, it’s also recommended to bring the skill to at least level 4 in order to grab all of the DEF nodes, improving both her damage and resilience. Lvl5 is good to have for longer fights, and to synergize with her built-in Timeweave, however, it’s irrelevant in Burst setups.
Lucidity Echo, her S3, is where the bulk of Xuan Li’s Support effects are stacked. She applies a sizable [Shield], [DEF+] and [SPD+] to all allies for 2 turns, and also grants herself the unique [Jade Empire] buff. This buff, having a yellow icon, cannot be interacted with in any way.
Here’s what [Jade Empire] does:
Firstly, it massively increases Xuan Li’s Assist rate, up to 100% if the skill is leveled up. Assist is an effect that triggers whenever an ally uses a damage ability, where the assisting Animus follows up with their own S1 on the same target. In this case, Xuan Li becomes capable of launching extra S1s every time an ally uses a damage ability on a targetable enemy, so long as [Jade Empire] is active;
Secondly, when another ally actively uses their S2 or S3, Xuan Li gains 1 stack of [Jade Sigil], up to a maximum of 5. 1 Stack is automatically used up when Xuan Li is hit by an attack skill. As long as Xuan Li has a [Jade Sigil] active, she takes 40% less damage and has complete Immunity to control effects;
Thirdly, all allies are immune to CD increase effects while the [Jade Empire] buff is active, and at the start of each ally’s turn, there is a chance to reduce all CDs of the ally taking their turn by 1, including their Shell CD. This effect is essentially a built-in Timeweave Set, and so it doesn’t apply to any ally who’s equipped with that Matrix.
All of the utility Xuan Li has to offer is tied to this S3, and each level focuses on improving one of the effects. Lvl3 is critical for damage output, and takes the highest priority of all 3 skills. Lvl5 is critical for PVP and so naturally should be unlocked as soon as possible.
In PVE, Xuan Li’s utility and Disorder Affinity are enough to make her relevant in most fights where the enemy hits hard. The Shield and DEF+ combo on the S3 alone vastly improves survivability, and the SPD+ along with the Timeweave effect synergize with just about any team composition. The S1 Assist spam won’t do too much damage in short fights, however its Vulnerable and the DEF- from S2 both improve the damage of any team. In longer fights, Xuan Li can end up unleashing dozens of attacks thanks to the S1 spam, resulting in very high personal DPS when considering the utility she’s already packing.
All in all, she acts as a jack-of-all-trades who can be added as a secondary support and sub-DPS to most 5-man teams, and can also act as a solo support and sub-DPS for 4-man teams, although her lack of hyper specialization in offense or defense limits her potential for fully optimized setups.
We don’t usually recommend any specific partners for PVE, but one especially noteworthy teammate to Xuan Li is Raymerry, since the S1 spam and timeweave effects from Xuan Li enable a very fast cycling of Ray’s passive, while also improving Ray’s already amazing survivability. This is mostly relevant for newer players who can often have a hard time balancing Offense and Defense when building their teams.
Much like in PVE, Xuan Li is a force to be reckoned with in PVP. T1, T2, Bruiser mirrors, etc, Xuan Li fits pretty much everywhere so long as your team can accommodate her extremely versatile toolkit. Control Immunity on Battle start, big AoE Shield with SPD+ and DEF+ on a single button press, powerful and extremely spammable S1, not to mention the surprisingly high damage of her S2+S1 combo alongside the free Timeweave and CD increase protection; you guessed it, Xuan Li is absolutely stacked.
She doesn’t exactly redefine the meta so much as she can fit into just about any meta team. A few notable counters to her are very fast Damage dealing Animuses equipped with a Damage Shell, DEF breakers and CD increase specialists. A perfect example is a speedy Debuffer with Jackal Guard, who can on turn 1 hit Xuan Li twice in order to remove the initial Jade Sigils and make Xuan Li CC-able. Similarly, once inflicted with DEF-, Xuan Li’s damage and Shielding potential both take a nose dive, relegating her to a subpar Support. Lastly, Animuses like Santik who can increase her S3’s CD before she gets to play completely disable her kit, turning her into a sitting duck as her damage is far from enough to stand out without [Jade Empire] and its utility.
To sum it up, while she’s got clear counters, she’s also a unit who magnifies the power of already strong teams she can be included into.
Xuan Li is an extremely solid Animus, both for PVP and PVE, thanks to her exceptional versatility and stacked kit. She not only makes PVE fights much less challenging when progressing, but her ability to fit into most PVP teams has also cemented her place as one of the most valuable Animus in the game, especially for players still progressing and lacking diversity in their roster.

The builds below are tailored more toward PVE and we only mention PVP in some places - like for alternative Shells or Module choices. But PVE is our focus.

Xuan Li has a 100% Follow-up chance and DEF scaling. The Crow Shell procs every time an Animus plays out of turn (including Counters and Follows), and it too relies on DEF to scale. That creates an excellent synergy with Xuan Li's kit, with powerful and frequent procs of the Shell's ability.

Before the main body acts, it increases its [DEF] by 700 for 2 turns, and applies a [Shield] equal to 400% of its own [DEF] to the main body Animus, and the Animus ally with the lowest current HP percentage for 2 turns.
Cannot stack with similar effects applied by other Shells. In PvP modes, the applied shield amount equals 300% of self DEF to the host Animus and ally with the lowest HP percentage.
Grants the wearer 700 DEF for 2 turns, as well as applying a sizable shield to an ally for 2 turns. It has a 1-turn initial cooldown, but after that, it will maintain the 700 DEF buff 66% of the time and keep the shield active often. Primarily used on dedicated DEF scalers.
Classic Artisan Shell for the Defender, it strengthens the damage and protection of its wearer if they scale via DEF.

The most classic build featuring the biggest damage and individual stats, but requires you to pick your team carefully. Usually, you want something like a Doki lock or Valerian to help make sure she gets to play, as she is quite easily CC’d and dealt with otherwise. Definitely pickable in other scenarios, but keeping her in mind the whole draft is paramount to your success.

At the start of the battle, puts the owner Animus in a 1-turn [Void] state; afterward, for every 3 turn(s), enters a 2-turn [Void] state after the turn ends and increases ATK by 10%.
A PVP-focused defensive option for DPS characters, allowing them to enter the Void state at the start of battle, increasing their Effect Resistance by 60%, reducing the area DMG they take by 50%, and also making them un-targettable for its duration.
Law of Silence is overall worse damage and stats than Doom Crow, but makes it so you don't rely as heavily on something like Doki to make sure she gets to use her S3 at the start of the game. Be aware of Plume, as she will most likely open up your Xuan Li to become Vulnerable. Not relying on DokiDoki does not mean this version of the build isn't good with her or Valerian, of course, just less reliant if you end up wanting to pivot more in your draft from that style.

Xuan Li is a Bruiser who can offer a lot to her team. Her S3 has an Aura Effect that has a chance to reduce the CD of her and her allies' Skills at the same time. Every time an ally attacks, she does a Follow-Up Attack, which applies a debuff and does respectable damage.
Xuan Li is a full Follow-Up DPS focused character, similar to Rahu but with a more teambuff-centric vibe. She does good damage that is 100% guaranteed as long as she has her S3 up and it also really helps the team, giving them all a free Timeweave 12-Set Bonus.
For PVE, going max skill level for her is recommended to have a good experience. In PVP S3 Max is mandatory as the last skillup is very important. S1 Max since it's her main damage is also super important and S2 is good for damage and stats but less of a priority.
